MINUTES

1. CALL TO ORDER/ROLL CALL
The Meeting was called to order at 4:35PM.
Present:
Commissioners Summer Meyer, Kiara Porter, Tre Guerin, Tom
Joseph, Dan Leeper, Shane Wilson, Jed Goldstein, and Anthony
Prieto
Absent:
Commissioners Briana Meyer, Aaron Frumin, Lindsay DuBois, and
Ziggy Longdon
Also Present: Recreation Coordinator Rubenstein, Management Assistant
Stauffer, and Recreation Superintendent Alexander

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting of October 3, 2001
COMMISSIONER JOSEPH MOTIONED AND COMMISSIONER GOLDSTEIN
SECONDED TO APPROVE THE MINUTES. MOTION WAS APPROVED 8-0.
5. PRESENTATIONS
A. Presentation from "Looks Like Me" on Alternative Hair Replacement for Youth
Jane Jeffrey from "Looks Like Me" gave an oral presentation on her program.
"Looks Like Me" is a San Diego based non-profit organization that provides
hairpieces to children and youth that have lost their hair due to various illnesses.
Hairpieces are hand made and cost $1,500. The hairpieces help the kids to
maintain their self-esteem while going through treatment. Youth may help out
through donating hair or raising funds. The hairpieces last up to two years.
6. ORAL COMMUNICATIONS
Shawn Green, the new Teen Director of the Encinitas YMCA, introduced himself
to the Commission.
7. OLD BUSINESS
A. Status Report on Current Youthrreen Activities (pHAT Films, Teen Trips,
Teen Dance, etc.)
Program flyers and a calendar of teen programs were passed out. The next
open gym will be November 10, 2001 at the San Dieguito Academy gym. The
next Teen Trip will be to Disneyland on January 21, 2001.
B. Status Report on Commissioner Subcommittees
· Skate Features Subcommittee - Summer Meyer, Chair
Chairperson Summer Meyer asked for the subcommittee to meet and discuss
recommendations for future skate features and possible sites. The next
subcommittee meeting will be November 14, 2001 at 4PM.
· Elementary Age Issues Subcommittee - Kiara Porter, Chair
Vice Chairperson Kiara Porter reported that the elementary age forum will be
held February 20,2001 from 6-7:30PM. Questions have been developed.
The next subcommittee meeting will be December 3, 2001 at 4PM.
· Teen Center Subcommittee - Aaron Frumin, Chair
Commissioner Goldstein reported that the subcommittee met to provide input
for the youth/teen game room at the new Community and Senior Center, but
emphasized that this site is not a replacement for a teen center.
· Transportation Subcommittee - Briana Meyer, Chair
No report.
C. Status Report on Youth Summit
Management Assistant Stauffer reported that the proposed summit is still in the
planning process and that more details on actual programs for the summit will be
available at the next regular Commission meeting.
8. NEW BUSINESS
Presentation on the Fast Forward Program from the North County Transit District
and Discussion on Transportation Issues Relating to Youthrreens
NCTD provided handouts on their proposed new routes for bus service. NCTD is
in the process of implementing its Fast Forward program. The process includes
restructuring the entire north county bus system in two phases. Phase I includes
85% of the changes and will be implemented by January 2002. The remaining
changes will be addressed in Phase II and will be implemented by August 2002.
Changes will include a dial-a-ride service for certain areas of Encinitas. Smaller
vans are used in the neighborhoods for this program. NCTD currently serves the
high schools, the EI Camino Real corridor, and the YMCA. The Transportation
Subcommittee will provide a list of recommendations to NCTD.
9. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Information on San Diego County Office of Violence Prevention
Chairperson Summer Meyer presented the Agenda report. Commissioners
reviewed the materials.
10. COMMISSIONERS CORNER
A. Commissioners
Chairperson Summer Meyer reviewed information on the California Parks and
Recreation Society Youth Conference to be held in January in San Diego. This
conference Will focus on Smart Growth issues. Commissioners were invited to
contact staff if interested in attending. Chairperson Summer Meyer also
announced that Community Day at San Dieguito Academy is November 14, 2001
and that Battle of the Bands is November 7, 2001. Vice Chairperson Kiara Porter
announced that the La Costa Canyon Homecoming is November 9,2001.
B. Staff
Management Assistant Stauffer announced that the next regular Commission
meeting will be in the Poinsettia Room.
