City Manager Kerry Miller presented plaques in recognition of service to the Commission for the
Arts to Karen Slevinske and Patricia Rincon.

6. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on February 6, 2006.

Patricia Bell from the Leucadia 101 Mainstreet Association thanked the Commission for the Arts for
) the City grant for the Leucadia Art Walk to be held August 2ih 2006.
8. OLD BUSINESS
A. Update on 2005/06 Goals

2. City of Encinitas Public Art Policy, COMPLETED
Arts Administrator Gilliam gave a brief overview of what the Commission has achieved with the
Public Art Policy.
3. Envision Encinitas Web Site
Arts Administrator Gilliam stated the ad hoc committee has selected and purchased a domain
name www.encinitaslive.com for the website element of the project.
4. A Public Work of Art at the Encinitas Senior and Community Center
Arts Administrator Gilliam reported that City Council and City staff have approved the use of the
site at Balour and Oak Crest Park Drive. The ad hoc committee is now working on the initial
stages of the RFQ process.
5. Promote the Development of a Performing Arts Theatre on City Owned Property at the Encinitas
Town Center
Representatives from Miracle Theatre Productions have met with the City Manager and Mayor, and
are now meeting with other Council members.
8. NEW BUSINESS
A. Proposal for Public Art on Coast Highway 101 and Encinitas Blvd.
Peder Norby, Executive Director of the Downtown Encinitas Mainstreet Association (DEMA),
introduced artist Manuelita Brown and outlined a proposal for a public piece of art, which will be
privately funded, a proposed location and timeline for installation. Artist Manuelita Brown
introduced herself and shared a rendering of the proposed artwork. Discussion ensued.
B. Fill vacancies on Ad Hoc Committees
Arts Administrator Gilliam distributed a list of vacancies on ad hoc committees. Discussion ensued
and two ad hoc committees were created:

10. COMMISSIONER'S CORNER
Chair Gagliardo requested that this item be renamed to a more appropriate title to focus on
information sharing about the arts. Commissioner Younkers suggested "Open Discussion."
A. Commissioners
Commissioner Stamp informed the Commission that the Lux Art Institute is having a fundraising
night on May 20th in Rancho Santa Fe. Commissioner Thum reported that the Coastal
Communities Concert Band would be performing at the Encinitas 20th Anniversary Concert on
Sunday June 25th, in the Community Center Auditorium.
B. Staff
Arts Administrator Gilliam distributed Statement of Economic Interest forms to Commissioners. He
reported that there is a new exhibit by Carolyn Don in the case outside Council Chambers.
Discussions regarding the Cardiff Surf Sculpture are ongoing. Arts Administrator Gilliam met with
Mike Clark who reported that the sculpture should be complete by the end of June with the hope
that the sculpture be in place for the Machado Surf event. Woodbury University has an
architecture program and has offered to have students help design a theater for Encinitas. The
San Dieguito Art Guild has moved in to the former Redsands building.
