Meeting Minutes

1. CALL TO ORDER/ROLL CALL
PRESENT: Chair Slevinske, Vice-Chair Gould, Commissioners Ranson, van

ALSO PRESENT: Arts Administrator Jim Gilliam, Secretary Sharon Scott

Arts Administrator Gilliam noted that New Business item 1 B will be postponed to the
March meeting.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on January 9, 2006
COMMISSIONER STAMP MOTIONED AND COMMISSIONER GOULD SECONDED
TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON JANUARY 9, 2006.
MOTION APPROVED 5-0-2 (GAGLIARDO, THUM ABSENT).
6. ORAL COMMUNICATIONS

7. OLD BUSINESS
A. Update on 2005/06 Goals
1. Review the Community Grant Program Arts Applications, COMPLETED
2. City of Encinitas Public Art Policy, COMPLETED
3. Envision Encinitas Web Site
Arts Administrator Gilliam distributed a report updating the status of this goal which
included a flow chart of the proposed website. Discussion ensued with Commissioners
providing input on the website design. Arts Administrator Gilliam shared the results of
the Commission and Committee survey of website names.
4. A Public Work of Art at the Encinitas Senior and Community Center
Arts Administrator Gilliam had a discussion with Mayor Guerin and the Director of Parks
and Recreation Hazeltine_JegardingJocatinga pieceofpubHcart at the corner of BalouLn
and Oak Crest Park Drive and received a favorable response. Arts Administrator Gilliam
gave a brief overview of the options for soliciting artworks including a Request for
Proposals (RFP) and Request for Qualifications (RFQ) process.
5. Promote the Development of a Performing Arts Theater on City Owned Property at
the Encinitas Town Center
Jill Mesaros, Executive Director of Miracle Theater Productions, will meet next week with
Arts Administrator Gilliam, City Manager Miller and Mayor Guerin to introduce herself
and to outline her plan.
B. Update on City of Encinitas Art Collection
Commissioners were directed to the Planning Counter at City Hall where they viewed
the recently acquired artworks that will hang in the lobby. They also viewed the donated
watercolor by the Mayor's office.
8. NEW BUSINESS
A. Report on the Council's Goal Setting Workshop
Arts Administrator Gilliam provided a review of the Council Goal Setting Workshop held
on Jan 30th, 2006. Arts goals that were approved by the Council included a Christmas
Concert and the launch of Operation Homecoming in October.
B. Proposal for Public Art on Coast Highway 101
Postponed to March 6,2006 meeting.
9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
Creation of an Ad Hoc committee for FY06/07 Community Grant Program.
10. COMMISSIONER'S CORNER
A. Commissioners
Commissioner Stamp attended the Noel Coward Awards for local performances.
Commissioner van Haitsma attended a writers conference held by San Diego State.
Commissioner Ranson recently returned from Australia. Vice Chair Gould has been in
Atlanta. Chair Slevinske noted that the La Paloma poetry slam is next Monday night at 7
pm.

B. Staff
Arts Administrator Gilliam noted that there were thirteen applicants for the Commission
for the Arts and Council would hear from applicants at their meeting on February 8th,
2006.
