CALL TO ORDER - INTRODUCTIONS Council Member Houlihan called the meeting to order at 8:40 A.M. Self-introductions were made. APPROVAL OF MINUTES - DECEMBER 2~ 2004 MEETING Kathryn Gould reported that the City received nine Request for Qualifications for the NEA Grant project instead often as indicated on page three of the February 23,2005 minutes. Committee Consensus to approve the minutes ofthe February 23,2005 meeting as noted. ORAL COMMUNICATIONS None. REGULAR AGENDA 1. Update on the Lencadia 101 Streetscape Project Senior Planner Tom Curriden provided an update on the Leucadia 101 Streetscape Project. He reported that community workshops would be held in late April or early May. Input on design direction from participants would be sought at the first workshop. Through the workshops, the City hoped to determine what was important to the merchants and residents. Mr. Curriden indicated that the project would be completed in phases with Phase One to include approximately the area of Encinitas Blvd. to Basil. 03-03-05 Minutes.doc Page 1 of6 Minutes of the March 3, 2005 Encinitas Cultural Tourism Committee 2. Shop Encinitas First Initiative - Keith Tnrner/Encinitas Chamber Mr. Turner was not available. This item was continued to the next meeting. 3. Review and Revision of the Mission Statement The committee had a brainstorming discussion on possible changes to the Cultural Tourism Mission Statement. Some of the suggested changes included: . To promote our unique communities and support community efforts and activities (arts, culture, nature, beauty) that increase broad awareness of the unique aspects of Encinitas' coastal personality. . Pull community together.. . Promote and support our diverse communities. . . Networking, input, monitor planning and development... Preserve arts, culture - historic oriented. . . Make attractive... Coastal orientation. . . Five unique communities. . . . . . . . . . To promote the awareness of Encinitas and its cultural diversity through education, image, and special activities. . To Promote and support Encinitas community efforts and cultural activities that draw/attract visitors and bring together our unique coastal communities. DIRECTION: The group would consider the suggestions and return to the next meeting with additional ideas for further development of a revised mission statement. 4. Economic Impact Reports No reports. 5. Annonncements Greg Butler announced that he had produced a CD driving tour of Encinitas. The CD contained information on all areas of town. A map and list of sites were also included with the CD. Mr. Butler indicated that he hoped to have it available in the Visitors Center within the next few months. In addition, he was having difficulty locating enough hotel space. Sub-committee reports were given as follows: . THE HISTORIC MISSION BELLS PROGRAM Objective: Re-create and install the originalrnission-stylc bens along r;;t Camino Real and Hwy lOt The sub-committcc'sfirst priority is to work with the City to identify the sites the bellsinstaU them. CommiUeeMembers: Chairperson Keith TunleL Blough (as liaison). Dan Peder and Peder Norby reported that the method of installation for the bells had been finalized and the bells had been ordered. It was anticipated that the bells would arrive on March 11, 2005. The timing of the installation of the bells depended upon the availability of the Public Works Department. . CULTURAL TOURS/GARDEN TOURISM (Tours will.rotate each year) ObJective: Promote and preserve the floral and historical cultures within the City through the EncinitasFlower Celebration tours (which include the Garden TOllL the Flower Tour, and the Encinitas IEstorical Tour with each tour occurring annually on a rotational basis), the /\merica in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife [labitat Program, and other community-wide events, . GARDEN TOUR - MAY 21,2005 Committee Memhers: Chairperson Nan Sterman, Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Jull Gillett, Davielle Huffman, PederNorby,Arlene Rosado, Sant()rd Shapiro, Keith Turnec and EvelynW eidner, Arlene Rosado reported that the Garden Tour plans were coming along very well. Tickets for the event went on sale on March 1, 2005 at the Encinitas Chamber of Commerce. To date, there were 27 gardens included in the tour. The staging would take place at Cottonwood Creek Park and double-decker buses would transport the participants to the tour neighborhood. Ms. Rosado also indicated that the Commission for the Arts was involved as well. There would be live dancers performing at the park. .
