2004-08-10 . CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: June 2, 2004 4:30 PM. 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 4:36 p.m. Present: Chairperson Briana Meyer, Commissioners David Felzer, Anthony Prieto, Nadine Vasquez, Kylle Groseclose, Mariah Ogden, Michelle Ferreirae, Soh-Yeon Lee, Jazmin Machado, and Lana Royer. Also Present: Recreation Supervisor Rubenstein and Administrative Support Coordinator Dakovich. Absent: Commissioner Drew Bangert. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS Ziggy Longdon, 1609 Ruthlor Rd., Cardiff -(past Commission member 2001- 2003) welcomed the new Commissioners and wished them well in their term 2004-05. He offered to assist the Commission when needed. 4. CHANGES TO THE AGENDA None: 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of May 5, 2004. COMMISSIONER ODGEN MOVED, COMMISSIONER FELZER SECONDED TO APPROVE THE MINUTES OF THE MAY 5, 2004 MEETING. MOTION CARRIED 6-0. 6. PRESENTATIONS A. Visit from the Mayor, City Manager and City Attorney. Chairperson Meyer welcomed the Mayor, City Manager and City Attorney to the meeting. Mayor Houlihan thanked the Youth Commission for their efforts and enthusiasm. She also reviewed the recent meeting on the Hall property, where skate parks were discussed and the interest expressed to expand skateboard facilities at other parks. She noted that 6'" grade students were not represented on the 2004-05 Youth Commission and suggested that Commissioners reach out to that ~ . . - - age group and encourage them to participate on the Commission. She referred to Commission members as "future leaders of America" and noted briefly the importance of marketing youth activities and the need for youth public transportation. City Manager Miller thanked the Youth Commission for what they do, and noted they are admired by City Council as well as staff and citizens. He advised that one of the main responsibilities of the Commission was to make recommendations to City Council on youth issues. He offered the Commission any needed assistance from his office, including discussions on careers in government service. City Attorney Sabine thanked the Commission for the opportunity to present information on the Brown Act. He advised State law requires that City Commission meetings be held in public, that a quorum (Youth Commission - 6) needs to be present for a meeting, however, issues cannot be discussed in a group of six or more outside a meeting and a series of calls to six members on the same issue cannot be done. He advised the meeting agenda is part of the Brown Act and must be posted 72 hours in advance of a meeting. He asked are there any questions? Commissioner Prieto asked what are the responsibilities of a City Attorney? City Attorney Sabine advised that both he and the City Manager are appointed by City Council and his main responsibitity is to advise both City Council and staff on rules, laws - all legal matters. Commissioner Vasquez asked what happens when the Brown Act is violated? City Attorney Sabine advised the Brown Act is a State Law, violation would be a misdemeanor with $1,000 fine and possible six months community service. Commissioner Ogden asked of the City Attorney defends Encinitas. City Attorney Sabine advised yes he does defend Encinitas. Chairperson Meyer asked if the City Attorney had his own practice. City Attorney Sabine advised that he works for the City of La Mesa as well as the City of Encinitas and does have a private practice in downtown San Diego. Chairperson Meyer, on behalf of the Commission, thanked the Mayor, City Manager and City Attorney for their presentations. B. Welcome New Youth Commission Members. Chairperson Meyer welcomed the new Commissioners and suggested that each member introduce themselves, give school, grade and activity they enjoy. Chairperson Meyer, 10t" Grade, San Dieguito Academy, enjoys Surf Camp and the Youth Commission. ~ Commissioner Groseclose 10th Grade, La Costa Canyon High School, enjoys LaCrosse and the beach. Commissioner Lee, 8th Grade, Diegueno Middle School, enjoys basketball. Commissioner Felzer, 7th Grade, Diegueno Middle School, enjoys drawing. Commissioner Odgen, 6t" Grade, EI Camino Creek Elementary School, enjoys soccer. Commissioner Royer, 11 th Grade, San Dieguito Academy, enjoys the beach. Commissioner Vasquez, 8th Grade, Diegueno Middle School, enjoys softball. Commissioner Machado, 9th Grade, La Costa Canyon High School, enjoys Volleyball Commission Prieto, 8th Grade, Diegueno Middle School, enjoys volleyball. Commissioner Ferreirae, 7th Grade, Diegueno Middle School, enjoys reading. B. Recognition of Outgoing Youth Commission Members Chairperson Meyer reviewed the staff report and requested that outgoing Commission members join her at the podium. Commissioners Longdon, Kessler and Leeper met at the podium and received certificates of recognition for their participation on the Youth Commission. 