YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: March 3, 2004
4:30 PM.
1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 4:43 p.m.
Present: Chairperson Briana Meyer, Vice Chairperson Anna Poponyak,
Commissioners David Felzer, Lauren Kessler, Dan Leeper, Ryan
Mattman, Anthony Prieto and Mariah Ogden.
Also
Present: Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent: Commissioners Jake Harry, Ziggy Longdon, Matt Monahan, Kylle
Groseclose and Nadine Vasquez.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of February 4, 2004.
COMMISSIONER LEEPER MOVED, COMMISSIONER FELZER
SECONDED TO APPROVE THE MINUTES OF THE FEBRUARY 4, 2004
MEETING. MOTION CARRIED 7-0.
6. PRESENTATIONS
None.
7. OLD BUSINESS
A. Status Report on Current YouthlTeen Activities (Teen Trips, Open Gym,
Open Mic, etc.)
Chairperson Meyer noted that the recent Open Gyms at the Community Center
on February 7 and February 21 from 7 to 11 p.m. had big crowds. She further
noted Phat Films would be held March 25 at La Paloma Theater. Also the
Mountain High Snow Trip, February 17 was great fun, and Teen EXPOS will be

heid March 23 at San Dieguito Academy from 11:20 to 12:20 p.m. and April 27 at
La Costa Canyon High School. She also advised that the recent Open Mic Night
at the Community Center, February 20, had 200 in attendance and great bands,
with the next Open Mic night March 19.
B. Commission Sub-Committee Reports
Teen Center - Commissioner Leeper advised the Subcommittee would be
meeting March 10 at 4:30 p.m. and would provide a report at the next meeting.
Elementarv School Aqe - No report, however, did schedule meeting of
Subcommittee March 10 at 4:00 p.m.
Skate Park Features - Chairperson Meyer advised she would contact
Subcommittee members and set a meeting date and time.
Transportation - Commissioner Kessler advised she would contact
Subcommittee members and set a meeting date and time.
Marketina - Commissioner Felzer advised he would contact Subcommittee
members and set a meeting date.
C. Review Work Plan 2004
Chairperson Meyer referred the Commission to the staff report and the Work
Plan attached. She noted the Work Plan should be used as a guideline for the
Subcommittees to follow.
8. NEW BUSINESS
A. Tour of City of Encinitas Community and Senior Center.
Chairperson Meyer referred the Commission to the staff report and then
introduced Center staff member Frank Caldararo, who will conduct the tour of the
Center (5-5:45 p.m.). The Commission enjoyed the tour and thanked Frank
Caldararo for his expertise.
9. COMMISSIONERS CORNER
A. Commissioners
Commissioner Kessler advised that San Dieguito Academy would hold a Greek
theme dance on March 26.
Vice Chairperson Poponyak advised that La Costa Canyon High School will hold
their "Midnight Magic" Dance March 20.
Commissioner Prieto advised that Diegueno Middle School will celebrate
"Friendly Week" beginning March 8 and "Spirit Week" March 19.

Commissioner Ogden advised that a dance would be held at EI Camino Creek
Elementary School March 26 at 7 p.m.
B. Staff
Recreation Supervisor Rubenstein advised that City Council would be holding a
special meeting on the Hall property, March 22 at 6 p.m. This will be an
information only work shop. She also noted the upcoming Phat Films program
March 25, and distributed a sign-up sheet for those Commissioners who were
interested in participating. She distributed Youth Commission applications to
Commission members, encouraged them to contact other students who may be
interested and advised the deadline for application submittal was April 22. She
noted City Council will interview potential candidates May 12 at their 6 p.m.
meeting and appointments will be made May 26. She also advised that the
current Commission's last meeting will be May, 2004 and suggested, if possible,
that all current members return for the June meeting to welcome new
Commissioners.
