MAY 7,2007 MEETING
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5: 35 P.M.
PRESENT:

Commissioner Folescu led the pledge of allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF APRIL 2, 2007 MEETING MINUTES
ACTION:
COMMISSIONERS TUCKER MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF APRIL 2, 2007. MOTION CARRIED:
AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, TUCKER AND VAN
HAITSMA; NAYS: NONE; ABSENT: NONE.
5. OLD BUSINESS
A. Report on the National Endowment for the Arts Documentary, Muse of
Fire, Film Premiere
Arts Administrator Gilliam presented a report on the National Endowment for the Arts
Documentary premiere of the Muse of Fire which took place on April 28, 2007 at La
Paloma Theater. He noted that the North County Times reported on the event. Two
soldiers from the book attended along with director Lawrence Bridges and editor
Andrew Carroll. Following the film, there was a question and answer period.

Gilliam further noted that the City had received a grant donation from the Chevron Corp.
to finance the production of a DVD of the Operation Homecoming event from last fall.
Footage from the Muse of Fire film premiere would be included in the DVD.

B. Date Selection for the Arts Master Plan Workshop
Gilliam reported that he had consulted with Arts Consulting Group. As a result of those
discussions, it was determined that the focus of the Arts Work Plan Retreat would be
the continued implementation of the Arts Master Plan and developing a Work Plan.
Gilliam indicated that he would be in further contact with the consultants to discuss
dates and obtain references. The item would be brought back to the commission for
final agreement. Chair Gagliardo requested references from the consultants prior to
agreeing to their services.
ACTION:
REPORT RECEIVED. ITEM CONTINUED TO THE NEXT AGENDA.
C. Report on the Cardiff Surf Sculpture
Chair Gagliardo presented an update on the Cardiff Surf Sculpture. He reported that
the issue was brought before the City Council in April wherein Council Members
authorized funding of approximately $30,260. Gagliardo indicated that he anticipated
the sculpture to be completed and ready for installation by June, 2007.

D. Report on EncinitasLive.com
Gilliam presented a report on the EncinitasLive.com project noting that the development
of the web site was close to completion; however, as a result of the project, the city's
web site policy was reviewed. The policy limits the entities that are allowed to have
links on the city's web site. Since the Encinitas.live project was originally geared toward
having many arts and cultural links, it now appeared that only a calendar of events
would be available.
After considerable discussion, the commission agreed to move forward on the project
and consider options such as seeking an outside vendor to host the Encinitas.live web
site.

6. NEW BUSINESS
A. Submission of Challenge America grant with the National Endowment
for the Arts for the Music of the Avant Garde Concert Series on behalf of
the Eiler Foundation
Gilliam reported that this item was heard during oral communications at the April 2007
Arts Commission meeting. Harry Eiler had approached the commission to submit a
grant application with the National Endowment for the Arts (NEA) for funding of the
Music of the Avant Garde Concert Series on behalf of the Eiler Foundation. Gilliam
reported that it was determined that the foundation did not have the ability to apply to
the NEA for grant consideration.
It was noted that matching funds was a requirement of the grant. Issues pertaining to
funding were discussed.
ACTION:
COMMISSIONER THUM MOVED AND BUXBAUM SECONDED TO AGREE TO:
1) SUBMIT THE $10,000 MATCHING FUND GRANT WITH THE NEA; AND
2) TO REQUIRE THE EILER FOUNDATION TO PROVIDE $4,000 IN MATCHING
FUNDS; AND
3) THE CITY WOULD PROVIDE $6,000 TOWARDS MATCHING FUNDS; AND
4) FUNDING RECEIVED AS A RESULT OF THE GRANT WOULD BE USED FOR
ARTS PROGRAMMING; AND
5) 40% OF THE PROGRAM FUNDING WOULD BE ADMINISTERED AT THE
DISCRETION OF THE EILER FOUNDATION AND 60% OF THE PROGRAM
FUNDING ADMINISTERED AT THE DISCRETION OF THE COMMISSION FOR
THE ARTS; AND
6) HAVE THE GRANT APPLICATION APPROVED BY THE COMMISSION
PRIOR TO SUBMISSION WITH THE NEA.
MOTION CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM,
TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT: NONE.
B. Community Grant Program: Funded Arts Proiects/Programs for May:
Gilliam reported that additional programming notice arrived after posting of the agenda:
The Patricia Rincon Dance Collective would perform at Oak Crest Park on May 12 and
13,2007.

7. OPEN DISCUSSION
Commissioner Thum indicated that the Coastal Communities Concert Band would
perform on Saturday June 3, 2007 in Encinitas.
Commissioner Davis indicated that he had attended the Mira Costa Spring Dance
Festival.
Commissioner van Haitsma indicated that the debut and book signing of the novel
"Hick" would take place on Thursday at 7:00 pm at the Borders in Mission Valley.
Arts Administrator Gilliam reported that he and Erica Buxbaum, on behalf of the
Commission, had submitted letters of support to the California Arts Council. He also
indicated that the new Encinitas Magazine was distributed. Lastly, Gilliam noted that
the deadline to submit Community Grant Program applications was May 31,2007.
