2004-12-01 , c CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: November 3, 2004 4:30 P.M. 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 4:38 p.m. Present: Chairperson Briana Meyer,Vice Chairperson Nadine Vasquez, Commissioners Anthony Prieto, Mariah Ogden, Michelle Ferreirae, Drew Bangert, Lana Royer and David Felzer Also Present: Recreation Supervisor Rubenstein and Administrative Support Coordinator Dakovich. Absent: Commissioners Jazmin Machado, Soh-Yeon Lee and Kylle Groseclose. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CHANGES TO THE AGENDA None. 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of October 6, 2004. COMMISSIONER FELZER MOVED, VICE CHAIRPERSON VASQUEZ SECONDED TO APPROVE THE MINUTES OF THE OCTOBER 6, 2004 MEETING. MOTION CARRIED 8-0. 6. PRESENTATIONS None. 7. OLD BUSINESS A. Status Report on Current Youth/Teen Activities (Teen Trips, Open Gym, Open MIC, etc.) Chairperson Meyer distributed calendars for November-2004 through February- 2005 and noted several dates - Open Mic, November 19; Open Gym, November 6 and November 20. She also noted two upcoming teen trips - Mountain High , Teen Trip 6 a.m.-8 p.m. January 27; and Disneyland, February 18, 8 a.m. - 8 p.m. and distributed flyers with additional information. B. Commission Subcommittee Reports. Skate Park Subcommittee - Chair Ogden reported on the recent Subcommittee discussion and request for update on possibility of a mobile skate park. Vice Chair Felzer noted that blueprints for the Hall property skate park proposed two options and requested information on which option was being considered for the site. Teen Center Subcommittee - Chair Vasquez advised the Subcommittee did not meet. Transportation Subcommittee - Chair Bangert,reported on recent meeting, and noted the Subcommittee recommendation to have a presentation on current transportation services provided by NCTD. She also noted there was a need for greater promotion of transportation services. Marketinq Subcommittee - Chair Vasquez reported on recent meeting and suggestions to motivate attendance at teen events, including radio announcements. 8. NEW BUSINESS A. Update on the Youth/Teen Master Plan Community Profile. Chairperson Meyer reviewed the staff report and introduced Recreation Superintendent Miller, who will present the Youth/Teen Master Plan Community Profile.. Recreation Superintendent Miller reviewed the background of the Youth/Teen Master Plan and the goals and objectives that were established. She noted at the time the original Youth/Teen Master Plan was presented to City Council, it was determined that the Community Profile would be updated in five (5) years (2004). She advised the Community Profile contains current information on resident ages, ethnic diversity, population, school statistics, transportation, and crime statistics. Recreation Superintendent Miller requested the Youth Commission accept and support the updated Community Profile report that will be forwarded to City Council. Chairperson Meyer thanked Recreation Superintendent Miller for her presentation and called for the motion. COMMISSIONER FELZER MOVED, COMMISSIONER OGDEN SECONDED THAT THE YOUTH COMMISSION ACCEPT AND SUPPORT THE UPDATED COMMUNITY PROFILE REPORT THAT WILL BE FORWARDED TO CITY COUNCIL. MOTION CARRIED. 8-0. 9. COMMISSIONERS CORNER A. Commissioners Chairperson Meyer distributed Holiday Parade volunteer forms for the upcoming Holiday Parade December 4. She also noted that traditionally the Chair and Vice Chair of the Commission act as parade entry judges that evening. She advised that local youth commissioners would be holding a Youth Summit planning meeting November 17 at Vista City Hall, and noted that both she and Vice Chairperson Vasquez would be attending. Commissioners Felzer and Ogden also expressed a desire to attend. Recreation Supervisor Rubenstein advised the Youth Summit would be held March 5(Saturday) at Guajome Park Academy, Vista. Commissioner Prieto advised La Costa Canyon High School was holding its first annual movie night - tonight November 3. B. Staff Recreation Supervisor Rubenstein advised that Commission sweatshirts would be available soon. She reminded Commissioners to call staff when they are unable to attend meetings. She also distributed an updated Commission list. 10. ADJOURNMENT The meeting adjourned at 5:21 p.m. NEXT REGULAR MEETING: December 1, 2004
