2007-09-10 MINUTES OF THE CITY OF ENCINITAS COMMISSION FOR THE ARTS September 10, 2007 MEETING 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:34 p.m. PRESENT: Chair Gagliardo, Vice-Chair van Haitsma, Commissioners Buxbaum, Davis, Folescu, Thum, and Tucker ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner Davis led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF JUNE 4, 2007 MEETING MINUTES ACTION: COMMISSIONERS THUM MOVED AND VAN HAITSMA SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JULY 2, 2007. MOTION CARRIED: AYES: BUXBAUM, FOLESCU, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE; ABSTAINED: DAVIS AND GAGLIARDO. 5. OLD BUSINESS A. Report on the Arts Master Plan Workshop Arts Administrator Gilliam presented a review of the June 27, 2007 Arts Commission Retreat. The commissioners reviewed the Mission Statement, the Strategic Goals, and the Priorities that were developed during the retreat. Arts Administrator Gilliam would create an Excel document that clearly identified the goals and timelines for each. ACTION: COMMISSIONERS THUM MOVED AND DAVIS SECONDED TO: Arts Commission Agenda May 7, 2007 Page 1 of3 Meeting Notice and Agenda for the Commission for the Arts 1) APPROVE THE REVISED FY07/08 MISSION STATEMENT; 2) APPROVE THE FY 07/08 VISION STATEMENT; 3) ACCEPT THE STRATEGIC PRIORITIES WITH THE AMENDMENT TO SECTION E TO READ AS FOLLOWS: E. VISUAL ARTS 3. PROMOTE AND SUPPORT CITY GALLERIES (1) CIVIC CENTER ART GALLERY (2) COMMUNITY ROOM ART GALLERY MOTION CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE. 6. NEW BUSINESS A. Appoint Leaders to Interest Areas After Commission discussion, selections to the commission interest areas were made as follows: Arts Education: Public Art: Venues: Performing Arts Programming: Visual Art Opportunities: Advocacy: Leader: Commissioner Buxbaum Leader: Commissioner Gagliardo Leader: Commissioner Tucker Leader: Commissioner Thum Leader: Commissioner Tucker Leader: Commissioner Folescu B. Report on the Encinitas Government Access Channels Arts Administrator Gilliam provided an update on the Public Access Channels and reported that the City recently changed vendors from Adelphia to Times Warner and was now running live broadcasts of City Council Meetings. The City Public Access Channels are: Cox Communication, Channel 19; Times Warner, Channel 24. The City does have the capability to run a rolling calendar of events on the two Public Access Channels; however, currently there are neither funds nor staff to provide the service. C. Discussion on Revenue Generators Commissioner Folescu reported on potential arts revenue generators for the Commission. Discussion ensued and the Commission determined that this issue would be best addressed as part of the visual art and performing arts programming interest groups. Additionally, policy issues would need to be addressed before embarking on such a venture. 7. OPEN DISCUSSION The Commissioners discussed the Community Grant Program and the donation from the Mizel Family Foundation. Frank Davis recommended that the advocacy group promote the Community Grant Program opportunities for minority groups. Arts Administrator Gilliam announced that the Library Request for Proposal artwork designs were received and that the City was planning a public viewing of the designs. 8.
