MINUTES

1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 1:00 PM.
Present: Chairperson Vance, Vice Chairperson Harp, Commissioners Drielsma,
Finch, Price and Winfield
Also Present: Recreation Superintendent Fazzio and Program Assistant Roff
Absent: Commissioner Larson

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of Minutes for the June 19, 2008 Special Meeting.
VICE CHAIRPERSON HARP MOTIONED AND COMMISSIONER DRIELSMA
SECONDED TO APPROVE THE MINUTES OF THE JUNE 19, 2008 SPECIAL
MEETING. THE MOTION WAS APPROVED 6-0.
6. PRESENTATIONS

7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Statistical Reports for May, June, July and
August 2008 noting 625 clients served year to date and the Project CARE
fourth quarter narrative.

B. Status Report on the Senior Center
Superintendent Fazzio reported on the Out & About Volunteer Driver program
currently serving 81 passengers with 17 seniors on the waiting list. Volunteer
drivers are needed. Commissioner Finch suggested advertising for volunteer
drivers with community service groups. Vice Chairperson Harp would like to
see the City work with the Senior Foundation for additional transportation
utilizing the existing Senior Van. Commissioner Price suggested looking into a
partnership with Del Mar Connections. Superintendent Fazzio provided a
summary on the Spaghetti Dinner Fundraiser that profited the Senior Center
$3,785.00. Commissioner comments were positive; a suggestion was made to
provide more than one meatball per serving. Flyers were distributed on Fire
Prevention, upcoming senior programs, Chili’s and Buick Invitational Senior
Center fundraisers, CNN Democratic Convention discussion and the
September/October Prime Times. Superintendent Fazzio also reported the cell
tower is complete and created no program interruptions and the Senior
Foundation provided a new sensor mat to regulate the Senior Center main
entrance door.
C. Superintendent Fazzio requested Commissions’ comments on the Facility Tour in
June. Commissioners responded the tour was informative and beneficial.
D. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Senior Housing Review, Senior Disaster Preparedness and Representative
Reports)
Outreach –
Commissioner Price reported on her review of the Senior Center
information CD and would like to see the information disseminated to more seniors.
Commission discussion included updating the portions of the disc that are no
longer current.
Senior Housing
– No Report
Senior Disaster Preparedness –
Commissioner Drielsma provided copies of
articles on earthquake preparedness. Discussion took place on the most beneficial
information to provide seniors and the best venue. The sub committee will bring an
outline and possible dates back to the Commission.
Representative Reports –
Commissioners thanked the City for the Commission
Appreciation Dinner, but wondered where desert and coffee were. Vice
Chairperson Harp reported the Artist Foundation and the Senior Foundation
collaborated to provide Seascapes in the hallway at the Community and Senior
Center, and that the Senior Foundation is providing cushions for the hall benches
at the Community and Senior Center. Superintendent Fazzio reminded
commissioners a volunteer is needed for the Room Naming Committee; the
meeting will be at 10:00 AM on Monday, October 6. Vice Chairperson Harp stated
he was available if no other commissioners had interest.

AIS –
Superintendent Fazzio referred Commissioners to the AIS June, July and
September reports, and Out and About Transportation quarterly summary.
8. NEW BUSINESS
A. Senior Information Fair Committee
Superintendent Fazzio requested volunteers for the Senior Information Fair
Committee. Commissioners Price, Finch and Drielsma volunteered. Vice
Chairperson Harp motioned to approve the committee formation, Commissioner
Drielsma seconded, and motion carried 6-0.
B. Guest Speaker/Presentation Schedule
Superintended Fazzio led discussion in the interest of guest speakers at the
Commission meetings and planning a schedule for the upcoming months.
Commission consensus was Planning Staff would be the guest speaker in October
to discuss the City’s General Plan Update, November will include a presentation by
City staff on Low Income Housing and January will include a presentation by
Hospice.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Winfield brought up a need for additional handicap housing in the
City and questioned if building and planning fees could be waived for construction
retrofit. Chairperson Vance responded this topic should be included in the Low
Income Housing presentation in November.
Commissioner Finch reported High Country Villas has requested Commissioner
Price provide a presentation to their association on Fall Prevention.
Commissioner Drielsma reported reading an article in the North County Times that
stated the Encinitas Planning Commissioners would receive $75.00 compensation
for Planning Commission meetings.
B. Staff
Superintendent Fazzio reported on upcoming Parks and Recreation events, Stars
in the Park movie nights on September 27 at Leo Mullen Sports Park and October
11 at Cottonwood Creek Park. This year’s Holiday Parade will be December 6 and
the theme is a Storybook Holiday.
