Council Member Houlihan called the meeting to order at 8:39 A.M. Self-introductions were made.
APPROVAL OF MINUTES - MARCH 3~ 2005 MEETING
Committee Consensus to approve the minutes of the March 3,2005 meeting.
ORAL COMMUNICATIONS
Morgan Mallory, Encinitas-Leucadia Hwy 101 Mainstreet Association, spoke about two projects that their
organization had been working on - the "Leucadia 101 Art Walk" and a weekly "Farmer's Market." The art
walk will take place on May 15, 2005 from 9:30 a.m. to 1:30 p.m. The first farmer's market would take
place on Sunday, May 22,2005 at the Paul Ecke Central School from 9:30 a.m. to 1:30p.m.
REGULAR AGENDA
1. Review and Revision of the Mission Statement
The committee continued their review of the Cultural Tourism Mission Statement. After considerable
discussion, there was committee consensus to approve the revised mission statement as follows:
"To promote, support, and celebrate the art, history, culture and diverse natural environment of the
Jive unique coastal communities of En cinitas through networking and project partnerships. "

. THE mSTORIC MISSION BELLS PROGRAM
Objective: Re-create and install the original mission-sty Ie bells along El Cmuino Real and H:wy 101.
The sub-committee's first priority is to work \vith the City to identify the sites for the bells and install
them.

Peder Norby reported that the mission bells had been delivered to the City for installation. The sites had
been identified and the timing of the installation of the bells would depend upon the availability of the
Public Works Department. Mr. Norby indicated that Channel 10 News was working on special news
segment about the bells. Once the initial installation date had been scheduled, he would like to hold a
press release and groundbreaking ceremony.
· CULTURAL TOURS/GARDEN TOURISM (Tours will rotate each year)
Objective: Promote and preserve the floral and historical cultures within the City through the
Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the
Encinitas Historical Tour with each tour occurring annually on a rotational basis), the America in
Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community
Wildlife Habitat Program, and other community-wide events.

Visitor's Center and at DEMA.
. AMERICA IN BLOOM COMPETITION-ESTIMATED TIME-FRAME: SPRlNG,
2005
Committee Members: Chuck Ades., Arlene Rosado.
Chuck Ades rcported that the America in Bloom Competition was in full force. Thc judges would arrive
on May 5, 2005 and leaving on May 7,2005. Work on the judges' tour route was nearing completion.
The orientation luncheon would be held a Cottonwood Creek.
. ENVISION ENCINITAS (NEA GRANT PROJECT)
Objective: Engage the arts groups, business groups, and the rcsidents of Encinitas in a coordinated
effort to create a "marketing brochure and website" that would promote business tourism and cultural
arts within the City.
Committee Members: Kathryn Gould, Kathleen Lees, Keith Turner, PedeI' Norby,
Kathryn Gould reported that the deadline to complete the project was extended to November 2005 due to
the development of the new arts coordinator position.

. mSTORY WITHOUT WALLS
Objective: Coordinate, encourage, and publici7,c historical preservation, and. develop an Internet
accessible "history at your fingCltips" database.
Committee Members: Jim Clark, Mary I,'rann Riggs, Lois Sunrieh, Christie Kramer, Kenneth
Hayward, Mike Dillon, Billy Stern, and Council Member Houlihan.
Council Member Houlihan reported that Blair Gibb with the History without Walls sub-committee was
developing a website prototype. She would like him to give a presentation at the next meeting. Houlihan
also indicated that the subcorinnittee would like to discuss the possibility of having a historical festival
and celebration for 20th Anniversary of the City's incorporation. She would like the committee to take
the lead on this and then seek council support. No action on this issue.
. MONITOR THE DEVELOPMENT OF THE LEUCADIA 101 STREETS CAPE PROGRAM
Objective: Monitor the Planning Depattment's development of the Leucadia 101 Streetscape Program;
participate in public forums and workshops held on the subject matter; and provide updates to the
Cultural Tourism Committee.

4. Annonncements
Linda McArdle, Interim Executive Director with the San Dieguito Heritage Museum, announced that the
museum was holding a "Wheels of the West Exhibit" on April 16 from 2:00 to 5:00 p.m. Also, the annual
barbeque at the Olivenhain Town Hall would take place on June 4, 2005.
Peder Norby reported that Home and Garden Television was filming a segment on the boathouses for their
"Homes Across America" show, which should air next month.
