2008-10-24 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: October 24, 2008, 1:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 1:04 PM. Present: Chairperson Vance, Commissioners Drielsma, Finch, Larson, Price and Winfield Also Present: Recreation Superintendent Fazzio and Program Assistant Roff Absent: Vice Chairperson Harp 2. PLEDGE OF ALLEGIANCE Commissioner Larson led the Pledge of Allegiance 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes for the September 26, 2008 minutes with a change to Item 8A correcting Commissioner Winfield to Commissioner Finch. COMMISSIONER FINCH MOTIONED AND COMMISSIONER DRIELSMA SECONDED TO APPROVE THE CORRECTED MINUTES OF THE SEPTEMBER 26, 2008 MEETING. THE MOTION WAS APPROVED 6-0. 6. PRESENTATIONS None 7. OLD BUSINESS A. Status Report on Project C.A.R.E. 3 Superintendent Fazzio reviewed the Statistical Report for September 2008 noting no new clients served for the month and noting the Project CARE first quarter narrative. 4 B. Status Report on the Senior Center Superintendent Fazzio reported on the Out & About Volunteer Driver program. Additional volunteer drivers are in need and outreach efforts are being made for recruitment. Commissioner Finch suggested seeking assistance from community service groups. Superintendent Fazzio commented the Program Coordinator is contacting service groups, and a request has been made to the Kiwanis Club via Program Supervisor Buck. The AIS October Advisory Council Agenda and flyers for Senior Friends, the Flu Shot Clinic, Identity Theft Prevention presentation, and the November/December Prime Times were handed out. C. Update Report on Ad Hoc Sub-Committees. (Outreach Information, Senior Housing Review, Senior Disaster Preparedness and Representative Reports) Outreach – Commissioner Price reported Senior Center Manager Goodsell has been contacted to discuss date options for a presentation. Senior Housing – No Report Senior Disaster Preparedness – No Report Senior Information Fair- Commissioner Price reported speaking with Program Supervisor Rundle and a meeting date of November 7, 3:00 PM in Room 119 at the Community Center has been set. Senior Foundation- No report AIS – Superintendent Fazzio referred Commissioners to the AIS October Agenda report. 8. NEW BUSINESS A. Updates to the General Plan Principal Planner Langager stated the Planning Department is developing a Scope of Work for a RFP, and presented a historical review of the existing General Plan. Principal Planner Langager then requested input from the Commission on Senior Issues. Commission input included requests for additional affordable housing, options for “Aging in Place”, rent control and the construction of accessory units. Also recommended were regulations on in home care providers, additional transportation options, a disaster preparedness plan, and additional outdoor recreation for seniors that is near senior housing. 5 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Winfield offered to host a December holiday party for the Commissioners in her home. Commissioner Larson requested information on obtaining freeway signs for the San Dieguito Heritage Museum. Commissioner Finch asked about the Identity Theft Presentation, as it already occurred, Superintendent Fazzio commented it was well attended and there will be another presentation scheduled. Commissioner Drielsma –none Chair Person Vance- none B. Staff Superintendent Fazzio reported the Holiday Parade entry has been submitted, the parade begins at 5:30 PM December 6, 2008. Monday, October 27 at 10:00 AM the Room Naming Committee meets at the Senior Center, all are welcome, and Superintendent Fazzio’s last Senior Commission meeting will be November 21, Senior Center Manager Goodsell will be her replacement. Superintendent Fazzio handed out a list of possible date options and meeting locations to be discussed at the November meeting. 10. ADJOURNMENT Meeting adjourned at 2:01 PM.
