2008-04-25 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: April 25, 2008, 1:00 PM AGENDA ITEM: 5A 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 PM. Present: Chairperson Vance, Vice-Chairperson Harp, Commissioners Drielsma, Finch, Larson, Price and Winfield arriving at 1:05 PM Also Present: Recreation Superintendent Fazzio, Program Assistant Roff. Absent: None 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS A. None 4. CHANGES TO AGENDA A. None 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting March 28, 2008. CHAIRPERSON FINCH MOVED, VICE-CHAIRPERSON HARP SECONDED TO APPROVE MINUTES OF REGULAR MEETING, FEBRUARY 15, 2008. MOTION CARRIED 6-0. 6. PRESENTATIONS A. Guest speaker Chris Crowson with HICAP provided an overview of the services HICAP offers to Medicare recipients or upcoming Medicare recipients as well as a brief outline of Medicare benefits. Chris Crowson also provided HICAP and Elder Law handouts. 1 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Superintendent Fazzio reviewed the Project C.A.R.E. statistical reports for February and March 2008, highlighting 1 new client each month bringing the total to 524 and remarked on the distribution of 220 Vials of life to High Country Villas. Superintendent Fazzio distributed the Third Quarter Project Care Narrative Report for 2008. B. Status Report on Senior Center. Superintendent Fazzio provided 2008 Nutrition Survey Results, a copy of the April 15, 2008, NC Times article by Ruth Marvin Webster, and flyers on upcoming Senior Programs Qi Gong, Wii, Health & Fitness Day, the Senior Fair, a free Occupational Therapy & The Older Driver presentation and a copy of the May/June 2008 Prime Times. Superintendent Fazzio also distributed survey results showing the majority of seniors are happy with the current operating hours at the Senior Center. Superintendent Fazzio stated she would find out where the Carlsbad Senior Center obtains their food for their Nutrition Lunch Program. C. Update Report on Ad Hoc Sub-Committees. (Outreach Information, Senior Housing Review, Senior Disaster Preparedness and Representative Reports), and Annual Sub-committee Appointments. Outreach – Commissioner Price presented Emergency Preparedness Wheels and Living Safe emergency preparedness planners from the County of San Diego. Commission Price will obtain wheels to distribute at the May 8, 2008 Senior Fair. Commissioner Finch requested an additional 500 wheels for the community of High Country Villas. Guest speaker Al Tscaaeche requested the Senior Commission look into providing an emergency preparedness drill for seniors. Commissioner Drielsma reported a L.A. Times article stated Southern California is expected to have a major earthquake by 2038; November 13 is the Statewide Hospital Drill in which he volunteered all commissioners to participate in at Scripps Hospital Encinitas. Commission Drielsma also reported a Disaster Preparedness Fair will be held on May 3 from 11:00 AM to 2:00 PM at the LDS Church on Torrey Bluff Drive in Del Mar. Senior Housing – No Report Senior Disaster Preparedness – Chairperson Vance reported the County Fire Department held training for the upcoming Santa Ana season and suggested a flyer be distributed to seniors on how to prepare for the Santa Ana season. Council Contact – No report. 2 Encinitas Senior Foundation Review - Vice Chairperson Harp reported the Senior Foundation tabled purchasing a Senior Bus due to a lack of funds at the City to operate the program. A.I.S. Review – Superintendent Fazzio handed out the Agenda and Minutes for the most recent meeting. 8. NEW BUSINESS A. Superintendent Fazzio distributed flyers used at last year’s Senior Fair, finalized details for this year’s Fair and scheduled Commissioners’ work assignments for the fair. B. Superintendent Fazzio requested input on taking a park tour and lunch for the May or June meeting; motion carried 7-0 to take the tour on June 20, 2008 and to begin the meeting at 11:00 AM. C. Superintendent Fazzio requested a volunteer to sit on the Community Arts Grant Panel. Commissioner Winfield volunteered, motion carried 7-0. D. Superintendent Fazzio deferred the discussion on FAST to Vice-Chairperson Harp. Vice-Chairperson Harp presented an April 26, 2008 article in which NCTD proposes budget cuts eliminating the FAST and Route 365 in Encinitas, and requested the Senior Commission consider addressing a letter to Mayor Stocks requesting ardent support of keeping the FAST and Route 365 in Encinitas. Guest Speaker Tschaeche stated Encinitas currently lacks adequate public transportation and proposes the Senior Commission address a letter to NCTD requesting keeping and expanding the FAST to include Leucadia. Guest Speaker Council Member Barth presented information stating the expansion of FAST is not feasible. FAST is slated for elimination due to continued financial loss of the program. Council Member Barth also reported a reduction in service to Route 101 is being proposed in addition to the elimination of Route 365, a public hearing is scheduled for May 15, 2008 and Mayor Stocks is the point of contact for Encinitas. Vice-Chairperson Harp stated it is the County of San Diego’s responsibility to provide public transportation. Discussion continued on NCTD proposed budget cuts, motion to have the Senior Commission send a letter to Mayor Stocks to make every effort to sustain existing public transportation carried 7-0. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners – Commissioner Winfield, no comment. Commissioner Price reported on an article in the NC Times on the Senior Commission and an article in the Union Tribune on Falling, which mentioned Commissioner Price as author of “Fall Injury Prevention for Older Adults”. Commissioner Larson, no comment. Commissioner Finch reported May 3, 2008 is the Encinitas Garden Festival from 9:30 AM to 4:30 PM, with bus service from MiraCosta College. Commissioner Drielsma, no comment. Commissioner Harp reported he will be absent in May 2008. Chairperson Vance reported on an award given to Silver Age Yoga by AIS along with a letter of thanks to 3 the Senior Commission from Silver Age Yoga for the Commission’s support of their program. B. Staff- Superintendent Fazzio reported May 14, 2008 at 6:00 PM is the Older American’s proclamation in Council Chambers and requested Senior Commissioners be present. 10. ADJOURNMENT A.
