ITEM # 1 - Minutes of March 27, 1997 meeting Approved
- ITEM #2 Public Works Director Bob Nelson reported that staff has looked at feasibility of providing water service
Provision of water service for First Street on First Street, between D& E. Cost is approximately $5,000 for water line and meter. Next step is #o
tie in with'street improvements for powntown Specific Plan. Refer to Council via Policy Committee.
ITEM; #3 Staff has proposed zoning amendment cleanup package. Staff has scheduled a workshop to review
Status Report on Proposed Title 30-Zone Code Amendrnents zoning amendments relating to agriculture. That portion of proposed amendment will not proceed until
after workshop,has been scheduled.
ITEM #4 -Double Tracking Proposal by NCTD-overview . Staff inember Patty Anders presented an overview of NCTD double tracking proposaL
ITEM #5 Development Diirector Sandy Holder reviewed the Carlsbad plan for I-5 Corridor, with particular
City of Carlsbad I-5 Corridor Master Plan emphasis on freeway off ramp areas. Item will be brought back in July for a status report.
Item #6 Sandy Holder presented concept plans for sign. Ida Lou Coley presented historic perspective on
Historic Downtown Encinitas Sign Encinitas overhead sign which was hanging on First Street. Staff to researck further. Fred Caldwell
presented concept of sign on RR trestle at Encinitas Boulevard.
ITEM 97 City Manager Wasserman presented summary of request by DEMA, Cardiff CofC to have City pay
Discussion of Law Enforcement Costs to Community for for law enforcement costs for special events. He noted that these costs are in addition to City Contract
Community Events for law enforcetnent of $5.5 million. He indicated that City staff would work with business groups
to coordinate laiv enforcement needs., Item to be brought back when/if Cardiff Chamber requests.
Item #8 Deputy Mayor Aspell presented information re Los Angeles-San Diego Corridor improvement projects
Bumingham Grade Separations for San Diego County under the ISTEA program. She stated she is having difficulty obtaining info from
NCTD. Proposal is to construct Birmingham Drive grade separation. Issue to come back in future. City
must concur with day closures of other E/W streets:
