MEETING MINUTES
MEETING DATE: September 3, 2003

1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 4:38 p.m.
Present:
Chairperson Briana Meyer, Vice Chairperson Anna Poponyak,
Commissioners Anthony Prieto, David Felzer, Dan Leeper, Kylle
Groseclose, Lauren Kessler, Ryan Mattman, Matthew Monahan,
Mariah Ogden, and Ziggy Longdon.

Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent:
Commissioners Jake Harry and Nadine Vasquez.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of June 4, 2003.

SECONDED TO APPROVE THE MINUTES OF THE SEPTEMBER 3, 2003
MEETING. MOTION CARRIED 11-0.

7. OLD BUSINESS
A. Status Report on Current YouthfTeen Activities (Teen Trips, Open Gym,
Open Mic, etc.)
Chairperson Meyer reviewed upcoming Teen Trip to Knott's Scary Farm, noted
recent Open Gym had 50 in attendance; Open Mic night had eight bands that
performed and an attendance of approximately 175 teens. She also reminded

the Commission that the Encinitas Day/5K Run to be held October 4, needed
volunteers and encouraged Commissioners to participate.
8. NEW BUSINESS
A. Status Report on Commissioner Subcommittees
Chairperson Meyer reviewed the staff report and referred the Commission to the
Sub-committee goals and objectives (samples only) attached to the report. She
noted that each Sub-committee would be responsible for updating these goals
and objectives at their first meeting. She suggested that each Sub-committee
meet during the month of September and bring new goals and objectives to the
October meeting.

B. Report on Long Beach Mobile Skate Park Tour.
Chairperson Meyer reported on the recent skate park tour in the City of Long
Beach, which she attended with Commissioner Ziggy Longdon, Recreation
Superintendent Pamela Chana Miller, and Recreation Supervisor Vicki
Rubenstein. They had an opportunity to view a mobile skate park operation in a
local neighborhood, as well as a permanent concrete skate park near the Long
.
Beach Teen Center and a modular skate park in another area. Members of the
tour were impressed with park designs, operations and easy access to the sites.
C. Report from Youth Commission Skate Park Sub-Committee Meeting.
Chairperson Meyer advised the Commission that City Council wants a
recommendation from the Youth Commission regarding support for a mobile
skate park program. The recommendation should also include preferred sites,
hours of operation and type of equipment needed.
IN CONSENSUS, THE COMMISSION AGREED TO SUPPORT THE NEED
FOR A MOBILE SKATE PARK IN THE CITY. (11-0)
Chairperson Meyer reported on the August 12, 2003 Skate Park Sub-Committee
meeting and distributed notes from the meeting. She suggested the
Commission review the minutes and determine three things: skate park sites,
hours of operation and type of equipment needed.
The Commission discussed various sites in Encinitas and determined that
Moonlight Beach Parking Lot, Community and Senior Center parking lot, San
Dieguito Academy parking lot, Village Park area, and possibly the rear area of
the AMC theater would be suitable sites.
Recreation Supervisor Rubenstein noted that budgeting concerns could impact
the use of some sites.
Commissioner Monahan suggested after school hours for skate park use.
Vice Chairperson Poponyak asked if all ages could use the mobile skate park.
Chairperson Meyer advised that she understood the mobile skate park would be
available to all ages.
Commissioner Felzer suggested Monday-Friday from 2:30 to 5:30 p.m. and
Saturdays 10 a.m. to 2 p.m.
Recreation Supervisor Rubenstein advised the Commission that three or four
scenarios are needed, beginning with first choice, etc.
Commissioner Monahan suggested hours of operation 3-6 p.m. or 3:30-6:30 p.m.
Commissioner Kessler noted that Fridays and Saturdays would be the most
popular days, and suggested Saturday hours of 11 a.m. to 7 p.m.
Vice Chairperson Poponyak agreed that Fridays and Saturdays would be the
best days and noted that parents would probably not support skateboard
activities on school nights. She suggested 4-8 p.m. on Fridays and 12-5 p.m. on
Saturdays.
Chairperson Meyer suggested that skate facility not be open on Sundays. She
also suggested Monday/Wednesday/Friday from 4-8 p.m. and Saturday 12-5
p.m.
Vice Chairperson Poponyak recommended that Saturday hours be consistent
(weekly, same time and place).
Commissioner Felzer suggested Tuesdayrrhursday 3:30-6 p.m.; Friday 4-8 p.m.
and Saturday Noon to 5 p.m. He also suggested that the mobile skate park be at
the same site on Fridays and Saturdays, and use alternate sites on week days.
Commissioner Felzer suggested skate park equipment include 1/2 pipe, w vert
and rollin.
Commissioner Monahan suggested Y2 pipe and rails. He further advised that
sponsors may be available for skate park activities.
IN CONSENSUS, THE COMMISSION AGREED TO RECOMMEND DAYS,
TIMES AND SITES AS FOLLOWS: TUESDAYfTHURSDAY - 3:30 TO 6:00
P.M.; FRIDAY - 4:00 TO 8:00 P.M.; SATURDAY NOON TO 5:00 P.M.; WHEN
OPEN GYM PROGRAM OFFERED 4:00 TO 10:00 P.M.; (SAME SITE ON
FRIDAYS AND SATURDAYS); MOONLIGHT BEACH PARKING LOT,
COMMUNITY & SENIOR CENTER PARKING LOT, SAN DIEGUITO ACADEMY
PARKING LOT, PARKDALE LANE SCHOOL PARKING LOT, REAR AREA OF
AMC THEATER.
9. GENERAL INFORMATION/STAFF STATUS REPORTS
None.
10. COMMISSIONERS CORNER
A. Commissioners
Chairperson Meyer advised that she had been selected by SANDAG (San Diego
Association of Governments) to be a Youth Ambassador representing San Diego
County and that she would participate in SANDAG workshops on "Smart Growth"
to citizens around the County. "Smart Growth" deals with many subjects
including transportation.
Vice Chairperson Poponyak reported on the recent Mayor's/Chair'sNice Chair's
Breakfast at CoCo's Restaurant.
Commissioner Prieto advised that Diegueno Middle School Picture Day is
September 10.
Vice Chairperson Poponyak reported that La Costa Canyon football begins
September 4.

Chairperson Meyer reminded the Commission of the Mayor/Commissioner dinner
to be held September 15 at 5:30 p.m. at the Community Center. (Last day to
RSVP is September 3).
B. Staff
Recreation Supervisor Rubenstein suggested Commissioners contact her when
dates are set for Sub-committee meetings and she will arrange for meeting
rooms.
