YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: February 2, 2005
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 4:33 p.m. by Commissioner Drew Bangert.
Present: Commissioners Mariah Ogden, Michelle Ferreirae, Drew Bangert,
Jazmin Machado, Soh-Yeon Lee, Kylle Groseclose, Anthony Prieto,
and David Felzer.
Also
Present: Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent: Chairperson Meyer, Vice Chairperson Vasquez, and Commissioner
Royer.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of January 5, 2005.
COMMISSIONER FELZER MOVED, COMMISSIONER MACHADO
SECONDED TO APPROVE THE MINUTES OF THE JANUARY 5, 2005
MEETING. MOTION CARRIED 8-0.
6. PRESENTATIONS
A. North County Transit District (NCTD) presentation.
Commissioner Bangert introduced Phyllis Hall, NCTD and welcomed her to the
meeting.
Phyllis Hall distributed an information packet on the various transportation
services offered by NCTD, called attention to the new map of routes in North
County, noted the Carlsbad "Youth Explorer Program" that promotes youth group
public transportation field trips. She also advised there are discount transit
passes available for college students, and NCTD is meeting with the Downtown
Encinitas Merchants Association and the Encinitas 101 Association to provide

local store discounts when showing a bus ticket. She provided information on
Amtrak service, the Coaster and noted FAST service that operates in a specific
area of Encinitas that provides door to door service. She also referred to the
NCTD Operation Lifesaver Program that provides information on community rail
safety and noted some serviees will be modified in May (proposed changes are
available on the NCTD website).
Commissioner Bangert thanked Ms. Hall for her presentation.
7. OLD BUSINESS
A. Status Report on Current YouthlTeen Activities (Teen Trips, Open Gym,
Open MIC, etc.)
Commissioner Bangert distributed flyers on the upcoming Teen Trip to
Disneyland, February 18, and advised that Open Mic would be held February 18
and Open Gym would be held February 5. She also noted the recent Mountain
High Teen Trip on January 27 that was enjoyed by 98 teens.
B. Commission Subcommittee Reports.
Teen Center Subcommittee - No meeting.
Skate Park Subcommittee - No meeting. Chair Ogden submitted information
on skate park suggestions from the Subcommittee's previous meeting.
Transportation Subcommittee - No meeting.
Marketinq Subcommittee - No meeting.
C. Report on Youth Summit Planning Meeting.
Commissioner Bangert noted the upcoming Youth Summit, March 5 and
reminded Commission members, who agreed to provide 6 raffle prizes for the
event, that these prizes must be brought to the Parks & Recreation Department
by Monday, February 7. She also suggested that those Commissioners planning
to attend the Summit each bring a friend. She noted that Kerry Miller, City
Manager of Encinitas would be speaking on "Youth in Government".
Recreation Supervisor Rubenstein advised she would be mailing promotional
material on the Youth Summit to Commissioners on February 4.
8. NEW BUSINESS

9. COMMISSIONERS CORNER
A. Commissioners
Commissioner Felzer enjoyed the Mountain High Teen Trip.
Commissioner Groseclose advised the La Costa Canyon High School winter
formal will be held February 5 at the Sheraton Hotel, San Diego.
Commissioner Bangert advised La Costa Canyon High School is presenting
"Singled Out" on February 16. She also noted La Costa Canyon High School
basketball games every Wednesday and Friday.
B. Staff
Recreation Supervisor Rubenstein reminded Commissioners that the March 2
meeting will be held at the Community/Senior Center. She also distributed flyer
on the upcoming Teen Expo's to be held at San Dieguito Academy on March 30
from 11:20 a.m.-12:20 p.m. and La Costa Canyon High School April 20 from
2:30-3:30 p.m. and advised she will have more information on the events at the
March meeting.

The meeting adjourned at 5:11 p.m.
