Adoption of Resolution 95-03, authorizing the submittal of an application for Section 8 vouchers and
Family Self Sufficiency (PSS) Coordinator grant; authorizing the submittal of a support letter for the
San Diego Housing Commission's (SDHC) application for the Section 8 Housing Counseling
Program grant, and authorizing the Executive Director/Secretary of the Board to act as the official
representative to submit the application.
ISSUE:
Whether to submit an application for Section 8 vouchers and the FSS Coordinator Grant and whether
to support the SDHC's application for Section 8 Housing Counseling Program,
BACKGROUND:
On June 14, 1994, the Board adopted a Five Year Plan for the Housing Authority as a means of
providing affordable housing in the City, Applying for Section 8 vouchers/certificates is a part oftha
Plan, Implementing the FSS Program is a required part of the Section 8 Program. A Section 8
Administrative Plan was adopted by the Board on June 22, 1994, and amended on November 16,
1994.
A "super" Notice of Funding Availability (NOFA) for all the Section 8 Program related grants was
issued by U.S, Department of Housing and Urban Development (HUD) on March 3, 1995.

ANALYSIS:

,As the llsupertt NOFA covers approximately 12 grants related to the Section 8 Program, staffis
recommending that the Board authorize participating in three different areas: ( Attachment A explains
each program.) ,
· Fair Share Allocation for Vouchers, There are 334 vouchers/certificates available this year
for San Diego County, Staifis recommending the Encinitas Housing Authority (EHA) apply
for 25 vouchers. The NOF A limits the award to 100.10 of the total vouchers in the most recent
BUD approved budget which would be only five vouchers for Encinitas, By applying for at
least 25 vouchers, we aren't limiting our requested need to only five vouchers~ The EHA
could possibly receive a larger allocation ifHUD can make an exception or has more funding,
However, the maximum number of vouchers we might receive is five.
Family Self Sufficiency Service Coordinat~rs, Staff recommends requesting up to $20,000 '
for the salary of a 1/2 time person to assist North Coast Housing (NCH) in setting up the FSS
program once the families are under lease, NCH can utilize the program for other low income
tenants in their units if they so desire. IfHUD does not fund the position after the first year,
North Coast Housing could potentially retain this half time staff with the increase in
administrative fee from portables into the jurisdiction. In any case, part of NCH's.
commitment in the administration of the Section 8 Program is to provide FSS services, and
the increased funding makes it easier.

Section 8 Housing Counseling Program. The City of San Diego will receive a $2. 6 million,
five year grant for a county-wide program in conjunction with other housing authorities. The
San Diego Housing Commission (SDHC) will provide outreach to landlords throughout the
entire County, Counseling for families would be provided by nonprofits with whom the
SDHC would contract. The EHA would provide a letter of support for the lead Housing
Authority's (SDHC) application, There is no cost to the EHA and the EHAlNCH will receive
the benefit of assistance in implementing the Section 8 Program through outreach to landlords
and funding for a counseling program for families.

FISCAL AND STAFF IMPACTS:
If the Housing Authority received a contract for 25 vouchers, the revenue for the program would be
approximately $1 million for a five year contract covering administration and rental assistance. If
awarded the FSS Coordinator grant, it would provide $20,000 in additional revenue for FSS program
administration, The Housing Counseling Program has no revenue nor expense for the Housing
Authority, North Coast Housing could receive additional funding from the Counseling Program, if
they contract with the SDHC. ' .

Adopt Resolution 95-03, authorizing the submittal of ' an application for Section 8 vouchers arid
Family Self Sufficiency (FSS) Coordinator grant; authojizing the submittal of a support letter for the

PROGRAM DESCRIPTIONS
FAIR SHARE ALLOCATION
Annually the Congress has allocated funding for new Section 8 vouchers/certificates, These are
distributed through a competitive application, This year the applications will be given points based
on unmet housing needs, efforts of the housing authority to provide area-wide opportunities for
familiea, and local contributions to the program,
FAMILY SELF SUFFICIENCY SERVICE COORDINATORS
Under Section 8 the Housing Authority must establish a program which provides supportive services
to assist program participants in becoming employable and in obtaining jobs. The intent of the
program i~ to ultimately move fan, wes off of the assisted housing program. In Encinitas the Housing
Authority is required to have a program for 50 families. The NOF A provides funding for salary for
up to one program coordinator with a maximum grant of $40,000 for one year. This is the second
year for this grant program and those housing authorities receiving funds last year automatically will
receive another grant this year. The smallest housing authorities in the country-will have preference.
SECTION 8 HOUSING COUNSELING
The purpose of the program is to facilitate a wide range of housing options for Section 8 participants,
The goal of the program is to provide working low income families assistance in moving to low
poverty neighborhoods close to the families' employment. It would assist low .income Encinitas'
workers to move to Encinitas, According to San Diego City College the best indicator of whether
a student will be accepted to and stay in college is their zip code, It is not the SAT nor grade point
average,
The Program is composed of two parts:
1. Outreach to landiords in low poverty neighborhoods., Part of the regular Section 8 Program
requires the Housing Authority to obtain the cooperation of landlords in the City so they will rent to
Section 8 tenants, With the Counseling Program, additional marketing to landlords would be
provided, thereby facilitating the EHA's local program,
2. Counseling for families Families are assisted in locating housing in low poverty neighborhoods
and counseled to ensure they successfully remain in the neighborhood, To ensure suitability for
participation in the counseling families are screened for credit worthiness, housekeeping, and criminal
backgrounds, This is a benefit to landlords as the regular Section 8 program puts all the responsibility
for screening on the landlords, Counselors escort families to potential units selected and assist them
in negotiating rents, Educational programs are conducted for the family as well as assistance in
locating medical care and child care in the new neighborhood. Families selected for the program must
currently receive income from work or be in the FSS program,

The San Diego Housing Commission as the "lead agency" will provide ,outreach to the landlords

witli nonprofits in different parts of the County to proVide the counseling, As the EHA already

The. Program will also contract for a common data base of all unit vacancies. This provides a means
for landlords to advertise vacancies and a source. for Section 8 tenants to find available units
, throughout the County.

COUNSELING PROGRAMS
WHEREAS, the U.S. Department of Housing and Urban Development
has issued a Notice of Funding Availability for the Rental Voucher
Program and the Rental Certificate Program, 'the Family Self
Sufficiency Coordinator Grant and the Section 8 Housing Counseling
Progra:tn~ and
WHEREAS, the city Council has established the Housing
Authority under the Health and safety Code of the state of
;e:; California for the purpose of providing safe, sanitary, and decent
affordable housing; and
WHEREAS, the Board of commissioners has adopted as part of a
Five Year Plan the implementation of a rental assistance program
under 24 CFR (Code of Federal Regulations) parts 882 and 887 '--,
(Section 8);
NOW, THEREFORE, BE IT RESOLVED by the Board of commissioners
of the Housing Authority of the city of Encinitas that the
application submission with its required certificates is hereby
authorized; and

BE IT FURTHER RESOLVED that the Executive Director (Secretary
of the Board) is hereby identified as the official repr~sentative
of the Housing Authority to submit the application, all
certifications and assurances contained therein, and such
