APRIL 2, 2007 MEETING
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5: 35 P.M.

2. PLEDGE OF ALLEGIANCE
Chair Gagliardo led the pledge of allegiance.
3. CHANGES TO THE AGENDA (deletions and/or additions of consent or general
information items)
None.
4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes of the Regular Meeting of March 5, 2007.
ACTION:
COMMISSIONER BUXBAUM MOVED AND VAN HAITSMA SECONDED TO APPROVE
THE MINUTES OF THE REGULAR MEETING OF MARCH 5, 2007. MOTION CARRIED:
AYES: BUXBAUM, DAVIS, GAGLIARDO, THUM, TUCKER AND VAN HAITSMA;
NAYS: NONE; ABSENT: FOLESCU.
5. ORAL COMMUNICATIONS
Harry Eiler spoke on behalf of the Eiler Foundation in regards to the Music of the Avant
Garde Concert Series proposal for the Encinitas Community Library.
Mr. Eiler stated that he had hoped to receive funding from the National Endowment for the
Arts for the concert series; however, it appeared that his foundation was ineligible. He
therefore was seeking assistance from the Commission for the Arts in submitting a grant to
the NEA, on behalf of the Avant Garde Concert Series. It was agreed that this item would
be placed on the May, 2007 meeting agenda.

6. OLD BUSINESS
A. Update on the National Endowment for the Arts Documentary, Muse of
Fire, Film Premiere
Arts Administrator Gilliam presented an update on the National Endowment for the Arts
(NEA) documentary on Operation Homecoming, Muse of Fire, which would take place on
April 28, 2007, 7:00 PM at La Paloma Theater.
Gilliam indicated that Angel Printing offered to donate advertisement posters. He also
noted that the event was reported in the April 2, 2007 edition of the North County Times.
ACTION:
REPORT RECEIVED.
B. Update on the Encinitas Community Library RFQ process
Gilliam presented an update on the Encinitas Community Library and reported that the
Request for Proposals was being prepared and noted that stipends would be offered for
the highest ranking artists to submit their proposals.

C. Date Selection for the Arts Master Plan Workshop
Gilliam reported that he had been in contact with Victoria Hamilton, with the San Diego
Commission for the Arts, regarding workshop facilitators. Gilliam noted that he had
originally thought that June 8 would be the date for the workshop; however, that date was
no longer available.
ACTION:
THIS ITEM TO BE PLACED ON THE AGENDA FOR THE NEXT MEETING.
D. Report on the Cardiff Surf Sculpture
Gilliam reported on the Cardiff Surf Sculpture. He indicated that Mike Clark gave a
presentation to the City Council at the March 21, 2007 Council Meeting. There was a
$30,000 outstanding balance for which the Cardiff Botanical Society was seeking the City's
assistance. This item would be placed on the April 18, 2007 City Council agenda to
request funding and acceptance of the project.

7. NEW BUSINESS
A. Report on the National Endowment for the Arts Grant Workshop
Gilliam presented an update on the National Endowment for the Arts (NEA) Grant
Workshop. He reported that the workshop was originally scheduled in conjunction with the
Muse of Fire film premiere. However, the NEA determined that it would be best to plan a
grant workshop on a different date. Discussion ensued on the best timeframe for the
workshop.
ACTION:
CHAIR GAGLIARDO MOVED AND VAN HAITSMA SECONDED TO DIRECT STAFF TO
COORDINATE A MUTUALLY AGREEABLE DATE WITH THE NEA AND TO PRESENT
THE DATE TO THE COMMISSION FOR THE ARTS AT A FUTURE MEETING. MOTION
CARRIED: AYES: BUXBAUM, DAVIS, GAGLIARDO, THUM, TUCKER AND VAN
HAITSMA; NAYS: NONE; ABSENT: FOLESCU.
B. Appointment of Ad Hoc Committee for the FY07/08 Community Grant
Program
Gilliam reported that applications for the FY07/08 Community Grant Program would be
available on April 9, 2007 and that an ad-hoc committee was needed to assist in reviewing
the grant applications.
ACTION:
COMMISSIONER TUCKER MOVED AND GAGLIARDO SECONDED TO APPOINT
COMMISSIONERS BUXBAUM, DAVIS AND TUCKER TO THE COMMUNITY GRANT
PROGRAM AD-HOC COMMITTEE. MOTION CARRIED: AYES: BUXBAUM, DAVIS,
GAGLIARDO, THUM, TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT:
FOLESCU.
C. Appointment of Commission Chair and Vice-Chair
Committee discussion ensued on the appointment of the new Commission for the Arts
Chair and Vice-Chair.
ACTION:
COMMISSIONER VAN HAITSMA MOVED AND TUCKER SECONDED TO APPOINT
GAGLIARDO AS THE COMMISSION FOR THE ARTS CHAIR EFFECTIVE APRIL 3,
2007. MOTION CARRIED: AYES: BUXBAUM, DAVIS, GAGLIARDO, THUM, TUCKER
AND VAN HAITSMA; NAYS: NONE; ABSENT: FOLESCU.
ACTION:
COMMISSIONER DAVIS MOVED AND BUXBAUM SECONDED TO APPOINT VAN
HAITSMA AS THE COMMISSION FOR THE ARTS VICE-CHAIR EFFECTIVE APRIL 3,

D. Community Grant Program: Funded Arts Proiects/Programs for April:
a. Lux Art Institute Family Days
Sunday April 22 from 1-4:00 PM
b. CLASS ACT
The Greek Theatre and Masks Program:
Capri Elementary School: April 19 at 6:30 PM
Park Dale Lane Elementary School: April 26 at 6:30 PM
8. OPEN DISCUSSION
Commissioner Thum spoke about the upcoming Coastal Communities Concert Band
Spring Concert with the Omiya City Japan Concert Band on April 29, 2007.
Commissioner van Haitsma spoke about the L.A. Times Book Festival that would take
place in April at UCLA.
Gilliam announced that Isabella Breasted's photographic artwork would be exhibited at the
Civic Center Art Gallery in April. An artist reception would be held April 11 , 2007.
9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
a. Date Selection for the Arts Master Plan Workshop.
b. Request for the Commission for the Arts to submit a grant request to the
NEA on behalf of the Eiler Foundation's Music of the Avant Garde Concert
Series proposal for the Encinitas Community Library.
