JUNE 4, 2007 MEETING
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:34 p.m.

4. APPROVAL OF MAY 7,2007 MEETING MINUTES
ACTION:
COMMISSIONERS TUCKER MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF MAY 7,2007. MOTION CARRIED: AYES:
BUXBAUM, GAGLIARDO, THUM, AND TUCKER; NAYS: NONE; ABSENT: DAVIS,
FOLESCU AND VAN HAITSMA.
5. OLD BUSINESS
A. Date Selection for the Arts Work Plan Retreat
Arts Administrator Gilliam reported on the upcoming Arts Work Plan Retreat. He indicated
that in response to the direction from the May 7, 2007 meeting, he made reference checks
on the Arts Consulting Group and received favorable responses. The retreat is scheduled
for Wednesday, June 27, 2007 at the Cardiff Library Community Room from 8:00 a.m. to
3:00 p.m.

Gilliam distributed to each of the Arts Commissioners the Arts Master Plan for the City of
Encinitas. He requested that the document be reviewed prior to the retreat.
B. Report on EncinitasLive.com
Arts Administrator Gilliam provided an update on the EncinitasLive.com project. He
indicated that he had met with the City Attorney regarding the legal issues involved with
providing links on the City's web site. The web site policy prohibits web links to outside
entities that would include artists and artist web sties. The nature of the EncinitasLive.com
web site is to promote and ensure the growth and vitality of the arts within the community.
Gilliam indicated that he would keep the Commission apprised of the situation.

C. Submission of Challenge America Grant with the National Endowment for
the Arts for 2008 Arts Proarammina for the Encinitas Library Community
Room
Arts Administrator Gilliam provided a report on the Challenge America Grant application
that would be submitted to the National Endowment for the Arts. The grant is a matching
fund grant with a maximum award of $10,000. The Eiler Foundation would provide up to
$5,000 in matching funds and the City would provide up to $5,000 in matching funds
through the Arts Administration funds approved by the City Council on May 23, 2007.
Note: Commissioner Davis arrived at 5:48 p.m.

6. NEW BUSINESS
A. Form an NEA Grant Workshop Ad Hoc Committee
Arts Administrator Gilliam reported that Congressman Bilbray's office was working with the
National Endowment for the Arts (NEA) to obtain a suitable date in August to hold the NEA
Grant Workshop. An ad hoc committee would need to be formed to administer and plan
the grant workshop in conjunction with the NEA.
ACTION:
Commissioners Buxbaum, Davis, and Thurn volunteered to be on the NEA Grant
Workshop Ad Hoc Committee.

B. Leucadia Roundabouts and Potential Public Art
Arts Administrator Gilliam discussed the City's plans for the Leucadia Roundabouts and
the potential for public art being incorporated into the designs. Current plans were divided
into two phases. Phase I did not provide for public art in the designs. Phase II may have
the potential for public art at Hygeia; however, Phase II is not scheduled to begin until
2012. Gilliam would contact the Leucadia Town Council to discuss the issue at their next
meeting.

C. Community Grant Program: Funded Arts Proiects/Programs for May:
a. LA JOLLA SYMPHONY AND CHORUS
Music Outreach Program (choral, 45 min.)
A) Ocean Knoll Elementary, Fri., June 1, 8:30am, 10:00am
B) Park Dale Lane Elementary, Tues., June 5, 8:15am, 9:15am
7. OPEN DISCUSSION
Commissioner Thum reported that the Community Center held a dance recital with all of
the participants of the dance classes.
Commissioner Tucker presented the new postcards available at the Downtown Encinitas
MainStreet Association.
Arts Administrator Gilliam announced that the City received 35 Community Grant
Applications. The Community Grant Ad Hoc Committee would be meeting the week of
June 18, 2007 to review the arts grant applications for recommendations to the City
Council. This item would be agendized for the July meeting. It was noted that
Commissioners Buxbaum, Davis and Tucker were on the ad hoc committee.
Commissioner Buxbaum reported that she attended the Coastal Communities Concert
band.
Chair Gagliardo reported that the installation of the surf sculpture would begin next week
and anticipated that construction would last approximately four weeks. The unveiling
would be held July 22, 2007. Gilliam added that the sculpture was entitled "The Magic
Carpet Ride."
Arts Administrator Gilliam announced that three Encinitas artists received grants: Doris
Keats, Timoaris McDowell, and Sara Stead. A total of twelve grants were awarded and
four of those were given to recipients that would provide programming to Encinitas
residents. Four programs in Encinitas would result from the grants that would involve art,
poetry, music and voice lessons, and art history instruction. Gilliam also reported on the
Americas for the Arts Conference that he had attended over the weekend.

Government Channels.
