2007-06-06 CITY OF ENCINITAS , YOUTH COMMISSION ' MEETING MINUTES MEETING DATE: May 2, 2007 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Chairperson Ferreirae called the meeting to order at 4:31 pm. Present: Chairperson Ferreirae, Vice Chairperson Novack, Commissioners Vaccaro, Young, Campbell, Alcorn, Stone, Felzer, Ogden and Prieto (4:45 p.m.). Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich Absent: Commissioner Lee. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None 4. CHANGES TO THE AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of April 4, 2007. COMMISSIONER FELZER MOVED, VICE CHAIRPERSON NOVACK SECONDED TO APPROVE THE MINUTES OF THE APRIL 4, 2007 MEETING. MOTION CARRIED 9-0. 6. PRESENTATIONS A. Presentation on City of Encinitas Solid Waste and Recycling Program. Chairperson Ferreirae reviewed the staff report and welcomed Public Works Department Management Analyst Bill Wilson and Administrative Assistant Kristine Rygiel to the meeting. Bill Wilson distributed recycled bags that included information pamphlets on various environmental services. He then proceeded with a Power Point presentation on pollution, the City's recycling program, hazardous waste sites, and the importance of education and outreach programs to create a greater awareness of the environment and how individuals can make a difference. , • Administrative Assistant Rygiel reviewed her responsibilities that include monitoring the clean water hot-line, illegal dumping, disposal of waste water and public education. She noted that storm drain waste and water go directly into our oceans, as well as pet waste (if not picked up), and in closing, reminded everyone not to litter. Chairperson Ferreirae asked if the Commission had any questions. Commissioner Vaccaro asked if the City used the purple pipe system? Management Analyst Wilson advised the purple pipe system contains recycled water that is used for irrigation and landscaping. He suggested Commission members contact his office for any further information. Chairperson Ferreirae thanked Management Analyst Wilson and Administrative Assistant Rygiel for their presentation. 7. OLD BUSINESS A. Status Report on Current YouthlTeen Activities (Teen Trips, Open Gym, Open MIC, etc.). Chairperson Ferreirae distributed flyers for Open Gym - June 2 and 16, July 21, August 4 and 18; Teen Trips - Six Ftags Magic Mountain on July 11 and Universal Studios on August 1; Open Mic Night August 17; Encinitas 5K/1K Run/Walk May 19 and 20; a Library information sheet; information on the Teen Summer Dance Party June 22 at the Community Center; and the City Summer Program Brochure. 8. NEW BUSINESS None 9. COMMISSIONERS CORNER A. COMMISSIONERS: Commissioner Felzer noted the upcoming San Dieguito Prom on May 19 at Sea World. Commissioner Vaccaro advised the last San Dieguito Academy track meet will be held May 3. Commissioner Prieto advised the La Costa Canyon High School prom will be held June 2 at the San Diego Convention Center. Commissioner Alcorn noted the upcoming La Costa Canyon High School Food Fair to be held May 25. Vice Chairperson Novack advised San Dieguito Academy won first place at the Debate Sweepstakes held at Fullerton High School. Chairperson Ferreirae advised Youth Commission applications for the upcoming ~ year have been mailed and are due back to the City Clerk by May 30. City Council will interview candidates on June 13 and appoint Commissioners on June 27. Chairperson Ferreirae noted that the last Commission meeting before the Summer break will be June 6 and suggested having refreshments after the meeting. IN CONSENSUS, 10-0, THE COMMISSION AGREED. B. STAFF Recreation Supervisor Rubenstein advised that the 2007 Youth Summit has been cancelled. She also advised that the Park & Recreation Department Seaside Day Camp is hiring camp counselors for the Summer session and encouraged interested parties to apply. 10.
