BACKGROUND: On February 1, 1995, the Encinitas Housing Authority (EHA) entered into a 5 year contract with the U,S. Department of Housing and Urban Development (OOD) for $1.9 million in Section 8 funding, Initially, the Board voted to contract with the City of Encinitas to provide staffing for the program, but reconsidered the staffmg option at its January 25, 1995 meeting, and authorized a contract with North Coast Housing (NCH) to administer the Section 8 Program. ".) On April 11, 1995, the EHA executed a con.tract with North Coast Housing to ad.-ninister the Section 8 Program for a three-year period. The agreement, set to expire on April 10, 1998, allows NCH the right to terminate the agreement with a 60 day written notice. The Board of Directors for North Coast Housing have submitted their notice to terminate the Section 8 Adnlinistration Agreement, effective December 31, 1997, see Attachment A, NCH's Board has decided to cease operations and is currently working towards transfering their assets and terminating all contractual responsibilities. Staff has inquired as to the level interest of other local housing authorities in administering a Section 8 agreement with the City of Encinitas. The County of San Diego Housing Authority was the only agency which expressed interest. There are no other nonprofit organizations that have experience administering a Section 8, Program, or other similar program. Therefore, staff focused on two options: contracting with the Housing Authority of the County of San Diego (the County) or operating tbe program in-house through a contract with the City of Encinitas (the City) for staff to the City of Encinitas Housing Authority. The table in Att~chment B outHnes the pros and cons of each option divided into the categories of "Effe~1tiveness" and "Efficiency". The following provides a brief description of the two options. County Housing Authority Contract Option: The Housing Authority of the County of San Diego has expressed interest in contracting for the operational functions of the City's Section 8 , Program. The contract points preliminarily discussed by respective staffs would have to be approved by the County of San Diego Housing Authority Board of Commissioners, The County Housing Authority would absorb the operational functions into. their existing administration, The Encinitas cases would be assigned to one Housing Specialist who would also handle an additional caseload as well. Since the City would remain the responsible party for the HUD funding, the City would still incur oversight and contract management costs, The Director of the County Housing Authority has stated that they are willing to discuss a potential sharing the administrative fee for certain activities that the City will need to retain. But at this point, the County has not approximated the amount of administrative fees that the City would be able to retain. The fiscal analysis in Attachment C assumes that the County would receive the entire administration fee revenue, The County could administer most functions under the Section 8 Program at about the same cost as the City currently incurs, Early discussions with the County staff indicate they could op~rate the program using the City's Administrative Plan. Given the County's size and experience, the Encinitas Program could be absorbed in their operations fairly easily; There are potential drawbacks to contracting with the County, The large caseload of the County Housing Specialists and the distant physical location of their offices (Keamy Mesa) would likely result in a reduced level of service to Encinitas residents, Also, since the City remains legally responsible for the administration of its Section 8 Program, there is the issue of m~ntaining effective oversight and accounting to HUD. ~ City Option: Under this option, the Gity would perform all Section 8 program functions in- house. Since this increased workload can not be accommodated with existing staff resources, additional staff will be needed. Staff estimates the program can be operated with a .75 FTE Housing Specialist. This position would fall 'lUlder the '~General Regularf~ classification of employees represented by Service Employees International Union Local 2028 (SEIU). The proposed salary range would be subject to the meet and confer process ~th SEIU. Ta minimize the impact of increasing City staffmg levels and to enhance the prospects for successful recruitm~nt of this position, staff recommends filling the position at full-time, with 3/4 . of the duties devoted to the Section 8 Program, Md the rest of the time sp~nt on those duties currently assumed by the existing .5 FTE Management Intern position. This position would be funded ,75 from Section 8 progrmn administration fees ($29,426) and .~S from CDBG administration ($9,809). A portion of this cost will be offset by eliminating the .5 PTE Management Intern position ($11,164) currently funded by CDBG. This results in a net increase of.5 FTE staff at a net cost of approximately $28,071 annually (see Table 3 of Attachment C). The net increases in costs are completely revenue offset and have no fiscal impact to the General Fund. The financial analysis in Attachment C indicates that the City could administer the Section 8 Program in-house for slightly less (approximately $3,500/yr.) than eith~r the County option or the current contract with NeR. Operating the program in-house lends itself to greater management oversight and a more convenient and responsive level of service to Encinitas residertts. Tht= drawback to this option is the need to increase City staff and increased management responsibilities, There also would be minimal coverage available during times of vacation, extended illness and staff turnover given the City would only have one staff person with the technical ability to carry out the assigned duties, FISCAL AND SI~FF IMP ACT~,; The' fiscal and staff impacts vary dependint{ upon the staffing option the Housing Authority Board selects, Table 1 in Attachment C depicts the fiscal and staff impacts based on the various staffing options. RECOMMENDATION: Staff recommends that the Housing Authority approve a contract with the City for the hiring of a full-time Housing Specialist to administer the Section 8 Program and support additional housing operations, subject to the meet and confer process ~ith SEIU representatives~ and authorize the , Executive Director/Secretary of the Board of Commissioners to act as the official representative of the Housing Authority in negotiating and executing all regulatory and operational processing. Case managed stays lasting 6 to 12 months have successfully transitioned many families away from homelessness, In operation since February 1991. Residential Services Department -- Pro\:rams in Prol:ress Las Casitas (6 households) -- a short-term transitional housing program located in Escondido for homeless families primarily exiting short term emergency shelters. Case-managed stays last six to nine months. Services include case management and assistance in locating permanent housing. . HOGAR II (85 households) -- building on the HOGAR I program and the goal of promoting greater integration into society and economic self-sufficiency, this 3 year program 'YiII pr6vide up to 80 rural homeless families with 24 months of rental assistance, on-the-job training, English language instruction, medical services and fbnnal case management. Our sub-contractors on this project include SER/Jobs for Progress; Vista Community Clinic; North County Health Services; and numerous volunteer organizations, Project Duration: M~y 1996 to December 1999. CENTRO Program (20 households) -- a twenty family program embedded in the City of Vista Cedar Road project owned by an affiliate of Community Housing. Sub-contractors on this project are Lifeline, Vista Community Clinic, and SER who provide educational and vocational services and social and medical case management to 20 homeless families to transition to self- sufficiency, Project Duration: October 96 to October 1999.
