Receive Information on developrnent process and requirements for 1994.1999 CHAS.

Although the City prepared a five year CHAS In 1991, the federal government Is
requiring a new Five Year Plan utilizing the 1990 census dato. They have also revised
some of the forms and the areas to be addressed.
Since the City has recently Joined tho County and other cities to form a consortium
to receive HOME funds, the Five Year CHAS will be prepared by the HOME
Consortium. However, the City Is required to do an Individual annual plan to
Imple.nent the Consortium's Five Year CHAS.

HUD has revised the CHAS format and process so that It Is a useable planning
document. It has two prlnlary purposes:
1. Identify local housing needs and Inform the Congress of the need.
2. Direct federal funding to Identified high priority Issues as well as using
federal fundlnll to leverage other funding sources.

Housing 6nd C\lmmunlty D~vBlopment Dep8r~ment. The objective of the workshop
will bo to review tho purpose of the CHAS, differences from the former CHAS, the
citizen participation prQcess, and the typo of dato to be conslderod In dotermlnlng our
needs and h~uslng problems.
As tho CHAS development process Is J~'st beginning tho workshop will provide the
Council a framework In which they or cltlzans can be assured that any needs they
