YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: October 6, 2004
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
The meeting was calied to order at 4:34 p.m.
Present: Vice Chairperson Nadine Vasquez, Commissioners Anthony Prieto,
Mariah Ogden, Michelle Ferreirae, Soh-Yeon Lee, Drew Bangert
and David Felzer
Also
Present: Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent: Chairperson Briana Meyer, Commissioners Jazmin Machado and
Lana Royer.

None.
4. CHANGES TO THE AGENDA
Vice Chairperson Vasquez advised that Agenda Item 8A would be moved to
Agenda Item 6.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of September 1, 2004.
COMMISSIONER FELZER MOVED, COMMISSIONER FERREIRAE
SECONDED TO APPROVE THE MINUTES OF THE SEPTEMBER 1, 2004
MEETING. MOTION CARRIED 8-0.
6. PRESENTATIONS
A. Tour of City Hall - Mike Stauffer, Management Analyst
Vice Chairperson Vasquez reviewed the staff report and introduced Management
Analyst Stauffer, who will conduct a tour of City Hall.
Management Analyst Stauffer thanked the Commission for the opportunity to
present a tour of City Hall. He provided information on the history of the City and
its local government, and noted the various departments that would be included
in the tour.

Vice Chairperson Vasquez advised that following the tour, the Commission would
return to the Council Chambers and continue their meeting.
The Commission thanked Management Analyst Stauffer for the in depth tour of

7. OLD BUSINESS
A. Status Report on Current Youth/Teen Activities (Teen Trips, Open Gym,
Open MIC, etc.)
Vice Chairperson Vasquez noted several upcoming dates - Knott's Scary Farm,
October 9; Open Mic, October 15; Open Gym, October 16 and distributed flyers
with additional information.
B. Commission Subcommittee Reports.
Teen Center Subcommittee - Commissioner Ferreirae (Vice Chair of the
Subcommittee) gave a brief report on the recent subcommittee meeting and
noted the following suggestions the subcommittee could work on during the
coming year:
1. Determine possible hours of operation for the Teen Center
2. Conduct survey of area teens to determine what they want in a Teen
Center
3. Visit other teen centers to determine what works and what doesn't
She also noted ideas for Teen Center equipment including pool table, ping pong,
foosball, air hockey, big screen TV, TV game systems, as well as activities such
as Friday and Saturday night dances, movie nights and teen carnival days. She
advised that Nadine Vasquez was the Chair of the Teen Center Subcommittee.
Skate Park Subcommittee - Chair Ogden, Vice Chair Felzer. No meeting to
report.
Transportation Subcommittee - Chair Bangert, Vice Chair Lee. Chair Bangert
reported on their recent meeting where the following goals were discussed:
1. Distribution of schedules and public transportation options to teens
2. Advertise convenience and economic advantages of public
transportation
3. Advertise bus passes at schools
4. Publicize different options other than driving
The Subcommittee also suggested a presentation by NCTD (North County
Transit District) on current available transportation.
Marketinq Subcommittee - Chair Vasquez, Vice Chair Royer. Chair Vasquez
reported on recent meeting and suggestions to market City teen programs and
other teen activities, using radio commercials, flyers and signage.

9. COMMISSIONERS CORNER
A. Commissioners
Vice Chairperson Vasquez distributed the Commission member list and noted
corrections. She thanked the Commission members who volunteered for the
Encinitas Day Festival, October 2. She also noted the September 20
Commission and Volunteer Appreciation Dinner held at the Community Center,
which included good food and thank you gifts - gym bags, book marks and round
trip Coaster tickets. She reviewed information on the upcoming Youth Summit to
be held in March, 2005 and encouraged Commission members to plan to attend.
Recreation Supervisor Rubenstein advised that additional information on the
Youth Summit would be available soon.
Commissioner Ferreirae advised that Red Ribbon Week would be held at
Diegueno Middle School October 25-29.
Commissioner Prieto advised that La Costa Canyon High School Homecoming
Game will be held October 15, and the Homecoming Dance will be October 16.
Commissioner Felzer advised that a Halloween Dance would be held at
Diegueno Middle School on October 28 from 6-8 p.m.
B. Staff
Recreation Supervisor Rubenstein distributed information from Story Art to the
Commissioners and advised they were welcome to participate in the program as
individuals, but not as Youth Commission members. She also thanked the
Subcommittees for their efforts and information.
