SENIOR CITIZEN COMMISSION
MINUTES
Meeting Date: Oct. 26, 2007 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Vance called the meeting to order at 1:01 p.m.
Present: Chairperson Vance, Vice-Chairperson Harp, Commissioners Drielsma,
Larson, Price, and Winfield.
Also
Present: Recreation Superintendent Fazzio, Program Assistant Pfeil.
Absent: Commissioner Finch.

3. ORAL COMMUNICATIONS
COMMISSIONER FINCH ARRIVED AT 1:03PM.
A. Council Member Teresa Barth spoke about the Evacuation process at the
Community Center this past week due to the 2007 Wildfires. She expressed concerns for
Seniors during emergency evacuations and made suggestions to the Commission on
evacuation procedures for Seniors.

5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of minutes for Regular Meeting September 28, 2007.
VICE CHAIRPERSON HARP MOVED, COMMISSIONER LARSON SECONDED TO
APPROVE MINUTES OF REGULAR MEETING, SEPTEMBER 28, 2007. MOTION
CARRIED 7-0.
6. PRESENTATIONS
A. None
7. OLD BUSINESS
A. Status Report on Project C.A.R.E.
Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for September
and quarterly narrative.
B. Status Report on Senior Center.
Superintendent Fazzio provided information on upcoming events such as the Baja
Mexico Cruise, flu shot clinic, and Buick Invitational Golf Tournament Buick
Invitational. The Annual Thanksgiving dinner will be held November 21, 2007. Senior

Dances will be held on November 16 and December 21. Commissioner Harp asked
about the final Spaghetti Dinner numbers. Superintendent Fazzio replied that she will
email the final numbers to each Commissioner.
C. Update Report on Ad Hoc Sub-Committees. (Outreach Information,
Senior Housing Review, Senior Disaster Preparedness and Representative
Reports), and Annual Sub-committee Appointments.

Senior Disaster Preparedness –
Commissioner Finch spoke regarding the 2007 San Diego Wildfires and her experience
receiving the Reverse 9-1-1 call to evacuate. Chairperson Vance also suggested holding
an event to copy important documents for Seniors to have accessible in case of an
emergency. Commissioner Harp asked about archiving the information via the City.
Commissioner Price responded that Network of Care.org offers a secure server on the
County Website where Seniors can archive their important information. Superintendent
Fazzio will look into getting a speaker from that organization.
Chairperson Vance remarked that the protected areas near the Community Center were
dry and overgrown and expressed concern about having the Evacuation Center near that
area. Superintendent Fazzio responded that an evacuation meeting has been scheduled
to discuss that issue.
The Outreach Sub-Committee will meet to review the activities of the 2007 Wildfires and
how to better inform Seniors about emergency preparedness.
Chairperson Vance and Vice-Chairperson Harp will go to the next City Council meeting on

November 11 to express their concerns regarding Senior issues during the evacuation
process. They will offer to host a roundtable discussion at the Senior Center.

Encinitas Senior Foundation Review
– Commissioner Harp stated that Encinitas Follies
tickets will be printed no later than mid-November so that they will be available for
Christmas gifts.
A.I.S. Review
– Superintendent Fazzio handed out the Agenda and Minutes for the most
recent meeting.
8. NEW BUSINESS
A. Discussion of In-Home Support Services Report as presented as Attachment A.
Commissioner Price reviewed the report and highlighted key points. New
legislation will be in force soon to make sure that home care providers are insured
and bonded.
Chairperson Vance suggested making the report available at the Senior Center
and online at the City of Encinitas website.
B. Discussion on participation in the 2007 Encinitas Holiday Parade.
COMMISSIONER WINFIELD MOTIONED, VICE CHAIRPERSON HARP
SECONDED THAT THE SENIOR CITIZEN COMMISSION PARTICIPATE IN THE
2007 ENCINITAS HOLIDAY PARADE. MOTION CARRIED 7-0.

The parade will be held on Dec. 1, 2007. Superintendent Fazzio will contact all
Commissioners with exact details.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners
Commissioner Drielsma remarked on the Save the Boathouses campaign by the
Historical Society.
Commissioner Price asked how to contact the Outreach subcommittee to participate. Vice
Chairperson Harp said he would contact the Outreach sub-committee members.
Commissioners Larson expressed concern for wood shake roofs.
Vice Chairperson Harp asked for a speaker from Social Security to speak regarding
Medicare. He also noted that there was no overnight security at the Community Center
during the evacuation process.

Superintendent Fazzio provided copies of the “Encinitas Now” insert that will be mailed

out inside the Winter Recreation Guide on October 31
Superintendent Fazzio also remarked on the 2007 San Diego Wildfires and how well staff
set up the Evacuation Center at the Community and Senior Center.
