2003-11-05 j.' ~ CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: November 5, 2003 4:30 PM. 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 4:38 p.m. Present: Chairperson Briana Meyer, Vice Chairperson Anna Poponyak, Commissioners Anthony Prieto, David Felzer, Dan Leeper, Kylle Groseclose, Lauren Kessler, Ryan Mattman, Matthew Monahan, and Mariah Ogden. Also Present: Recreation Supervisor Rubenstein and Administrative Support Coordinator Dakovich. Absent: Commissioners Jake Harry and Ziggy Longdon. 2. PLEDGE OF ALLEGIANCE 3. CHANGES TO THE AGENDA None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of October 1, 2003. COMMISSIONER MONAHAN MOVED, COMMISSIONER FELZER SECONDED TO APPROVE THE MINUTES OF THE OCTOBER 1, 2003 MEETING. MOTION CARRIED 10-1 (COMMISSIONER VASQUEZ ABSTAINED, SHE DID NOT ATTEND OCTOBER MEETING). 5. PRESENTATIONS None. 6. ORAL COMMUNICATIONS Lois Sunrich, 123-C West Glaucus St. - spoke on the Youth/Elder Story Arts Project and their upcoming fundraiser which will honor Mac Hartley. 7. OLD BUSINESS A. Status Report on Current Youthrreen Activities (Teen Trips, Open Gym, Open Mic, etc.) ... Chairperson Meyer noted that 110 teens participated in the recent Teen Trip to Knott's Scary Farm. She also advised that Open Gym would be held November 15 at the Community Center; the recent Open Mic night had an attendance of approximately 250 teens. She also reminded the Commission of the up coming trip to Disneyland, November 11 and the Encinitas Holiday Parade December 6 at 5:30 p.m. B. Commission Sub-Committee Reports Skate Park Features in City Parks - No report. Elementary School Aae - Commissioner Prieto advised the Subcommittee would meet November 12 at 4 p.m. at City Hall. Teen Center - Commissioner Vasquez reported on the Teen Center Subcommittee's recent visit to a teen center in Chula Vista. Chairperson Meyer asked what times the Center was used by teens. Commissioner Vasquez advised the Center was used during after school hours and when dances were held. Vice Chairperson Poponyak asked the ages of those who attended the Center. Commissioner Prieto advised the ages ranged from middle school to high school. Transportation - Commissioner Kessler reported that Subcommittee members were assigned schools to research how students get to school using various modes of transportation. She also advised the Subcommittee planned to invite North County Transit District (NCTD) to speak to the Subcommittee on available local transportation. Recreation Supervisor Rubenstein suggested that NCTD be invited to speak to the entire Commission. MarketinQ - Commissioner Monahan reported that teen activities would be announced at schools and in school newspapers, as well as distributing flyers announcing teen programs. He reviewed several ideas for the upcoming Holiday Parade, however, he is unable to attend. Chairperson Meyer noted any entry involving teens should include representatives from all teen programs including the Youth Commission. She further advised that the Youth Commission sweatshirts would be available to wear in the Parade and asked who might be able to participate. Two Commission members advised they could attend representing the Commission. Commissioner Monahan suggested asking Honor Society students from local schools to participate in the Parade, as they need to accumulate community service hours. He advised he would contact the teacher in charge of the National Honor Society for further information and would follow up with the Marketing Subcommittee and Recreation Supervisor Rubenstein. ,j THE COMMISSION TOOK A FIVE MINUTE BREAK. 8. NEW BUSINESS A. Discussion on December Meeting Time Change to Accommodate RJM Consultants Presentation on the Hall Property. Chairperson Meyer reviewed the staff report and emphasized the importance of Commission attendance at this meeting. She also stressed the importance of being punctual and prepared with questions regarding various aspects of the project. 9. GENERAL INFORMATION/STAFF STATUS REPORTS None. 10. COMMISSIONERS CORNER A. Commissioners Chairperson Meyer advised that both she and Vice Chairperson Poponyak would be judges for the Holiday Parade, along with six other judges from the Community. Commissioner Vasquez noted there is no school Veteran's Day, November 11. Vice Chairperson Poponyak advised she enjoyed working Encinitas Day. Chairperson Meyer thanked the Commission for participating and manning the Fun Zone Booths during Encinitas Day. B. Staff Recreation Supervisor Rubenstein advised that Commission sweatshirts would be available at the next meeting, however, due to budget constraints no t-shirts would be ordered at this time. 11.
