1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 PM.
Present: Chairperson Vance, Vice-Chairperson Harp, Commissioners Drielsma,
Finch, Larson, Price & Winfield
Also Present: Recreation Superintendent Fazzio, Program Assistant Roff.
Absent: None

3. ORAL COMMUNICATIONS
A. Ms. Webster introduced herself as the new North County Times reporter covering
Encinitas.
4. CHANGES TO AGENDA
A. None
5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting February 15, 2008.
VICE-CHAIRPERSON HARP MOVED, COMMISSIONER FINCH SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, FEBRUARY 15, 2008. MOTION
CARRIED 6-0.
6. PRESENTATIONS
A. None
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for
February 2008, highlighting 1 new client bringing the total to 523.

B. Status Report on Senior Center.
Superintendent Fazzio provided information on upcoming programs/events
such as Big Read, Senior Information Fair, April Senior Dance, Reverse
Mortgage Presentation, a draft of the Senior Center Survey and Out & About
Transportation Program. Superintendent Fazzio also distributed updates for the
2008 Senior Commission Handbook.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Senior Housing Review, Senior Disaster Preparedness and Representative Reports),
and Annual Sub-committee Appointments.
Outreach –
Commissioner Price initiated discussion on the role of the Sub-
Committee and increasing community awareness.
Senior Housing
– No Report
Senior Disaster Preparedness –
Deferred to agenda item 8.
Council Contact –
Commissioner Finch stated the City Council is not
simultaneously able attend a Disaster Preparedness presentation and will follow
up on attending Disaster Preparedness training.
Encinitas Senior Foundation Review
- Vice Chairperson Harp reported the
Senior Foundation will provide cushions for inside benches at the Community and
Senior Center, provided a report on Expanding the FAST in Encinitas, and
reported the Foundation is working towards the purchase of a small bus for
additional transportation for Encinitas seniors.
A.I.S. Review
– Superintendent Fazzio handed out the Agenda and Minutes for
the most recent meeting.
8. NEW BUSINESS
A. Commissioner Drielsma requested punctuation correction to the Senior Commission
acknowledgement for the Earthquake Preparedness Handbook. Discussion
commenced on the most effective ways to reach the senior community, and it was
determined the Handbook should be available at the Senior Center, Senior
Information Fair, and to the residents of High Country Villas, the largest senior
community in Encinitas. Commissioner Finch and Vice-Chairperson Harp agreed to
seek community support in the printing costs of the Handbook.

COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners – No announcements. Commissioners Winfield, Price, Finch and
Drielsma commented on the importance of preparing seniors for a disaster.
B. Staff- Superintendent Fazio requested the Senior Commission provide a presentation
to the City Council on May 14, 2008 at 6:00 PM for Older Americans Week, an
upcoming Commission meeting be schedule as a trip to view City services with lunch,
and the Outreach Sub-Committee review the current Senior Services Brochure. The
Senior Fair will be an April Agenda item and HICAP will provide a presentation at the
May Senior Commission meeting.
