CALL TO ORDER - INTRODUCTIONS
Council Member Maggie Houlihan called the meeting to order at 8:38 A.M. Self-introductions
were made.
APPROVAL OF MINUTES - OCTOBER 6~ 2005 MEETING
Committee Consensus to approve the minutes of the October 6,2005 meeting noting that the
Garden Tour would take place on April 8, 2006 rather than April 6,2006 as reported on page 3 of
the minutes.

The Historic Mission Bells Program
Keith Turner reported that six of the bells along EI Camino Real were installed and six additional
bells were to be installed in the near future.

Cultural Tours/Garden Tourism
. Garden Tour
Council Member Houlihan and Keith Turner reported that the garden tour would take place on
April 8, 2006. There were eleven committee members working on the garden tour. They indicated
that there would be a double-decker bus transporting participants between the garden tour
homesites, the Market Place at Cottonwood Creek Park, and the Leucadia and downtown Encinitas
restaurants and shops along Highway 101. There were currently 25 homes on the tour. Tickets
may go on sale as early as February 2006. A hotline had been set up where messages regarding the
tour could be left. The hotline number is: 760-753-8615.
. Encinitas Historical Tour
Council Member HoulihaIl reported that Lloyd O'Connell was working on the a historical tour for
the 20th anniversary celebration~ The tour would take place in the Spring of 2006.
. Envision Encinitas (Nea Grant Project)
James Gilliam, Arts Coordinator for the City, reported that the ad hoc c011111'1ittee had been meeting
weekly on the website and public relations campaign. The committee narrowed down the web site
designers to three. The city's webmaster would also be involved in the development of the website
as the city's website would host the project. The intent of the website would be to promote the
artistic, cultural and tourist side of the city.
. History Without Walls
Houlihan reported that the subcommittee recently met with BradW estbrook, an archivist from
UCSD, who is working with the California Digital Library. The California Digital Library was an
online archival materials program. The group discussed with Mr. Westbrook the idea of using the
California Digital Library as the host for a database shared by the Encinitas Historical Society and

incorporation. . Fred Caldwell had been working a calendar and logo toadvertiseandpromotetlte
celebration. She noted that six sponsors had already purchased cale~dar months... Once the. calend(lf
was in final form, they would take it to the full City Council for approval. Ms.Houlihanflirther
indicated that thelogo~developedfrom the calendar wouldqeused to promote the eveIlt and would
be made available to local. organizations wishing to use.iton tl1eirstatiQnery and fliers.
Ms. Houlihan reported on Wendy Haskett's next Backward GZance-s qooksigningyvel'lt.
Dave Oakley indicated that the Encinitas Senior Follies would like to use the logo on their
advertisement for their Follies Fundraiser in 2006.
Lastly, Ms. Houlihan reported that City Manager Kerry Miller suggested that the group look into
having the calendar artwork made into street banners for Hwy 10 1. A marketing subcommittee was

formed to work outs issues such as costs and producations. Included in the subcommittee were:
Council Member Houlihan, Arts Coordinator Gilliam, Fred Caldwell and representatives from the
Encinitas Chamber, the Leucadia 101 Association and DEMA.
. Monitor The Cardiff Specific Plan
Council Member Houlihan reported that a presentation was given to the Council at last week's
meeting. The consultant was given direction to proceed with the project.
· Enhancement Of The Visitors Center
Keith Turner reported that the Visitors Center committee would be giving a presentation to the
Council at an upcoming meeting.
ANNOUNCEMENTS
Bill Perry spoke about the rock sculptures and the need for permanent art space in the Ctiy.
Paula Kirpalani, Leucadia 101, announced that they were working with the Public Works
Department on the installation of the plants for their Adopt-a-Median program. She also
reported that a ribbon cutting would be held for the installation of the entrance sign.
