Meeting was called to order by Chair Gagliardo at 5:38 pm

A. Approval of Minutes for Regular Meeting on January 8, 2007
COMMISSIONER THUM MOTIONED AND COMMISSIONER DAVIS SECONDED TO APPROVE
THE MINUTES OF THE SPECIAL MEETING ON JANUARY 8TH 2007. MOTION APPROVED 6-
0-1 (STAMP ABSENT)

A. Report, Ad Hoc Committees
1. Report, Public Art, Paul Gagliardo
Arts Administrator Gilliam shared the revised Encinitas Child marquette and provided a brief
update on the status of the project. Discussion ensued.

2. Report, Envision Encinitas
Arts Administrator Gilliam distributed a draft of the EncinitasLlVE.com home page. Discussion
ensued. No action taken.
B. Report, Encinitas Ranch Town Center Theater Project
Arts Administrator Gilliam reported that Miracle Theatre Productions is still seeking an investor.
7. NEW BUSINESS
A. Form an Ad Hoc Committee to consider the Cardiff Botanical Society Proposal for Public
Art at Hwy 101 at Chesterfield Drive. Chair Gagliardo, Commissioner Davis and Vice Chair
van Haitsma volunteered to serve on the ad hoc committee.
COMMISSIONER BAUXBAUM MOTIONED AND COMMISSIONER THUM SECONDED TO
APPOINT CHAIR GAGLIARDO, VICE CHAIR VAN HAITSMA AND COMMISSIONER DAVIS TO
THE CARDIFF PUBLIC ART AD HOC COMMITTEE 6-0-1 (STAMP ABSENT)
C. Report, City Council Goals for FY07/08
Arts Administrator gave an overview of the City Council goal setting workshops held in January.
Chair Gagliardo suggested that a meeting be set up with the local organizations that expressed an
interest in arts goals. Arts Administrator Gilliam said he had brought forward a goal on behalf of
the school districts and Council asked that it be agendized at the School District Liaison Committee
Meeting. Discussion ensued. No action taken.
D. Report, Encinitas Community Library RFQ process
Commissioner Thum reported that the ad hoc committee met twice to review and rate 40
applicants and noted the high caliber of artists that applied. Arts Administrator Gilliam said staff is
developing a Request for Proposal which will be distributed to the top ranked artists.
E. Report, proposed Encinitas Community Library Community Room concert series, Music of
the Avant Garde
Arts Administrator Gilliam distributed a proposal, written by Harry Eiler, to the San Diego
Foundation to fund a concert series at the new library and requested collaboration with the
Commission for the Arts. There was consensus to agendize the item for the next meeting.
F. Report, NEA Operation Homecoming Documentary Event
Arts Administrator Gilliam reported that April 28th has been selected for the west coast premiere of
the NEA documentary on Operation Homecoming, to take place at the La Paloma Theater. Gilliam
asked the Commission to collaborate with the event committee and endorse the project. Chair
Gagliardo requested detailed information be provided to the Commission at their next meeting in
order for the Commission to make a motion. No action taken.

G. Commission for the Arts Goal Setting Workshop
Gilliam reviewed the timeline for the Commission's annual goal setting workshop. Discussion
ensued. Chair Gagliardo asked that Arts Administrator Gilliam poll the Commissioners to
determine when a full day workshop can be held prior to the end of the fiscal year. No action taken.
H. Encinitas Public Art Pre-qualified Artist Database
Chair Gagliardo reported on the suggestion to invite artists, who participated in the Encinitas
Community Library RFQ process, to be considered for a pre-qualified artist registry for the city.
Discussion ensued. No action taken.
I. Community Grant Program: Funded Arts Projects/Programs for February

8. OPEN DISCUSSION
Vice Chair Van Haitsma announced that "Green Encinitas" would hold an event to address issues
of global warming on Feb 20th at the Senior Center.
Commissioner Thum announced the Coastal Communities Concert band 24th anniversary
performance on Sunday February 2Sth at 2:30pm
9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
Approval criteria for "Encinitas Child" public artwork.
Commission collaboration and endorsement with the Eiler Foundation on the Music of the Avant
Garde concert series slated for the Encinitas Community Library in 2008.
Commission collaboration and endorsement of the Operation Homecoming documentary event on
April 28th, 2007.
