COMMISSION FOR THE ARTS
October 1, 2007 MEETING
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:39 p.m.
PRESENT:
Chair Gagliardo, Commissioners Buxbaum, Davis, Folescu,
Thum, and Tucker
ABSENT:
Vice-Chair van Haitsma
ALSO PRESENT:
Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Commissioner Thum led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF THE SEPTEMBER 10, 2007 MEETING MINUTES
ACTION:
COMMISSIONERS DAVS MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF SEPTEMBER 10, 2007. MOTION
CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, AND TUCKER
HAITSMA; NAYS: NONE; ABSENT: VAN HAITSMA.
5. OLD BUSINESS
A. Selection Committee Recommendation, Public Art Opportunity
Areas, Encinitas Community Library
Staff Recommendation: Receive and Approve Recommendation.
Chair Gagliardo gave an overview of the process that took place to date in ranking the
public art opportunity areas for the Encinitas Community Library.
The following artists presented their library artwork proposals:
Jason Dreweck for Teresa Hansen, Michael Stutz, T.J. Dixon and James
Nelson, Alber De Matteis, Christie Bensiton, and Paul Hobson

Speaker: Robert Nanniga spoke in support of local Encinitas artists.
Assistant to the City Manager and Library Project Manager Phillips presented an overview
of the three artwork locations within the library site.
Chair Gagliardo indicated that the Commission for the Arts recommendation would be
presented at an upcoming Council Meeting. Discussion ensued and the following action
was taken:
Courtyard Terrace:
Buxbaum moved and Folescu seconded to recommend the de Matteis artist concept
for the Courtyard. Ayes: Buxbaum, Folescu and Gagliardo; Nayes: Davis and
Thurn; Abstains: Tucker; Absent: van Haitsma. Motion failed (due to lack of
maiority votes).
Courtyard Terrace Gate:
Buxbaum moved and Davis seconded to recommend the Hobson artist concept for
the Courtyard Gate. Motion carried: Ayes: Buxbaum, Davis, Gagliardo, Thurn and
Tucker; Nays: none; Abstains: Folescu; Absent: van Haitsma.
Reading Terrace Gate:
Buxbaum moved, Thurn seconded to recommend the alternate courtyard gate artist
concept by Hobson for the Reading Terrace Gate. Motion Carried. Ayes: Buxbaum,
Davis, Gagliardo, and Thurn; Nayes: Tucker; Abstains: Folescu; Absent: van
Haitsma.
B. Community Grant Program: Funded Proiects/Proorams for October.
1. BOOKS AHOY, Monday, Oct. 8, 2:45-3:30 PM

Teachers will choose new books from the mobile library "ship"

7. OPEN DISCUSSION
Commissioner Thum announced that the Coastal Communities Concert Band would
perform on October 7, 2007 at 2:30 p.m. She offered two complimentary tickets to
commission members.
8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
a. Leucadia Roundabout Public Art Opportunity Area
b. Re-agendize Agenda item 5a: Selection Committee Recommendation, Public
Art Opportunity Areas, Encinitas Community Library as it pertains to the
Courtyard Terrace recommendation only.
9. ADJOURNMENT
Chair Gagliardo adjourned the meeting at 7:25 pm.