7. OLD BUSINESS A. Status Report on Current Youth/Teen Activities (Teen Trips, Open Gym, Open Mic, etc.) Chairperson Meyer noted that 55 teens enjoyed the Teen Trip to Universal Studios on May 8; next Teen Trip - Six Flags, August 12 from 8 a.m. to 10 p.m., cost $29. She also noted the Summer Golf Clinics being held at the Encinitas Ranch Golf Course starting in June through August; Open Mic on May 21 entertained 250 teens, no Open Mic in June, next Open Mic July 16 and August 20; and Open Gym on June 5 and June 19 from 7 to 11 p.m. and the upcoming Red Cross Certified Child Care classes July 12 and July 19. B. Discussion and Evaluation of the Recent Youth Summit Chairperson Meyer and Commissioners Prieto, Felzer, Ogden and Vasquez attended the recent Youth Summit, May 22, held at the Encinitas Community & Senior Center, sponsored by CPRS District XII members. Chairperson Meyer gave a brief overview on the Summit, which was attended by youth from North County and presented an opportunity for sharing youth needs and concerns in the various North County areas. ~ 8. NEW BUSINESS A. Discussion on 6th Grade Student Participation on the Youth Commission. Chairperson Meyer referred to the staff report, noted that no 6th graders filed applications for the 2004-05 Youth Commission and suggested that the Commission discuss the recommendation. Commissioner Felzer noted that 6th grade participation on the Youth Commission was recommended at the time the Youth Commission was established. Commissioner Prieto suggested that Youth Commission participation be promoted more intensely at the middle schools. Chairperson Meyer noted that 6th graders have had several issues regarding their participation as Commission members, including transportation to and from meetings, date and time scheduling of Commission and Ad Hoc Subcommittee meetings and various special Commission events. She noted that the Commission could continue to work with 6t" graders on an as-needed basis through the Ad Hoc Subcommittees. COMMISSIONER FELZER MOVED, COMMISSONER VASQUEZ SECONDED TO RECOMMEND TO CITY COUNCIL THAT YOUTH COMMISSION'S 6TH GRADE REPRESENTATIVES CATEGORY BE REMOVED FROM THE PROVISIONS OF THE MUNICIPAL CODE. MOTION CARRIED. 10-1 (COMMISSIONER OGDEN VOTED NO). B. Review of Park Tour and Summer Meeting Options. Chairperson Meyer reviewed the staff report on summer meeting options and the upcoming park tour, which would be noted as a special meeting. After a brief discussion about Commission member availability during the summer months, the following motion was made and approved. COMMISSIONER GROSECLOSE MOVED, COMMISSION FELZER SECONDED TO CANCEL THE JULY AND AUGUST REGULAR MEETINGS AND SELECTED AUGUST 10, 2004 FROM 9 A.M. TO 1 P.M. FOR THE COMMISSION PARK TOUR. MOTION CARRIED. 11-0. C. Election of Chairperson and Vice Chairperson. Chairperson Meyer referred to the staff report on the election of a Chairperson and Vice Chairperson and opened the meeting to nominations for Chairperson. Commissioner Groseclose nominated Chairperson Meyer and Commissioner Ogden nominated Commissioner Groseclose. Recreation Supervisor Rubenstein distributed ballots and requested that Commission members note their choice. Ballots were collected and tallied. Chairperson Meyer was elected Chairperson of the Youth Commission for the 2004-05 year. Chairperson Meyer opened the meeting to nominations for Vice Chairperson. Commissioner Vasquez nominated Commissioner Groseclose; Commissioner Felzer nominated himself; Commissioner Groseclose nominated Commissioner Machado; Commissioner Ogden nominated Commissioner Royer; and Commissioner Ferreirae nominated Commissioner Vasquez. Recreation Supervisor Rubenstein distributed ballots and requested that Commission members note their choice. Ballots were collected and tallied. Commissioner Vasquez was elected Vice Chairperson of the Youth Commission for the 2004-05 year. 9. COMMISSIONERS CORNER A. Commissioners Chairperson Meyer suggested that Commission members review the inf.ormation on Ad Hoc Subcommittees and noted that Subcommittee appointments would be made during the September meeting. She also distributed a list for Commission shirt sizes and e-mail addresses. Chairperson Meyer advised she would be co-hosting the upcoming Center's I ntergene rational Performing Arts Show to be held at the Encinitas Community and Senior Center, June 3. Commissioner Ogden advised that EI Camino Creek School was holding their last dance June 26. Commissioner Felzer advised that Diegueno Middle School was holding an g'n grade dance June 8. Commissioner Prieto advised that Diegueno Middle School 8th graders were going to Disneyland June 9. B. Staff Recreation Supervisor Rubenstein encouraged the Commission to review the Ad Hoc Subcommittee responsibilities, as appointments would be made in September. 10 ADJOURNMENT The meeting adjourned at 5:46 p.m. NEXT REGULAR MEETING: TBA ,
