BDavis, SShaw, RPhillips, CGuerin, MCordova, JCordova, RRo ers ISSUE DIRECTION/ACTION ITEM # 1 Minutes approved Action Minutes of June 26, 1997 meeting. ITEM #2 Lt. Beverly Davis explained that the City contract for law enforcement services Discussion of Law Enforcement Gosts to Community for covers daily patrol, not special events. She explained that the Sherif#'s Dept. Community Events determines need for special events based upon activities ofFered, anticipated crowd, whether liquor served. City Manager Wasserman advised that each event is to be evaluated by Sheriff s Lieutenants; Captain wili provide minimum staff needed for security. He said the City is concerned about total number of events in City. Whatever precedent is set with business groups is also applicable to other community groups. ITEM #3 Julian Duval reported on a proposal to study feasibility of staging a garden show and Garden Show plant sale at Quail Gardens. ITEM #4 Sid Shaw stated he is opposed to two-day event. City Manager Wasserman Two day Street Faire explained that the City had no reason to reject application from DEMA. City recognized that every business on Coast Highway may not benefit from Street Faire. However, permit was granted based upon overwhelming support far activity. Carlsbad's experience with Street Faire indicates that Saturdays are difficult times for businesses to be closed, but special arrangernents can be made with impacted merchants . Mr. Shaw, DEMA' representative, affected businesses and City Manager to meet to discuss problem. ITEM 95 Dan Trifone of DEMA reviewed program submitted earlier in the year. He proposed Report on Banner Program fonnation of a committee of business groups to develop theme for designs. Business groups to work with staff; include in discussions of downtown stakeholders' issues. DTrifane to work with staff on proposal.
