1999-10-21 CITY OF ENCINITAS, ACTION MINUTES OF REGULAR COMMITTEE MEETING TOURISM AND MARKETING COMMITTEE October 21, 1999 Present: Co-Chairperson Sheila Cameron Co-Chairman Dennis Holz; Sandy Holder, Community Development Director; Kirk Van Allen, Paul Davis, John Mclsaac, Carolyn Cope, Cyd Shaw, Jim Clark, Jerry Brooks, Dan Hare, Gary Tucker, David Oakley, Paula Kirpalani, Julian Duvall, Robert Mance, Therese Vaillancourt DIRECTION/ACTION # 1 Meeting called to order at 8:15 A.M. by Mayor Sheila Cameron. Thank you for coming. Welcome and Introductions Everyone introduced themselves. TTEM # 2 Mayor Cameron announced that today's meeting would be an "open mic" meeting to Review of committee's accomplishments take a look at what the committee has accomplished and where its going in the future. Mayor Cameron announced that the new City Manager, Kerry Miller, will be coming to the City on November 8, 1999 or November 9, 1999. She will invite him to attend the November 18, 1999 meeting. Mayor Cameron presented an overview of some of the committee's accomplishments: The HoteUMotel Association was formed and has become a very vital part of the City; Encinitas Hwy 101 mugs available through DEMA; We have the "Sur&ider crossing signs and stickers; U.S. Hwy 101 is now Historic Hwy 101; the Sheriff's Department gave presentation; Hillel Schwartz discussed the Millennium Celebration; the Post Office was saved in part with help from the Downtown Preservation Committee; "Encinitas Brochures" were produced; Film Festivals headed by Dan Hare at La Paloma Threatre; DEMA, the Chamber, and the Hotel/Motel Association are all holding events # 3 Guest Speaker: Hillel Schwartz, SeniorFellow, Millennium Institute, The Millennium Journey - A Celebration ~lington, Virginia and Advisor to the White House Millennium Council ga~=e presentation on the Millennium Celebration. Being a cultural historian, he realized that people have certain expectations of what will happen at end of the millennium. As result, the Millennium Institute asked Nlr. Schwartz to work on long term integrated thinking for a millennium celebration - not just a one day event. The focus was more on what we need to do in the future to sustain society into the next millennium - the next 1000 years. The 2000 birthday should not be ordinary - it should be marked as turning point in world history. We have for the lst time in history, a global calendar everyone around the world uses. This means that there will be no other year that holds the same aura. The year 2000 carries with it many expectations. A typical celebration such as fireworks will not be remembered 50 years from now, but if the celebration integrates gifts to the people of the next generation that are long lasting and enduring then the gifts will be remembered in the future. The people need to find way that will appeal to all and encourage them to become involved in a project and stay involved. Mr. Schwartz indicated that we can begin various millennium journey projects that when all projects are completed will work together and/or connect in some way. One idea is that children can help decorate stepping stones used on city sidewalks; children can bring their personal favorite items to implant on the stone. The community needs to decide what types of projects best suits them. The communities need to look at their past and incorporate this with the projects - link the past millennium with the future millennium. The White House has put together a website which gives ideas for millennium celebrations and projects: millenniumworld.org Mr. Schwartz will also be attending the next City Council meeting. Mr. Holz added that he would like the Arts and Youth Commissions to also attend. It was discussed that various committees, groups, and organizations should meet together to came up with different community projects that will eventually be a part of one big project. Mr. Holz indicated that the city is currently participating in projects that can be deaeloped into millennium projects. One example: The trails commission is about to adopt a master trails project. We need to find a way to work a millennium celebration into this. Also, the Planning Department will be holding a Community Character Workshop. This is an opportunity for the community to voice their opinions on what they feel is what Encinitas is to them. This can be a celebration of the history of Encinitas --what we are now and what we want to be in the future. Mr. Schwartz also added that it is important to bring the children into the prajects because these projects really are for the children, who axe our future. By allowing the children to become involved in the projects, the chances of the project continuing in the future is greater since they will be more interested in it. The schools can help in this area and become involved in the projects. ITEM #4 1) None discussed. Mayor Cameron indicated that in the future she would like to see El Camino Real recognized as an Historic Point with a bell Marker/Monument. She would also like to plan a Millennium Celebration. # 3 Sandra Holder, Community Development Director, announced that there will be General Announcements/Comments from the Committee Community Character Workshops held and the Committee Members are invited to attend and participate. The Workshops will be held for each community. The first Members Workshop will take place on November 1,1999 for the community of "New Encinitas." A consultant will be attendance to help with an image survey which will be used to develop the community's character and values - what the community wants preserved or changed. Deputy Mayor, Dennis Holz added that it is very important for everyone to attend and provide input. The entire community will be looked at: commercial, residential, parks, streets. Mr. Holz