MINUTES OF THE ENCINITAS HOUSING AUTHORITY SPECIAL MEETING
WEDNESDAY, APRIL 18, 2007,6:00 P.M, 505 S. VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Board President Houlihan called the meeting to order at 6:01 P.M.
Present:
Board President Maggie Houlihan, Board Members Teresa Barth, James Bond,
Lupita Chavez, Beatrice Crepeau, Dan Dalager, and Jerome Stocks.
Absent:
None.
Also Present: Board Manager Cotton, Board Attorney Sabine, Board Clerk Cervone, Senior
Planner de Cordova, and Deputy Board Clerk Bingham.
There being a quorum present, the meeting was in order.
PLEDGE OF ALLEGIANCE
CLOSING AND ADOPTION OF THE CONSENT CALENDAR
ACTION:
Bond moved, Stocks seconded to close and adopt the Consent Calendar. Motion Carried.
Ayes: Bond, Chavez, Crepeau, Dalager, Houlihan, Stocks. Nays: None. Abstain: Barth
(not on the Board during this meeting.)

REGULAR AGENDA
H2. Approval of the 2007-2008 Annual Public Housin2 Authoritv Plan of the Citv of
Encinitas Housin2 Authoritv. Contact Person: Principal Planner de Cordova
STAFF RECOMMENDATION: Approve the 2007-2008 Plan and authorize
the Executive Director to transmit the final plan and certifications to HUD.
Principal Planner de Cordova stated that the Housing Authority was required to prepare a five-year
Agency Plan in compliance with the Quality Housing and Work Responsibility Act of 1998. This
plan identified the housing needs of lower income households on the waiting list for Section 8

Housing Choice Vouchers. Additionally, he stated the Housing Authority must file annual updates
to the five-year plan, even if there were no changes.
Mr. de Cordova noted that the City expected to receive about $1.1 million from the U.S.
Department of Housing and Urban Development for rental assistance to approximately 136
families.
Staff recommendation was to approve the 2007-2008 Annual Public Housing Authority Plan and
authorize to transmit the final plan and certifications to HUD.
ACTION:
Bond moved, Barth seconded to approve the 2007-2008 Annual Public Housing Authority
Plan and authorized to transmit the final plan to HUD along with the required Public
Housing Authority Certifications. Motion carried. Ayes: Barth, Bond, Chavez, Crepeau,
Dalager, Houlihan, Stocks. Nays: None.
REPORTS FROM CITY REPRESENTATIVES OF REGIONAL
BOARDS
Council Member Houlihan briefed council on the recent meeting she attended at the City of
Escondido regarding homeless issues.
