2007-09-28 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: Sept 28, 2007 1:00 p.m. 1. CALL TO ORDER/ROLL CALL Chairperson Vance called the meeting to order at 1:00 p.m. Present: Chairperson Vance, Vice-Chairperson Harp, Commissioners Drielsma, Finch, Price, and Winfield. Also Present: Recreation Superintendent Fazzio, Program Assistant Pfeil. Absent: Commissioner Larson. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS A. None. 4. CHANGES TO AGENDA A. None. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of minutes for Regular Meeting June 22, 2007. COMMISSIONER FINCH MOVED, COMMISSIONER HARP SECONDED TO APPROVE MINUTES OF REGULAR MEETING, JUNE 22, 2007. MOTION CARRIED 6-0. 6. PRESENTATIONS A. Loralee Olejnik of San Diego Medical Services Enterprise gave a presentation on their service and gave tips for using the 9-1-1 system. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Superintendent Fazzio reviewed the Project C.A.R.E. statistical report for June, July, and August. B. Status Report on Senior Center. Superintendent Fazzio provided information on several upcoming events. The Travel Training Class was successful. The Value of Resources Presentation was also held. Approximately 130 people attended the “Casino Royale” Senior Dance. Online registration started at the Senior Center reported 17.6% usage thus far. Superintendent Fazzio thanked everyone for attending the Spaghetti Dinner. C. Update Report on Ad Hoc Sub-Committees. (Outreach Information, Senior Housing Review, Senior Disaster Preparedness and Representative Reports), and Annual Sub-committee Appointments. Outreach – No Report Senior Housing – No Report Senior Disaster Preparedness – Commissioner Finch stated that they have met several times and have also met with Tom Gallup and Fire Captain Daigle. Pat Carroll at High Country Villas was also contacted to work with the Fire Dept. on giving a presentation to the public preferably at the Senior Center. th Council Contact – The Commission Recognition Dinner was held on September 25. Encinitas Senior Foundation Review – Commissioner Harp stated that they had a booth at Oktoberfest. The Foundation has donated $1000.00 to the Senior Center for floral decorations for the Recreation Room and the Computer Learning Center. $1100.00 was donated for tinting in room 120 near the front entrance for lighting and shading issues. The Foundation is planning on donating approximately $6000.00 to take the main doors and move them out 4 ft. because the proximity to the front counter keeps activating the motion sensors. A.I.S. Review – Superintendent Fazzio handed out the Agenda and Minutes for the most recent meeting. Chairperson Vance reviewed Attachment A regarding annual subcommittee appointments. Commissioner Price will join the Outreach Sub-committee. 8. NEW BUSINESS A. Discussion of November Meeting. th It was discussed that since November 9 was the only Friday that City Hall is open then the Commission might consider not having a meeting in November providing that if something important comes up then a special meeting will be called. COMMISSIONER HARP MOTIONED, COMMISSIONER FINCH SECONDED TO CANCEL THE NOVEMBER MEETING. MOTION CARRIED 6-0. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Drielsma asked for business cards again. He also discussed participating in the next Emergency Preparedness drill for Scripps Encinitas. Commissioner Winfield asked about IHSS Public Authority regarding licensing care providers to protect against elder abuse. Commissioner Price provided more information about what they do. Commissioner Finch discovered that Hollywood Video is offering 2 free rentals to Seniors on Tuesdays; courtesy of Humana. th Vice Chairperson Harp announced that the 10 Annual Encinitas Follies is scheduled for Sunday, February 10th. The Senior Foundation will print the tickets earlier this year so that they can be used for Christmas gifts. He also announced that Dave Oakley of the Encinitas Senior Foundation has been in the hospital but is recovering. B. Staff Superintendent Fazzio asked about scheduling a hard hat tour of the new library for the October or January meeting. The Commission preferred the January date. She also wanted to thank the Disaster Preparedness sub-committee for all of their hard work. A speaker at recent training said that a major earthquake in our area was 40 years overdue and predicted that a soft venue terrorist attack is likely within 3-6 months. Participation in The Encinitas Holiday Parade will be discussed at the October meeting. 10. ADJOURNMENT A. The meeting adjourned at 2:02 p.m. NEXT MEETING FRIDAY, OCTOBER 26, 2007 AT 1:00 P.M.
