The proposed plan covered occupanoy ragulations including tenant. eligibility and selection, leasing terms and contracts, and eviction l:'aquiremonts. She said that other housing units which the lIousinq Authority could cwn would not fall under the Section 8 Administrative Plan. A separate less restricting plan would be devoloped fer the administration of those projectn. staff reoownandation was to adopt Resolution 94-07 to adopt the Administrative Plan, Section 8 Housing Assistance Payments Program. Warden, Secretary of the Board Community Development J~,partment Sandra Holder, Director ~ ../U( Lynn Brown, Housing and Grants Coordinator ~ VIA: FROM: .m!ELm.~ Adoption of Resolution 94-08, authorizing the submittal of an application for Section 8 vouchers/certificates and authorizing the Executive Director/Secretary of the Board to act as the official representative to submit the application. ,.~) JSSUEi Whether to submit an application for Section 8 vouchers/certificates in response to a Notice of Funding Availability. - On June 14, 1994, the Board adopted a Five Year Plan for the Housing Authority as a means of providing affordable housing in the City. Applyi'1g for Section 8 vouchers/certificates is a part of the Plan. On June 22, 1994. the Board adopted a Section 8 Administrative Plan. On July 18, 1994. the Housing Authority received a Notice of Funding Availability for the Section 8 program. ANAL YSlS1 On July 8, 1994. staff met with HUD regarding the Section 8 program. HUe wants to assure tha~ the Authority has sufficient administrative funds for the program which means requesting enough certificates to support the costs of minimal stpffing (one staff person .~ ~dlqlb/sr072794.hal ;J~-I r '} ~'-~) .. ~ , . '. per 100 vouchers). Staff has submitted a proposed .admlnlstratlve budget (Attacnment A) to HUD. Based on thh:; budget, staff" recommends requesting 100-160 vouchers. Whether HUD would eventually award the Authority this many vouchers Is unknown as It Is a competitive process with a limited number of available vouchers. Estimating one FTE per 100 vouchers, at least one housing specialist would be hired through a contract with the City of Enclnltas, An additional 1/4 FTE clerical would be hired to assist with the portable certificates from the County. HUD provides additional funding (preliminary fees) to assist with the Inltlallaase up. The funds could be used to hire a temporary (3 months) housing specialist position if needed. The Authority would contract with the City for facilities, central services, finance, computer and personnel services based on amounts determined In Cost Allocations Plan. The amount budgeted for tho contract Is $28,350 based on 1 1/2 staff positions. If the Housing Authority received a contract for 100 vouchers, the revenue for the program would be approximately $4.5 million over five year contract for administration and rental assistance. The Authority would contract with the City to hire at least one housing specialist. I RESOLUTION NO 94-00 RESOLUTION OF TilE lIOUSING AUTHORITY OJ' THE CITY OJ- ENCINITAS AUTJlORIJING TIIB SUBMITTAL or AN APPLICATION TO THE DEPARTMBNT OF JIOUSING AND URBAN DEVELOPMl;NT IN RESl'ONSE TO THE NOTIOI OP FUNDING AVAILAbILlTY FOR RENTAL VOUCIIER AND CBRTII'ICATE PROGRAM WHEREAS, the U.S. Department of Housing and Urban Development has issued a Notice of Funding Availability for the Rental Voucher Program and the Rental Certificate Program; and WHEREAS, the City Council has established the Housing Authority under tho Health and Safety Code of the state of Califcrnia for the purpose of providing safe, sanitary, and decent affor.dable housing; and WHEREAS, the Board of Commissioners has adopted as part of a Five Year Plan the implementation oi a rental assistance program under 24 CFR (Code of Federal Regulations) parts 882 and 887 (Section 8); 'NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners \oJf the Housing Authority of the City of Encinitas that the application sUbmission with its required certificates is hereby authorized; and BE IT FURTHER RESOLVED that the Executive Director (Secretary of the Board) is hereby identified as the official representative of the Housing Authority to submit the application, all certifications and assurances contained therein, and such additional information as may be required.
