BACKGROUNDl
On July 27, 1994, the Board authorized staff to apply tor Section
8 Rental Assistance vouchers in response to a Notice of Funding
Availability from the u.s. Department of Housing and Urban
Development (HUD). The Authority submitted a request for 100
vouc::hers.

HUD has compfeted their evaluation of all applications for Section
8 certificates and, vouchers. The funding decisions will be
released through the local congressional offices within the next
few weeks. Until that time it is uncertain how many vouchers the
Authority will recaive. However, it is certain that the Authority
will receive an allocation.
In anticipatlon of starting a Section 8 program, staff is providing
a step by'step procedure which will be used for implemen~ing the
program. (See A~tachment A.)
lJSCAL ABP STAFP IMPACTS:
The Auth'ority will receive a five-year allocation for program
implementation after the approval of an Annual Contributions
Contract between the HUD and the A,uthority. The number of Vouchers
the Authority receives deteltmines the amount of administrative
funds available. The Authority will need to hire a staff parson or
contract with a consultant to set up and run the Section 8 program.
The staffing level will be determined by the amount of
administrative funds available through the program. It is
