2001-10-03 .. CITY OF ENCINIT AS YOUTH COMMISSION MINUTES MEETING DATE: October 3, 2001 4:30 PM. 1. CALL TO ORDER/ROLL CALL The Meeting was called to order at 4:33PM. Present: Commissioners Briana Meyer, Kiara Porter, Lindsay DuBois, Tre Guerin, Ziggy Longdon, Tom Joseph, Aaron Frumin, Dan Leeper, Shane Wilson, and Anthony Prieto Absent: Commissioners Summer Meyer and Jed Goldstein Also Present: Recreation Coordinator Rubenstein, Management Assistant Stauffer, and Recreation Superintendent Alexander 2. PLEDGE OF ALLEGIANCE 3. CHANGES TO THE AGENDA None 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Regular Meeting of September 5, 2001 COMMISSIONER FRUMIN MOTIONED AND COMMISSIONER JOSEPH SECONDED TO APPROVE THE MINUTES. MOTION WAS APPROVED 10-0. 5. PRESENTATIONS A. Presentation from the YMCA on Youth and Teen Programs Joey Randall, Teen Program Director for the Encinitas YMCA, gave a short presentation on their youth and teen programs. The YMCA strives to improve character values through their programs. The YMCA is discussing starting a teen council. The YMCA currently has a drop in teen center, which includes the use of the Skate Park, the BMX track, and trailers with couches and televisions. The teen center is open Monday through Friday from 2:30-8PM and Saturday and Sunday from 12-5PM. The teen center serves youth ages 12-17. The YMCA is currently working on programs for youth ages 8-12 and is also working on developing a transportation program for youth to the YMCA. The YMCA's Teen Center is for members only but is open to all residents on Tuesday and Thursday from 2-6PM. 6. ORAL COMMUNICATIONS None 7. OLD BUSINESS A. Status Report on Current YouthfTeen Activities (pHAT Films, Teen Trips, Teen Dance, etc.) Vice Chairperson Kiara Porter reported on the status of current youth/teen activities. The Encinitas Day event is Saturday, October 6 and volunteers are needed. The Teen Trip to Knott's Scary Farm is October 13 and Open Mic is October 19. B. Status Report on Commissioner Subcommittees · Skate Features Subcommittee - Summer Meyer, Chair No report. · Elementary Age Issues Subcommittee - Kiara Porter, Chair Vice Chairperson Kiara Porter reported that the elementary age forum will be in February at the new Community Center. Flyers and questions will be prepared at the next meeting. · Teen Center Subcommittee - Aaron Frumin, Chair Commissioner Frumin reported that the subcommittee will meet October 17 at 4PM to discuss the teen/youth game room at the Community Center. · Transportation Subcommittee - Briana Meyer, Chair Commissioner Briana Meyer reported that the subcommittee will have a representative from the North County Transit District present at the November 7 Youth Commission meeting to answer questions regarding youth transportation. The next subcommittee meeting will be October 23 at 4PM. 8. NEW BUSINESS A. Discussion of Youth Commission Involvement in Proposed Youth Summit Recreation Coordinator Rubenstein discussed the Youth Commission's possible involvement in a proposed regional Youth Summit. A tentative date for the summit has been set for March 15 and 16, to be held at Poway Lake. The next planning meeting will be held October 25 at 4PM in EI Cajon. Consensus was reached to participate in the Youth Summit. Commissioners Longdon and Wilson will represent the Commission at the next planning meeting. 9. GENERAL INFORMATION/STAFF STATUS REPORTS None 10. COMMISSIONERS CORNER A. Commissioners Commissioner DuBois reported that a portion of the money from Pat and Oscar's grand opening in Carmel Valley on October 14 from 10-4PM will go to the YMCA's Youth in Government. Commissioner Prieto reported that October 3 from 4-8PM is Rubio's night and that 25% of the sales goes to Olivenhain Pioneer School. B. Staff None 11.