announced that "sand" is a big issue for our City which will have large effect on the residents and businesses: There was a meeting yesterday with the Army Corp which went well. A reconnaissance study will be done to determine if there is Federal interest in our local beaches. The study will take about 1 year. Mr. Holz announced that the City is also working on the sand issue. A$300, 000 hydrological study on the lagoon is to be done to determine if the mouth of the lagoon needs to be moved. Mayor Cameron announced that the City continues to work with NCTD to build a parking structure. There will be a meeting on Monday, October 25, 1999 with NCTD. Mayor Cameron announced that reclaimed water is being established throughout the City. Mayor.Cameron announced that the City has also begun a dredging project v4ith the Rancho Santa Fe Reservoir, which is where the City gets its water supply. The dredging will allow the reservoir to hold more water. Mayor Cameron will try to get a. presentarion on this. Dan Hare, head of the Independent Film Festival, announced he continues to wark on promoting the Film Festival. He is working on a"Point of Purchase Display." He wants to use the displays to reach foot traffic throughout the City. He indicated that film festivals add an interesting character and flavor to our town not seen in other cities. The films viewed at the festivals are not wide area distribution films. The films are more character driven. At the showing, they try to bring in the film maker for questions and answers with the audience. Mr. Hare indicated he wants to build a film festival individual to Encinitas. Mr. Hare announced that tonight they will be showing a documentary: "Zapatista." November 3 they will be showing: "Scrapbook." On Dec. l, they will show another documentary: "The Farm: Life Inside Angola" which documents 4 prisoners inside Angola Prison in Mississippi. Mayor Cameron added that La Paloma Theatre is possibly for sale. She indicated that the theatre is an historic building built in 1928 and she hopes that anyone who buys it will keep it preserved, along with the Sea Side Bazaar space which is part of the property. David Oakley announced that the Senior Foundation will be holding the "Encinitas Follies" once again at the La Paloma Theatre. They are currently working on the program. John McIsaac announced that the Self Realization Fellowship is holding its Halloween Festival on October 31, 1999 from 5-9 p.m. Kirk Van Allyn expressed concern with the Leucadia Blvd. opening and asked if there would be a ceremony for the event. Mayor Cameron noted that there would be a ceremony. The road should open in late November or early December. There have been a few setbacks with the construction crews. Mr. Van Allyn noted that he would like to display his art piece "A Nested Polyhedron" over the bridge by the golf course, for the ceremony. Therese Vaillancourt announced that Days Inn is holding a HoteUMotel Mixer this evening. The event will be catered by Herschel's. Gary Tucker indicated that he would like to keep lobbying for the Sheriff's Bike Patrol downtown on a permanent basis. Currently the Bike Patrol only works whern they have nothing else to do. Mr. Tucker noted that the program had a serious impact on the downtown area when the Sheriff's department provided this program 2 yeaxs ago. There was general discussion about this issue. Mayor Cameron added that she would speak with the Captain about this and also put on the top of the new City Manager's list. Carolyn Cope announced: Leucadia Market area is being revamped as result of new leasing company; the Poinsettia Festival is coming up; the Arts Commission is working on a regional master plan and key people from Laguna Beach to Chula Vista will be visiting on Nov. 5 to discuss public art issue; and, the Arts Commission is also working on an Endangered Spaces Art Exhibit. Mayor Cameron noted that the Holiday Parade will be on December 4 and the float entry deadline is 10/22/99. She also announced that on December 1 is the date for the new Mayor. Jerry Brooks announced that the HoteUMotel Assoc. is now a member of the CA HoteUMotel Assoc. Also, they are reworking their website to look more professional. Mr. Brooks also noted that the Encinitas Brochures are going to be sent out to all travel agents within CA very shortly; then they will distribute to AZ. Paul Davis, Encinitas Chamber of Commerce, announced: They just had their Oktoberfest. They are already working on the year 2000 festival. There will be a band from Germany; there will be a Networking breakfast with Union Bank on December 2; and they are working with the San Diego Economic Council on welfare projects which will help place welfare recipients in local jobs and the businesses will receive tax credits for placing these individuals. Jim Clark, Caxdiff Chamber of Commerce thanked everyone who attended the Rob Nlachado event. He indicated that the event went very well. He also announeed that their Chili Cook Off will be held on October 30 from 12-4 p.m. in the Cardiff Towne Center. Robert Mance noted that the Committee also had a presentation from S. Cooper who talked about kiosks. Mr. Mance also indicated that there is a website "proflowers" which sells flowers on the internet. He suggests that the Committee develop a marketing plan using a website to further promote tourism in Encinitas. Mr. Mance also noted that there is a new building in Cardiff, at Chesterfield, which will launch 3 new businesses. The building has a patio area which they are considering using for public events. Julian Duval, Quail Botanical Gardens, announced that they will be featured on the `Lynette Jennings Show" on the Discovery Channel on Dec. 8 at 2 p.m. He also noted that they will be holding their Annual Plant Sale this weekend.
