July 2, 2007 MEETING
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Vice-Chair van Haitsma at 5:37 p.m.
PRESENT:
Vice-Chair van Haitsma, Commissioners Buxbaum, Folescu,
Thum, and Tucker
ABSENT:
Chair Gagliardo and Commissioner Davis
ALSO PRESENT:
Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Folescu led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF JUNE 4, 2007 MEETING MINUTES
ACTION:
COMMISSIONERS BUXBAUM MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JUNE 4, 2007. MOTION CARRIED:
AYES: BUXBAUM, FOLESCU, THUM, TUCKER AND VAN HAITSMA; NAYS: NONE;
ABSENT: GAGLIARDO AND DAVIS.
5. OLD BUSINESS
A. Report on the Arts Master Plan Workshop
Arts Administrator Gilliam reported that during the next r:neeting, an overview of the Arts
Master Plan Workshop would be provided.

B. Report on the Cardiff Surf Sculpture
Arts Administrator Gilliam reported that an unveiling of the Cardiff surf sculpture would take
place on July 22, 2007 at 11 :00 a.m. on Hwy 101 and all were invited to attend.

6. NEW BUSINESS
A. Ad Hoc Committee Report on Arts Applications of the
FY07/08 Community Grant Program
The following speakers addressed the commission regarding their Community Grant
Program applications:
Laura Lowenstein and Isabella Breasted spoke on behalf of the Off-Track Gallery/San
Dieguito Art Guild.
Arts Administrator Gilliam provided an overview of the FY07/08 Community Grant Program
arts applications and discussed the Arts Commission ad hoc committee's
recommendations. Additionally, Gilliam reviewed the administrative grant funding process
and noted that all applications would be reviewed and funding allocations determined by
the City Council at the July 18, 2007 Council Meeting.
ACTION:
COMMISSIONERS THUM MOVED AND BUXBAUM SECONDED TO ACCEPT THE
RECOMMENDATIONS OF THE FY07/08 COMMUNITY GRANT PROGRAM AD-HOC
COMMITTEE. MOTION CARRIED: AYES: BUXBAUM, FOLESCU, THUM, TUCKER
AND VAN HAITSMA; NAYS: NONE; ABSENT: GAGLIARDO AND DAVIS.
B. Report on the Music of the Avant Garde Concert Series
Gilliam presented an update on the Music of the Avant Garde Concert Series.
ACTION:
REPORT RECEIVED.
C. Report on Encinitas Government Access Channels
Gilliam reported that the City currently contracts with Cox Communications and Times
Warner. Due to recent contractual changes from Comcast to Times Warner, Gilliam
requested this item be rescheduled to the next meeting.

7. OPEN DISCUSSION
The Commissioners congratulated Dody Tucker on her new position as Executive Director
of the Downtown Encinitas Mainstreet Association.
Commissioner Thum announced that the Coastal Communities Concert Band would be
presenting a concert on August 20th at Brengle Terrace in Vista.
Commissioner van Haitsma indicated that one of the authors she represents would be
giving a reading.
Arts Administrator Gilliam reported that the workshop with the National Endowment for the
Arts had not been scheduled with Congressman Bilbray's office. Gilliam would continue in
his efforts to find a mutually agreeable date in either September or October 2007.
Commissioner Buxbaum would not be available for the November 2007 meeting.
The Commissioners discussed and agreed to cancel the August meeting. The next
meeting would take place in September.
8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
A) Presentation on the Arts Master Plan Workshop; appoint leaders for ad hoc
committees; and determine date to make presentation to the City Council
B) Update on the National Endowment for the Arts Grant Workshop
C) Report on Encinitas Government Access Channels
D) Discussion on revenue generators (music arts festivals and fairs)
9. ADJOURNMENT
Vice-Chair van Haitsma adjourned the meeting at 6:26 pm. Next meeting: September 10,
2007.
