She introduced Jim Gilliam, the new Arts Administra~or for the City of Encinitas. Self-introductions were made. APPROVAL OF MINUTES - APRIL 7. 2005 MEETING Committee Consensus to approve the minutes of the April 7, 2005 meeting. ORAL COMMUNICATIONS None. REGULAR AGENDA 1. Subcommittee Reports Sub-committee reports were given as follows: . THE HISTORIC MISSION BELLS PROGRAM Objective: Re-create and install the original mission-style bells along El Camino Real and Hwy 101. The sub-committee's first priority is to work with the City to identifY the sites for the bells and install them. Peder Norby gave an update on. the status. of the Mission bells. The bells had been painted, maintenance agreements had been signed and a firm had been hired to install them. The bells would be installed in the near future. CULTURAL TOURS/GARDEN TOURISM (Tours will rotate each year) Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the EncinitasHistorical Tour with each tour occurring annually on a rotational basis), the America in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Community Wildlife I-labitat Program, and other community-wide events. . GARDEN TOUR-MAY 21, 2005 Committee Members: Chairperson Nan Sterman, Chuck Ades, Heather Callaghan, Jean Coopersmith, Carolyn Cope, Edgar Engert, Juli Gillett, Davielle Huffman, Peder Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. Nan Sterman thanked everyone for their participation in the Garden Tour on May 21, 2005. The event was a sell out. All garden participants had positive comments. The sub-committee was committed to holding the event again next year. There were some issues with the marketplace and parking, both of which would be addressed when planning for next year. The garden tour was in need of its own website. A domain name had been reserved and the committee now needed to find a low cost host. The committee was looking for a neighborhood to host the event next year. . AMERICA IN BLOOM COMPETITION-ESTIMATED TIME-FRAME: SPRING, 2005 Committee Members: Chuck Ades., Arlene Rosado. No report. . ENVISION ENCINITAS (NEA GRANT PROJECT) Objective: Engage the atts groups, business groups, and the residents of Encinitas in a coordinated effort to create a "marketing brochure and web site" that would promote business tourism and cultural atts within the City. Committee Members: Kathryn Gould, Kathleen Lees, Keith Turner, Peder Norby, No report. . mSTORYWlTHOUTWALLS Objective: Coordinate, encourage, and publicize historical preservation, atld develop an Internet accessible "history at your fingertips" database. Committee Members: Jim Clark, Mary Fratm Riggs, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike Dillon, Billy Stem, atld Council Member Houlihan. Blair Gibb gave a presentation of a prototype website for the History without Walls Subcommittee. The site was still in the development phase. Mr. Gibb reported that a web hosting company was willing to , donate space for the subcommittee's use. Peder Norby reported on the Highway 101 Association's Oral History Project. The History without Walls Subcommittee conducted oral histories of Encinitas residents. This would be an ongoing project with the History without Walls Subcommittee. Council Member Houlihan thanked Lloyd O'Connell, with the Encinitas Historical Society, for his extensive work on the project . MONITOR THE DEVELOPMENT OF THE LEUCADIA 101 STREETS CAPE PROGRAM Objective: Monitor the Planning Department's development of the Leucadia 101 Streetscape Program; participate in public fomms and workshops held on the subject matter; and provide updates to the Cultural Tourism Committee. Dan Dalager gave a brief update on the streetscape plan. Staff anticipates the project to begin in January 2006. Sherry Smoot gave a report on the visitor center. She indicated that the Encinitas Visitors Guide brochure had just been completed and 75,000 copies would be printed and distributed at five different California welcome centers. The brochure was paid for by the Chamber of Commerce, DEMA and Quail Botanical Gardens. The chamber was currently working on 2006 Visitor and Relocation Guide. 2. Economic Impact Reports No reports. 3. Announcements Paula Kirpalani, with the Leucadia 101 Mainstreet Association, announced the following: the Leucadia Art Walk was held on May 15,2005 with an estimated 1000 people in attendance; the Leucadia Farmers Market would be held at Paul Ecke School every Sunday beginning June 6; and, the next "Food for Thought" event would take place on September 15. Cultural Tourism Committee 06-02 Minutes.doc Page 3 of 4 !i'vffinui:e's of the June:2, :2005 Encinitas Cultural Tourisfl1 CommlUe-e' Sherry Smoot, Encinitas Chamber of Commerce, announced that June 15th 2005 was Encinitas day at the County Fair and Deputy Mayor Guerin would be there at 1:00 P.M. She also noted that the 16th Annual Encinitas Chamber of Commerce Golf Tournament would be held in June. Mayor Dan Dalager spoke about Operation Homecoming which is an effort to have returning military tell their stories. They are creating a historical document pulling together soldiers stories. Encinitas would either be a pilot project or kick-off for a national tour in the summer of 2006. Council Member Houlihan asked Mayor Dalager to keep the committee informed as they would be happy to volunteer their assistance. Mayor Houlihan announced that the registration packet for the Backyard Wildlife Habitat Certification for Encinitas had been submitted. Lois Sunrich announced that the Story Arts Youth Elder event took place in May with about 125 people in attendance. Linda McArdle, San Dieguito Heritage Museum, announced that there had been a large article in Union Tribune on San Dieguito Heritage museum barbecue. Peder Norby announced that DEMA's "Petit Pleasures" event was tonight. Additionally, on Sunday, June 6 from 2:00 to 6:00 P.M., the 87 Arts Alive Banners would be auctioned off. Lastly, he indicated that beginning in June, the Rods and Woodies would take place onthe third Thursday of each month through September. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1.
