CALL TO ORDER - INTRODUCTIONS Council Member Houlihan called the meeting to order at 8:38 am. Self-introductions were made. APPROVAL OF MINUTES - JUNE 2~ 2005 MEETING Committee Consensus to approve the minutes of the June 2,2005 meeting. ORAL COMMUNICATIONS Bill Perry requested that an item be added to the agenda. Council Member Houlihan agreed to add an art event discussion to today's agenda as Item #3. REGULAR AGENDA 1. Subcommittee Reports Sub-committee reports were given as follows: . THE HISTORIC MISSION BELLS PROGRAM Objective: Re-create and install the original mission-style bells along El Camino Real and Hwy 101. The sub-committee's first priority is to work with the City to identify the sites for the bells and install them. Committee Members: Chairperson Keith Turner, Council Mcmber Dan Dalager, Pcdcr Norby, and Rob Blough (as stafT liaison). 07 -07 -05 Minutes Page 1 of 4 Meeting Notes of the July 7, 2005 Encinitas Cultural Tourism Committee No report. · CULTURAL TOURS/GARDEN TOURISM (Tours will rotate each year) Ob,jective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the Flower Tour, and the Encinitas 1-listorical Tour with each tour occurring annually on a rotational basis), the Aluerica in Bloom Competition, the National Wildlife Federation Backyard Habitat Program and the Conlll1unity Wildlife Habitat Program, and other comnumity-wide events. . GARDEN TOUR - MAY 21, 2005 Committee Members: Chairperson Nan Sterman, Chuck Ades, Heather Callaghan, .Tean Coopersmith, Carolyn Cope, Edgar Engert, Juli GiIIett, DavicIle Huflman, PedeI' Norby, Arlene Rosado, Sanford Shapiro, Keith Turner, and Evelyn Weidner. Council Member Houlihan reported that, due to the success of the garden tour, there would be another tour held in the future. Additionally, Council Member Houlihan reported that the Encinitas Community Wildlife Project would be launched within the next few months. . AMERICA IN BLOOM COMPETITION-ESTIMATED TIME-FRAME: SPRING, 2005 Committee Members: Chuck Ades., Arlene Rosado. Council Member Houlihan reported that the America in Bloom competition was completed and that the City was awaiting news from the judges. City Manager Miller added that the judging results would be announced in September 2005. . ENVISION ENCINIT AS (NEA GRANT PROTECT) Objective: Engage the arts groups, business groups, and the residents of Encinitas in a coordinated effort to create a "marketing brochure and \vebsite" that would promote business tourism and cultural arts within the City. Committee Members: Kathryn Gould, Kathleen Lees, Keith Turner, PedeI' Norby, Jim Gilliam, arts administrator, reported that he was ready to hire a graphic arts firm to complete the NEA Grant Project by October. . HISTORY WITHOUT WALLS Objective: Coordinate, encourage, and publicize historical preservation, and develop an Internet accessible "histolY at your fingertips" database. Committee Members: Jim Clark, Mary Frann Riggs, Lois Sunrich, Christie Kramer, Kenneth Hayward, Mike DiIlon, Billy Stern, and Council Member Houlihan. Council Member Houlihan discussed the subcommittee's plans to have a booth for an historic exhibit to be displayed at DEMA's Poinsetttia Fair in honor of Encinitas' 20th Birthday. The exhibit would contain items to be used for various events throughout the City in the future. Cultural Tourism Committee Page 2 of4 Meeting Notes of the July 7, 2005 Encinitas Cultural Tourism Committee Another celebration idea would be to use Chamber of Commerce CEO Keith Turner's band for a community dance at the Encinitas Community Center. Dave Oakley questioned that the City was not holding an Encinitas Day celebration this year. Council Member Houlihan and City Manager Miller clarified that Encinitas' Birthday would be celebrated with a 5K" run and an open house-type celebration at City Hall. No event would be held at Moonlight Beach this year, however, a triathalon would take place about two weeks after Encinitas Day. Ms. Houlihan would like to remind people that the City would be 20 years old. She requested an event flyer from Fred Caldwell, who agreed to provide one. . MONITOR THE DEVELOPMENT OF THE LEUCADIA 101 STREETS CAPE PROGRAM Objective: Monitor the Planning Department's development of the Leucadia 101 Streetseape Program; participate in public forums and workshops held on the subjeet matter; and provide updates to the Cultural Tourism Committee. Committee Members: Paula Kirpalani, Peder Norby, Cris Hicks, Rachelle Collier, Charlie Marvin, Tom Curriden (as statIliaison). .Kathryn Gould, arts commission, reported that Leucadia 101 was working with the City to adopt a prototype plan for the streetscape program. There would be an update from the designer at the Leucadia 101 MainStreet Morning meeting on July 27,2005 from 9- 10 a.m. at Big Jim's BBQ. Council Member Houlihan requested a similar presentation at a future Cultural Tourism meeting as well. . MONITOR THE DEVELOPMENT OF THE DOWNTOWN STREETS CAPE PHASE II DESIGN - INCLUDING OPPORTUNITIES FOR PUBLIC ART Objective: Monitor the Planning Depmtment's development of the Downtown Streetscape Phase II Design; participate in public forums and workshops held on the subject matter; and provide updates to the Cultural Tourism Committee. Committee Members: Kathleen Lees, Kathryn Gould, LaVerne Shaw, Elizabeth Ritter, Sherry Smoot, and Joe Koch. No report. · ENHANCEMENT OF THE VISITORS CENTER Ob.jective: Develop a working plan with the goal of enhancing and improving the Visitors Center's current location, its programluing, and its effectiveness. Committee Members: Chairperson Keith 'rumer, ShelTY Smoot, Peder Norby, Julian Duval, and Richard Phillips (as staffIiaison). This item was reported under agenda item #2. 2. Discussion on the Visitor's Center Location Cultural Tourism Committee Page 3 of 4 Meeting Notes of the July 7, 2005 Encinitas Cultural Tourism Committee Council Member Houlihan reported that Keith Turner, Encinitas Chamber of Commerce, was not available to discuss the possible relocation of the Visitor's Center. Fred Caldwell questioned whether CalTrans would provide new Visitor's Center freeway signage if the center moved. City ManagerMiller indicated that the Chamber had inquired with CalTrans regarding the relocation, and CalTrans had agreed to provide signage within 12 mile of the freeway exit for any possible new locations. Mr. Miller stated that the City would be responsible for directional signs on City streets. Mr. and Mrs. Oakley stated their opposition to the relocation of the Visitor's Center to the 2nd and H Street location. They indicated that they had agreed with the Chamber of Commerce to ask City Council to approve the Chamber's funding at the July 13th meeting, with the understanding that this would leave time to evaluate new locations & cost breakdown. Mr. Oakley is working as the architect to evaluate the pros and cons and the costs for each of the potential relocation sites. There was no set time frame for this report. 3. Discussion on Art Events Bill Perry spoke on behalf of Artists Helping Artisrs (AHA). He gave a presentation on a joint effort between five local guilds for a regular art exhibition in Encinitas. The group would like to hold an art show once a month on a city street. Council Member Houlihan suggested to Mr. Perry that he meet with the Parks & Recreation department about special event requirements and the feasibility of holding such an event. Mr. Perry stated that he had already met with the Parks & Recreation department and they suggested that he find a "tag along" event sponsorship; however, he had been unable to find an agreeable sponsorship. Ms. Gould suggested that he make his presentation to the Arts Commission. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1. Report on the America in Bloom Event 2.
