2007-03-05 CITY OF ENCINIT AS COMMISSION FOR THE ARTS MINUTES OF THE MARCH 5, 2007 MEETING 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:33 P.M. PRESENT: Chair Gagliardo, Vice Chair van Haitsma, Commissioners Buxbaum, Folescu, Thum, and Tucker ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Gagliardo led the pledge of allegiance. 3. CHANGES TO THE AGENDA (deletions and/or additions of consent or general information items) None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Regular Meeting on February 5, 2007 COMMISSIONERS TUCKER MOTIONED AND DAVIS SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING ON FEBRUARY 5,2007. MOTION CARRIED: AYES: BUXBAUM, DAVIS, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE. 5. ORAL COMMUNICATIONS None. 6. OLD BUSINESS A. Report and Approval. Ad Hoc Committee Evaluation, Encinitas Child Arts Administrator Gilliam shared the revised Encinitas Child maquette and provided a brief update on the status of the project. Discussion ensued. ACTION: COMMISSIONERS VAN HAITSMA MOVED AND THUM SECONDED TO APPROVE THE ENCINITAS CHILD MAQUETTE PENDING RESOLUTION OF FUNDING AND WITH THE RECOMMENDATION THAT THE ARTIST ASSIGN A GENDER TO THE FIGURE. Report and Approval, Music of the Avant Garde Concert Series Gilliam presented the Music of the Avant Garde Concert Series, a proposal for the Encinitas Community Library Concert Series. Mr. Eiler would be seeking grant funding from the National Endowment of the Arts, the San Diego Foundation, and the City of Encinitas in the combined amount of $24,000. Mr. Eiler was seeking the endorsement of the Commission for the Arts for his proposal. ACTION: COMMISSIONERS TUCKER MOVED AND BUXBAUM SECONDED TO ENDORSE THE MUSIC OF THE AVANT GARDE CONCERT SERIES AND HARRY EILER'S EFFORT TO BRING HIGH CALIBER MUSIC TO THE ENCINITAS LIBRARY COMMUNITY ROOM; AND, TO PROVIDE WRITTEN ENDORSEMENT VIA LETTER FROM ARTS ADMINISTRATOR GILLIAM. Report and Approval, National Endowment for the Arts Documentary, Muse of Fire Film Premiere and Visit to Encinitas Gilliam presented an update on the National Endowment for the Arts (NEA) documentary on Operation Homecoming, Muse of Fire. The event would be the west coast premiere of the documentary and take place on April 28, 2007, 7:00 P.M. at La Paloma Theater. Gilliam reported that in an effort to have the Commission be more involved in the event, it was suggested to the NEA that a grant workshop be held the day prior to the event or the Monday following. The workshop would be open to city arts commissions and visual and performing arts organizations from throughout the county. ACTION: COMMISSIONERS THUM MOVED AND DAVIS SECONDED TO APPROVE THAT THE COMMISSION HOST THE NATIONAL ENDOWMENT FOR THE ARTS GRANT WORKSHOP. MOTION CARRIED: AYES: BUXBAUM, DAVIS, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE. D. Report, Encinitas Community Library Reauest for Qualifications Process Gilliam presented an update on the Encinitas Community Library and reported that the highest ranking artists were selected to move forward in the process. They would be invited to submit a Request for Proposal for the library art elements. REPORT RECEIVED. NO ACTION TAKEN. 7. NEW BUSINESS A. Report and Approval, Ad Hoc Committee Evaluation, Cardiff Surf Sculpture Chair Gagliardo presented a report on the evaluation process for the Cardiff Surf Sculpture project by the Cardiff Botanical Society. The ad hoc committee had approved the project. ACTION: COMMISSIONER THUM MOVED AND COMMISSIONER DAVIS SECONDED TO ACCEPT THE AD HOC COMMITTEE EVALUATION AND TO BRING IT BEFORE THE CITY COUNCIL FOR G:\ARTS\COMMISSION\2007\MINUTES\03 March 2007 Minutes.doc Page 2 of 3 Commission for the Arts Minutes of the March 5,2007 Meeting CONSIDERATION ONCE THE PROJECT WAS FULLY FUNDED. Report and Approval, Arts Master Plan Workshop, June 18,2007 Gilliam reported that a workshop would be held with the Arts Commissioners to update the Arts Master Plan. Discussion ensued on the date and time of the workshop. Gilliam would review dates for the workshop to be held in June. ACTION: ITEM TO BE RE-AGENDIZED FOR THE NEXT MEETING. C. Community Grant Program: Funded Arts Projects/Programs for March 1. San Diego Opera, The Sleeping Beauty, Park Dale Lane Elem. School, Tues. Mar. 6, 10:30-11 :30AM 2. San Diego Opera, The Sleeping Beauty, Flora Vista Elem. School, Wed. Mar. 7, 10:15-11:15AM 8. OPEN DISCUSSION Commissioner Thum spoke about upcoming concerts at the Museum of Making Music. Vice Chair Van Haitsma noted that a book she edited came out this week and it was doing well. Commissioner Davis promoted the show "Wicked." Commissioner Tucker reported that the Arts Alive Banners were installed along Highway 101. Arts Administrator Gilliam announced that Pat Drew, the Curator of the Civic Center Art Gallery, would be retiring this summer and that her photography would be exhibited in June. 9.
