MINUTES
Meeting Date: November 21, 2008, 1:00 PM
1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 1:04 PM.
Present: Vice Chairperson Harp, Commissioners Drielsma, Finch, Larson, Price and
Winfield

Present: Recreation Superintendent Fazzio, Senior Center Manager Goodsell and
Administrative Coordinator Dakovich
Absent: Chairperson Vance
2. PLEDGE OF ALLEGIANCE
Commissioner Winfield led the Pledge of Allegiance
3. ORAL COMMUNICATIONS
Recreation Supervisor Buck distributed Holiday Parade information to each Commissioner.
He further noted the need for volunteers and Parade entry judges, and asked if there were
any questions.
Commissioners asked several questions that Recreation Supervisor Buck responded to,
including parade experience and any training needed.
Commissioner Larson noted she had an Engo bicycle, had won first prize in the Parade
several years ago and would like someone to ride the bicycle in this Parade.
Recreation Supervisor Buck offered to find a bike rider for this unusual bicycle.
Recreation Superintendent Fazzio noted there would be a Hospice presentation in January
and a Housing presentation in February.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of Minutes for the regular meeting October 24, 2008.

COMMISSIONER FINCH MOVED, COMMISSIONER DRIELSMA SECONDED TO
APPROVE THE MINUTES OF THE OCTOBER 24, 2008 MEETING. THE MOTION
WAS APPROVED 6-0.
6. PRESENTATIONS
None
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Statistical Report for October 2008 noting one new
client and two alerts (one false alarm and one action taken) She also noted a new
service at North Coast Pharmacy, El Camino Real - all pharmacy bags have Project
C.A.R.E. and Senior Center information on them.
Senior Center Manager Goodsell advised the program will run for one year and be
evaluated for continuation at that time.
B. Status Report on the Senior Center
Superintendent Fazzio distributed flyers on new Senior Center classes, noted an
upcoming presentation, and a press release regarding local photographed seascapes
being presented to the Encinitas Senior & Community Center by the Encinitas Senior
Foundation.
Senior Center Manager Goodsell noted the seascapes are a beautiful addition to the
Center and she has received many compliments on the photography.
Commissioner Winfield noted she had seen the Senior Center Newsletter at a doctor’s
office.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Senior Housing Review, Senior Disaster Preparedness and Representative Reports)
Outreach –
(Vice Chairperson Harp, Commissioners Price and Finch) Commissioner Price
reported she had met with Senior Center Manager Goodsell to discuss outreach ideas for
the Senior Commission DVD. She noted many good ideas were discussed, including
expanding the DVD to provide more specific information, which would provide more value
to the current community and new comers as well.
Distribution of the DVD was also discussed and suggestions included all senior
sites and the local libraries.
Commissioner Finch suggested showing the DVD at the library when it is re-released.
Commissioner Price suggested the Encinitas Chamber might be interested in
partnering with the Senior Citizen Commission in expanding the DVD.

Senior Housing
– No Report
Senior Disaster Preparedness –
Commissioner Drielsma reported his observations as
an observer during the State of California Mandated Preparedness Drill at Scripps
Hospital, Encinitas on November 13, 2008.
Senior Information Fair-
Commissioner Finch reported on the recent meeting with
Recreation Supervisor Rundle regarding the Senior Information Fair. The meeting
included Commissioners Price and Drielsma as well. Commissioner Finch noted there
were many good ideas, including the need to use the Center parking lot if Fair is expanded,
plan to upgrade snacks, eliminate the loud music, and raise booth fees.
Commissioner Price suggested using music students from San Dieguito Academy to
perform during the Fair.
Commissioner Drielsma provided information on Seniors for Seniors animal adoption
program and suggested the organization be invited to participate in the Fair.

Senior Foundation –
Vice Chairperson Harp reported the Foundation will not be
presenting the Follies in 2009.
AIS –
Superintendent Fazzio referred Commissioners to the AIS November Agenda
report.
8. NEW BUSINESS
A. Discussion on Senior Citizen Commission meeting schedule.
Recreation Superintendent Fazzio reviewed the staff report, noted she will be attending
Parks & Recreation Commission meetings and Senior Center Manager Goodsell will be
the staff liaison for the Senior Citizen Commission. With reference to the meeting schedule
and after a brief discussion it was suggested that the Commission meet the third Tuesday of
the month, from 2:00-4:00 p.m. in the Council Chambers, and continue to go dark during the
months of July, August, and December.
IN CONSENSUS, 6-0, SENIOR CITIZEN COMMISSION MEETINGS WILL BE HELD THE
THIRD TUESDAY OF THE MONTH, FROM 2:00-4:00 P.M. IN THE COUNCIL CHAMBERS
CONTINUE TO GO DARK DURING THE MONTHS OF JULY, AUGUST AND
DECEMBER.
B. Discussion on Holiday Parade Participation.

Recreation Superintendent Fazzio reviewed the staff report and asked Commissioners if they
planned to attend. Vice Chairperson Harp and Commissioners Finch and Larson plan to
attend and will discuss and make final arrangements.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Winfield offered to host a December holiday party for the
Commissioners in her home on December 10 or December 12.
Commissioner Price wished everyone a Happy Thanksgiving.
Commissioner Larson requested a current Commission phone list.
Commissioner Finch wished everyone a Happy Holiday.
Commissioner Drielsma noted there are senior self-defense classes being held in
Vista and asked if we could provide this training at the Encinitas Senior Center. He
also noted Scripps Hospital brochure on their upcoming expansion plans.
Senior Center Manager Goodsell offered to contact instructor for further information.
Vice Chairperson Harp noted he looks forward to working with Senior Center
Manager Goodsell.
B. Staff
Superintendent Fazzio noted she had enjoyed working with the Commission and
thanked the Commission for their support.
