CALL TO ORDER - INTRODUCTIONS Council Member Houlihan called the meeting to order at 8:34 am. Self - introductions were made. APPROVAL OF MINUTES - JULY 7, 2005 MEETING Committee Consensus to approve-the minutes of the July 7, 2005 meeting. ORAL COMMUNICATIONS None. ANNOUNCEMENTS Arlene Rosado announced that she would be attending the America in Bloom Awards in Cleveland, Ohio September 8 -10, 2005. She would give a full report at the next meeting. Arts Commissioner Gould announced that the Arts Commission was moving forward with their 2005 goals. Paul Davis announced that he had attended the I -5 Corridor Widening Project Workshop held by CalTrans. Sherry Smoot with the Visitors Center announced that the new City brochure was printed and ready for distribution. Additionally, a new 2006 Visitors and Relocation Guide was being developed. Lastly, Ms. Smoot announced that Oktoberfest would take place on September 25, 2005. oq -ox -o5 Mlinutes.doc Page I of 5 I Minutes of the September i, 2oo5 Cultural Tourism Committee Areeting Paula Kirpalani, Leucadia 101 Mainstreet Association, announced that the annual Taste of Leucadia would take place on September 15, 2005; the Farmer's Market was taking place every Sunday at Paul Ecke Central School; the Adopt -a- Medium program was at the $6,000 donation level; and, the Leucadia entry sign was going through the permitting process. Kathleen McMillan -Lees announced that the Leucadia 101 Fagade Grant Program was very successful. Mayor Dalager announced that he was still working with the National Endowment for the Arts on the Operation Homecoming Project, which is a compilation of stories from war veterans returning home. They had agreed to hold the national kick off in Encinitas and it would likely take place in the Fall of 2006. Julian Duval, Quail Botanical Gardens, announced that Huell Howser with California Gold recently visited the gardens to film one of his shows. Other locations throughout the city were also visited. Mr. Duval also announced that the gardens would be featured in an upcoming edition of Sunset Magazine. Lastly, he indicated that Evelyn Weidner would be honored at the annual garden gala. Linda McArdle, San Dieguito Heritage Museum, announced that the museum was undergoing technological improvements on their website. 1. Subcommittee Reports Sub - committee reports were given as follows: • THE HISTORIC MISSION BELLS PROGRAM Objective: Re- create wid. install the original. mission -style bells along El Camino Real and llwy 101. Keith Turner, Encinitas Chamber, announced that sponsors had been found for the remaining six bells for the El Camino Real corridor. ■ CULTURAL TOURS /GARDEN TOUR ISM (Tours will rotate each year Objective: Promote and preserve the floral and historical cultures within the City through the Encinitas Flower Celebration tours (which include the Garden Tour, the blower Tour, and the Encinitas Historical 'lour with cacti tour occurring annually on a rotational basis), the America. in Bloom C'ompet'ition, the National Wildlife federation Backyard .habitat Program and. the Community Wildlife habitat Program, and other community -wide events. • GARDEN TOUR MAY 21, 2005 . Mr. Turner reported that the Garden Tour for 2006 was in the development phase. The tentative date is April 6, 2006 and the subcommittee was considering the Leucadia area. • ENCINITAS HISTORICAL TOUR ESTIMATED TIME FRAME: 2006 Council Member Houlihan reported that Lloyd O'Connell was working on a historical tour to coincide with the city's 20 anniversary celebration. • FLOWER TOUR ESTIMATED TIME FRAME: SPRING, 2007 Committee Members: Chuck Ades, Evelyn Weidner. No report. • AMERICA IN BLOOM COMPETITION —MAY 5 - 7, 2005 Committee Members: Chuck Ades., Arlene Rosado. i Report given during announcements. • ENCINITAS COMMUNITY WILDLIFE HABITAT PROJECT TIME - FRAME: ON -GOING EFFORTS Committee Members: Davie-Ile Huffman, Chair, Chuck .Ades, Mark Huffman, .Melanie Schwab, and Christina Simokat. No report. • ENVISION ENCINITAS MA GRANT PROJECT) Objective: Engage the arts groups, business groups, and the residents of Encinitas in. a coordinated effort to create a "marketing brochure and website" that would promote business tourism and cultural arts within the City. Committee Members: Kathryn Gould, Kathleen Lees, .Keith Turner, Peder Norby, Jim Gilliam, arts administrator, reported that the project deadline was extended to June 2006. The subcommittee was working on developing a quality website and brochure. • HISTORY WITHOUT WALLS Objective: Coordinate, encourage, and publicize historical preservation, and develop all Internet accessible "history at your fingertips" database. He indicated that the original idea of having a website portal was not advantageous. So, an actual website with links and a variety of historical information would be created. A demo would be given at the next meeting. Houlihan also indicated that the group was working on 20 anniversary activities. • MONITOR THE DEVELOPMENT OF THE LEUCADIA 101 STREETSCAPE PROGRAM Objective: Monitor the .Planning Department's development of the Leucadia 101.
