1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:40 p.m.
PRESENT:
Chair Gagliardo, Commissioners Buxbaum, Davis, Folescu
(arrived at 5:46 P.M.), Tucker and van Haitsma
ABSENT:
Commissioner Thum
ALSO PRESENT:
Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Chair Gagliardo led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF OCTOBER 1, 2007 MEETING MINUTES
ACTION:
COMMISSIONERS BAUXBAUM MOVED AND DAVIS SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF OCTOBER 1, 2007. MOTION CARRIED:
AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, AND TUCKER; NAYS: NONE;
ABSTAIN: VAN HAITSMA; ABSENT: THUM.
5. OLD BUSINESS
A. Public Art Opportunity Area, Courtyard Terrace. Encinitas Community Library
Arts Administrator Gilliam presented an overview of the artwork designs that were presented at the
October 1, 2007 Commission for the Arts meeting.
Discussion ensued.
ACTION:
COMMISSIONERS BUXBAUM MOVED AND VAN HAITSMA SECONDED TO
RECOMMEND THE de MATTEIS ARTIST CONCEPT FOR THE COURTYARD.
MOTION CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO AND VAN
HAITSMA; NAYS: TUCKER; ABSENT: THUM.

B. Interest Area Report
Arts Administrator Gilliam presented the list of Interest Areas with those Commissioners
assigned to each.
6. NEW BUSINESS
A. Report: Leucadia Roundabout Public Art Opportunity Area
Gilliam presented a brief overview of the City's plans for the roundabouts on Leucadia
Blvd. and discussed the potential for public art in Phase II of the plans.
7. OPEN DISCUSSION
Commissioner Tucker requested status of the Community Room availability at the new
Encinitas Community Library. Arts Administrator Gilliam reported that the City Manager's
office was developing policies.
Gilliam reported that the City was working with the National Endowment for the Arts to
present a grant workshop in 2008 at the new library.
Gilliam announced that San Diego Opera was presenting a free concert at the Community
Center on Saturday, November 12,2007.
8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
a. Folescu: Discussion of potential art exhibit opportunities at Scripps Encinitas
Hospital
9. ADJOURNMENT
Chair Gagliardo adjourned the meeting at 6:39 P.M.
