2007-01-08 CITY OF ENCINIT AS COMMISSION FOR THE ARTS Minutes Meeting Date: Monday, January 8, 2007 1. CALL TO ORDER/ROLL CALL Chair Gagliardo called the meeting to order at 5:38 pm Present: Chair Gagliardo, Vice Chair van Haitsma, Commissioners Buxbaum, Davis, Stamp, Thum and Tucker. Absent: None. Also Present: Arts Administrator Gilliam, Secretary Sharon Scott, Councilmember Teresa Barth. 2. PLEDGE OF ALLEGIANCE 3. CHANGES TO THE AGENDA (deletions and/or additions of consent or general information items) None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Regular Meeting on December 4,2006 Commissioner Tucker asked that the minutes be amended as she did not lead the pledge of allegiance. Vice Chair van Haitsma requested that the minutes be amended to reflect the discussion regarding the cancellation of the January meeting due to Council goal setting. COMMISSIONER DAVIS MOTIONED AND COMMISSIONER STAMP SECONDED TO APPROVE THE AMENDED MINUTES OF THE REGULAR MEETING ON DECEMBER 4,2006. MOTION APPROVED (6-0-1). (GAGLIARDO ABSTAINED) 5. ORAL COMMUNICATIONS None. 6. OLD BUSINESS A. Ad Hoc Committee Reports 1. Public Art, Paul Gagliardo Arts Administrator Gilliam provided an update on the Encinitas Child project. He noted that the artist and project funders plan to meet and consider the ad hoc committee's recommendations. 2. Envision Encinitas, Jim Gilliam Arts Administrator Gilliam provided the Commission with a copy of the logo selected by the ad hoc committee. The website is undergoing construction. 7. NEW BUSINESS A. Proposal for Public Art at Hwy 101 at Chesterfield Drive by the Cardiff Botanical Society Mike Clark, representing the Cardiff Botanical Society, distributed images and information on the Surf Sculpture. During his presentation he discussed the history of the project and explained that $30,000 is required to complete the installation of the project. Discussion ensued. B. Discussion: City Council Goal Setting, Arts Goals for FY07/08 Chair Gagliardo informed the Commission that Council goal setting will be held on January 16th and 22nd in the Poinsettia Room at City Hall. Chair Gagliardo invited the Commission to participate. The Commission considered the following goals. 1. Arts Festival Concept Arts Administrator Gilliam said he is meeting with Dr Lean King of the Encinitas Union School District to discuss the District's interest in an arts festival. The Encinitas Union School District proposed that the three local school districts get together the last week of May and have events at numerous school sites with the city partnering by allowing the use of the Community Center. The intent is to showcase student talent within the community. Discussion ensued. Commissioner Buxbaum expressed interest in this project. 2. Community Grant Program Arts Administrator Gilliam said he would like to propose increasing the allocation from the current level of $50,000. He stated that applicants have been high achieving and high producing but there are increasingly more applicants so the availability for individual grants is decreasing. 3. Arts Programming in Community Room Arts Administrator Gilliam provided a brief overview of the community room at the new library. The 2000 square foot room is separate from the main library and while the County will manage the library the city will manage the community room. Commissioner Thum expressed interest in this project. Chair Gagliardo said the goal could be for the Commission to have a specific venue that can be marketed and useful for fund raising through ticket sales. Having access to an asset that can generate revenue would provide a return that could be invested in arts programming. Chair Gagliardo suggested proposing to the Council that the Commission generate revenue that can specifically be used for the arts. 4. NEA proposal, Operation Homecoming Documentary Event Arts Administrator Gilliam said the National Endowment for the Arts had developed a 47 minute film based on Operation Homecoming and would like to present the west coast premiere in Encinitas at the La Paloma Theater. It is proposed to take place on April 29, 2007. Arts Administrator Gilliam said Councilmember Dalager would like the Commission to have a role in this project. C. Community Grant Program: Funded Arts Projects/Programs for January a. Kiwanis, Captain Book Visit, Park Dale Elementary School, Wed. Jan. 17, 8:30-9:30AM Commissioner Thum said she would like to attend. b. San Diego Opera, Sleeping Beauty, Paul Ecke Central School, Mon. Jan. 29, 10:00-11 :OOAM Commissioners Tucker, Buxbaum, Davis and Thum would like to attend. 8. OPEN DISCUSSION Arts Administrator Gilliam said the City of Encinitas Sister City Committee has invited the Commission for the Arts to their next meeting on Thursday, January 11th, 2007. Arts Administrator Gilliam asked if any commissioners would like to attend the meeting. Commissioner Thum would like to attend. Vice Chair van Haitsma shared that one of her authors will be on CNBC in a documentary about UPS and she will notify Commissioners with details. Commissioner Thum reported that the Coastal Communities Concert Band raised between $1S,000 and $17,000 for Meals on Wheels at their December concert. 9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS Formation of an Ad Hoc Committee to review the Cardiff Surf Sculpture Update on the status of the theater project Update on the Library Request for Qualifications process including the identification of artists for future public art projects. 10.
