1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:00 PM.
Present: Chairperson Vance, Vice-Chairperson Harp, Commissioners Drielsma,
Finch, Price and Larson left early at 1:34 PM
Also Present: Recreation Superintendent Fazzio, Program Assistant Roff.
Absent: Commissioner Winfield, arrived at 1:39 PM

A. Approval of minutes for Regular Meeting January 18, 2008.

TO APPROVE MINUTES OF REGULAR MEETING, January 18, 2008. MOTION
CARRIED 6-0.
6. PRESENTATIONS
A. Senior Information Fair-
Supervisor Rundle presented information on the upcoming 2008 Senior Fair,
scheduled for Thursday, May 8. Changes to this year’s Fair include a new
Luau theme and there will be a section for Senior Fitness and Sports, including
Special Olympics and Pickleball.

Commissioner Finch commented that she appreciated the inclusion of fitness
programs as she felt that in the past the Fair has been too commercial.
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for
January 2008, highlighting 3 new clients bringing the total to 522.
B. Status Report on Senior Center.
Superintendent Fazzio provided information on upcoming programs/events
such as Pickleball, Veteran’s History Project, a Presentation on Strokes,
Introduction to Meditation, Meditation Practice, Creative Movement for
Relaxation and the February Valentine’s Day Dance. Superintendent Fazzio
also distributed copies of the Senior Commission meeting dates for 2008, and
a current contact list of Senior Commission members.
Superintendent Fazzio provided historical information for the hours of operation
at the Senior Center. Hours were set based on numbers in attendance after
4:00 PM, budget concerns, staff, and comparable hours to Senior Centers
operating in San Diego North County.
Guest Speaker Rodbell requested the Commission to consider changing the
hours of operation at the Senior Center to coincide with those of the
Community Center. He felt the Senior Center Living Room, Computer Lab and
Game Rooms could be kept open on an unsupervised basis as a gathering
area for seniors, and suggested the use of security cameras in lieu of staff.
Vice Chairperson Harp recommended a new survey be taken, and
Commissioner Price commented if the survey provided enough interest in
extending hours a cost benefit study would need to be completed.
Superintendent Fazzio provided an Evacuation Shelter Report from Center
Manager Goodsell. Chair Person Vance complemented the success of the
Center during the 2007 Fire Evacuation.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Senior Housing Review, Senior Disaster Preparedness and Representative Reports),
and Annual Sub-committee Appointments.

Commissioner Drielsma reported he is working on getting the date for Scripps
Hospital Disaster Drill.
Commissioner Finch spoke about the sub-committee’s project to prepare seniors
for emergency evacuations. High Country Villas will have a presentation Sunday,
February 17 on Disaster Preparedness beginning at 1:00 PM.

Vice Chairperson Harp reported missing the Mayors Breakfast,
Chairperson Vance attended the breakfast.
Encinitas Senior Foundation Review
- Vice Chairperson Harp reported the
Follies sold out and received great feedback. Funds collected will continue to
support the Senior Center.
A.I.S. Review
– Superintendent Fazzio handed out the Agenda and Minutes for
the most recent meeting.
D. Status Report on Senior Commission Appointments
Superintendent Fazzio reported official results are pending from City Council.
E. Proposal to Re-name Rooms at the Community/Senior Center
Superintendent Fazzio reported results from the Parks Department that Pine is not
a native tree to our area, and the Manzanita and Acacia are shrubs rather than
trees. Alternative trees suggested are Torrey Pine, Sycamore and Alder.
Guest Speaker Tschaeche, President of the Encinitas Senior Foundation
introduced Guest Speaker Hartley as the Foundation Representative who would
speak on this issue. Guest Speaker Hartley provided information as to the reasons
for the original choice of tree names, and to the warmth and friendly atmosphere
tree names would provide to the Senior Center.
Guest Speaker Rodbell expressed concerns over the complexity of the proposed
names, and the difficulty of locating rooms without the pattern of numbers. Guest
Speaker Rodbell suggested more common names would be easier to pronounce
and numbers are easier to locate.
Guest Speaker Harp spoke to the issue of room numbers being cold.
Chairperson Vance requested Superintendent Fazzio recap the events that still
need to take place to rename the rooms. Superintendent Fazzio stated the Senior
Commission has received the report, next the Commission approves or rejects the
report, and finally, City Council needs to approve or reject the proposed changes.
Chairperson Vance then summarized the three positions being brought before the
Commission, 1. Accept the changes as proposed by the Senior Foundation, 2.
Accept the changes as provided the Parks Department Staff, or 3. Keep room

numbers and add room names. Chairperson Vance polled the commissioners for
a majority consensus. Chairperson Vance motioned to accept the tree names
proposed by the Senior Foundation and to keep room numbers as well.
Commissioner Drielsma seconded and motioned carried, 6-0.

9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Finch reported the Encinitas Library Grand Opening is February 23,
2008.
B. Staff
Superintendent Fazzio introduced staff member Roff and suggested a Park Facility
Tour instead of a regular board meeting.
