ITEM # 1 Approved:- Approve Minutes of March 3, 1999 meeting. , ITEM # 2 Mayor Cairieron'showed the spring "Encinitas" Newsletter and mentioned the traffic Axinouncements questionnaire.that was included inside. Traffic is # 1 problem so we need feedback. Please fill out the. survey. ITEM # 3 1Vlayor introduced Lt. Bev Davis. Lt. Davis was invited because of concerns with policing dowrrtown along the 101 corridor: Lt. Davis brought with her Sgt. Loren Guest Speaker: Lt. Bev Davis, Sgt. Loren Won and Won, Depitty Policing and Sgt. Garmo, Special Units Cop. She introduced them and ' Sgt. Marco Garmo. asked them to sl~are the group what they are doing. Sgt. Garmo said that we want . more visibie Oficefs, downtown, bike patrol, etc. He briefly explained what their units do: The bil-e pdtrol was not a contract unit. They dedicated a couple of cops to the bike pat'rol Thep'vlost a few so now they have seven in training. Right now the special purpose deputies are 25% toward bike patrol. Sgt. Won explained that Problem Solving aCJrut=ixi.Encinitas has 7 deputies working for him (2 Del Max, 2 San Marcos, 3': Enciriitas ' It's not traditional policing. Community oriented palicing is a special unit with deputies. They look at problems in' cities, why are they there and then work on tliem. : They rely on public, businesses for help. They tivork with partnership of business and community. Variety of problems such as gang problems, graffiti, transierit's (in all three cities), vandalism, disturbing the peace, etc. One area they have pTaiis for .is Ivloonlight Beach where there are definite problems. Bike patrol is being done, but maybe not just as frequently as you might want. Dep. Sheriff Marca Garmo said that they are also involved with vice patrol, such as drugs and aleohol being sold to our children. One Lusiness has been closed; one has had their license revoked. _Thi~ is 4one with decoys, along with Alcohol Beverage Control Board. They worle rn plam - cTQthes, plain cars, etc. They have a high arrest rate. They recently _ had a prob;ation a~rest sting which also gets these guys off the street. The question carne up as to what about video cameras. Can activities:be recorded? Sgt. Won saidAhat anybodycan tape, but you're talking about misdemeanors, here and it's cite and; release , It's verycostly to use a camera. With regard fo :the volunteer problem, we have 45 senior volunteers, age 55 or over. They drive• around and:axe somewhat the eyes and ears for the Department. They issue handicapped cita~ioris orily. Do yacation checks of houses. Check on senior citizen welfare. Db traffic, control until we get there. They only do this during the day. Most don't driveat night. . The idea of restraining orders was brought up. Sgts Won and Garmo explained that they are a cMl action by the owner/community. They can be done collectively or individually. ° They were asked`about parameters and Sgt. G',anno said that they were from Beacons to C:azdiff. Notliing : set in stone . though. Alleys, moonlight beach, beach access, business dist~,i~t,~~ardiff,- ~All'were patrolled. Hours during summer are extended far bike pa~rol.~ Citizens empower the police. The idea ~was raised ~about forming a Subcomrnittee of downtown people to meet with City Manager and the Sheriff's Department.
