YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: January 7, 2004
4:00 PM.
1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 4:36 p.m.
Present: Chairperson Briana Meyer, Vice Chairperson Anna Poponyak,
Commissioners Anthony Prieto, David Felzer, Nadine Vasquez,
Dan Leeper, Kylle Groseclose, Ziggy Longdon and Mariah Ogden.
Also
Present: Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent: Commissioners Jake Harry, Lauren Kessler, Ryan Mattman and
Matt Monahan.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of December 3, 2003.
COMMISSIONER FELZER MOVED, COMMISSIONER OGDEN
SECONDED TO APPROVE THE MINUTES OF THE DECEMBER 3, 2003
MEETING. MOTION CARRIED 9-0.
5. PRESENTATIONS
None.
6. ORAL COMMUNICATIONS None.
7. OLD BUSINESS
A. Status Report on Current Youth/Teen Activities (Teen Trips, Open Gym,
Open Mic, etc.)
Chairperson Meyer noted the upcoming Teen Trips to Knott's Berry Farm on
January 19 and Mountain High Ski Trip February 17, as well as Open Gym
January 17 and Open Mic January 16. She also noted that Phat Films

presentations would be held at the La Paloma Theater on March 25, with videos
being accepted through February 20, 2004.
Commissioner Longdon asked if Commission members could submit videos.
Chairperson Meyer responded that the program was open to all City of Encinitas
teens.
Chairperson Meyer further advised that a Teen Golf Clinic would be held at the
Encinitas Ranch Golf Course beginning January 12 from 4-5 p.m. and After
School X's will start on January 12 at both Diegueno and Oakcrest Middle
Schools.
Recreation Supervisor Rubenstein advised that Teen Expos will be held at San
Dieguito Academy on March 17 and La Costa Canyon High School on April 27.
B. Commission Sub-Committee Reports
Teen Center - Commissioner Longdon advised the Sub-Committee would like to
provide a survey for students to make their interests known and set a meeting
date of January 15 at 5:30 p.m. to discuss and draft a student survey.
Elementarv School Aqe - Chairperson Prieto advised the Sub-Committee had
met and assembled a draft survey, however, the Sub-Committee needs to
discuss further and prepare a final survey for distribution to local schools. He set
a meeting date of January 12 at 4 p.m.
Skate Park Features - Commissioner Longdon noted the Sub-Committee had
many items to discuss and set a meeting date of January 15 at 4 p.m. at City
Hall.
Transportation - Chairperson Meyer requested staff contact North County
Transit District (NCTD) and schedule a presentation on the FAST program for the
February Youth Commission rneeting. Chairperson Meyer will contact Sub-
Committee members and set meeting date prior to next Commission meeting.
Marketinq - Commissioner Felzer advised the Sub-Committee was working on a
teen event flyer for distribution at local schools. He noted that the Sub-
Committee would meet in January to finalize the flyer.
C. Discussion and Review of RJM Skate Park and Teen Center Presentation
located on the Hall property.
Chairperson Meyer suggested that Teen Center and Skate Park Sub-
Committees as well as Commissioners review the minutes of the December
meeting and bring recommendations to the February Youth Commission meeting
for approval and forwarding to City Council.
8. NEW BUSINESS
A. Commission Tour of City HaIL
Chairperson Meyer reviewed the staff report and welcomed Management Analyst
Mike Stauffer, who will conduct the tour.
Management Analyst Stauffer reviewed City government, which includes a City
Council and various City Commissions, noted the City incorporated in 1986, has
a population of 60,000 and consists of five communities - Leucadia, Olivenhain,
Cardiff, Old and New Encinitas. He asked for questions and then invited the
Commission to begin the tour.
9. GENERAL INFORMATION/STAFF STATUS REPORTS
None.
10. COMMISSIONERS CORNER
A. Commissioners
Chairperson Meyer noted the upcoming Spring Egg Hunt April 10 and the need
for volunteers. She also noted the need for an MC and judges for the Phat Films
Program and encouraged Commission members to sign up.
Recreation Supervisor Rubenstein advised that City Hall was looking for
volunteers to paint tiles that will be placed on trash cans located at City Hall. She
suggested the Commission might participate as part of their February meeting.
Vice Chairperson Poponyak reported on Chairperson Meyer's and her
opportunity to judge entries in the Holiday Parade, and the VIP party they
attended before the parade.
Commissioner Groseclose advised the La Costa Canyon High School Winter
Formal will be held January 10 at the downtown Westin Hotel.
Chairperson Meyer advised the San Dieguito Academy Winter Formal would be
held January 23 at the UCSD Faculty Center.
B. Staff
Recreation Supervisor Rubenstein noted the importance of presenting Sub-
Committee reports at the February meeting.
