YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: April 2, 2003
4:30 PM.
1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 4:37 p.m.
Present:
Vice Chairperson Briana Meyer, Commissioners Kiara Porter,
Anthony Prieto, James Ebentier, Kristy Schaubel, Nadine Vasquez,
Ziggy Longdon, Dan Leeper, David Selzer and Hayley Crickmore.
Also
Present:
Recreation Supervisor Rubenstein and Administrative Support
Coordinator Dakovich.
Absent:
Chairperson Summer Meyer, Commissioners Tom Joseph and
Shane Wilson.

None.
4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of March 5,2003.
COMMISSIONER EBENTIER MOVED, COMMISSIONER SCHAU BEL
SECONDED TO APPROVE THE MINUTES OF THE MARCH 5, 2003
MEETING. MOTION CARRIED 10-0.
5. PRESENTATIONS
A. Presentation by North County Transit District (NCTD) on their FAST
transportation service.
North County Transit District Representative Brenna Corset, reviewed the recent
changes to current bus schedules and the addition of FAST service. FAST
service is a curb-to-curb program that can be reserved one hour in advance of
service need by calling the FAST reservation office. She distributed a FAST
route map and brochure.
Commissioner Ebentier asked if FAST service was available in Olivenhain.

NCTD representative Corset advised that some areas of Olivenhain were
included in the FAST service.
Vice Chairperson Meyer asked if service was available to San Marcos and hours
of operation.
NCTD Representative Corset advised there was service available to San Marcos
as well as La Costa Canyon High School, and referred to the brochure for hours
of operation.
Recreation Supervisor Rubenstein asked if bus service had provisions for bikes
and surfboards. She also inquired if FAST service information was available at
the local schools.
NCTD representative Corset advised each bus had a bike/surf board rack and
that skateboards could be taken inside the bus and held. She further noted that
FAST service information brochures should be available at local schools.
The Commission thanked NCTD Representative Corset for her presentation.
6. ORAL COMMUNICATIONS
None.
7. OLD BUSINESS
A. Status Report on Current Youthrreen Activities (Teen Trips, Open Gym,
Open Mic, etc.)
Vice Chairperson Meyer noted the following upcoming teen events and activities:
Open Gym on April 5 and Open Mic on April 18 at the Community Center; Teen
EXPO at La Costa Canyon High School on April 3 and San Dieguito Academy on
April 9. She also noted upcoming Teen Trips and the Spring Egg Hunt. She
requested that Commissioner Porter give a status report on Phat Films, held
March 13.
Commissioner Porter gave a brief report on the Phat Films event held at La
Paloma Theater, March 13. She noted the theater was sold out, the videos were
great, however, there were a few crowd control problems during the raffle.
B. Status Report on Commissioner Subcommittees
. Skate Feature Subcommittee - no report.
. Elementary Age Issues Subcommittee - no report.
. Teen Center Subcommittee - no report.

· Transportation Subcommittee - Commissioner Crickmore will review the
information received from NCTD, and arrange for an Ad Hoc Subcommittee
meeting.
· Marketing Subcommittee - no report. Recreation Supervisor Rubenstein
requested that the Commission review the Teen Directory for any additional
corrections, additions, or updates and bring information to the May meeting.
C. Report on 2003 Work Plan.
Vice Chairperson Meyer advised that Chairperson Meyer would present the
Youth Commission Work Plan to City Council on April 9 and encouraged
Commission members to attend the meeting in support.
8. NEW BUSINESS

9. GENERAL INFORMATION/STAFF STATUS REPORTS
None.
10. COMMISSIONERS CORNER
A. Commissioners
Commissioner Prieto advised that La Costa Canyon High School was presenting
the musical"Chicago" April 3, 4, 5, and 6.
Commissioner Porter noted the upcoming Teen EXPO at La Costa Canyon.
Commissioner Ebentier noted Diegueno Middle School had a great school
paper. Commissioner Felzer advised students at EI Camino Creek had tried to
start a school newspaper, butjt did not work out.
Vice Chairperson Meyer advised the Commission that their term of office was
coming to an end May, 2003 and encouraged members to re-apply. She
distributed Commission applications and suggested members encourage friends
to apply.
B. Staff
Recreation Supervisor Rubenstein thanked the Commission for their efforts and
encouraged members to re-apply.
