GOAL SETTING WORKSHOP

Meeting called to order by Arts Administrator Gilliam at 9:18 am

1. WELCOME
City Manager Miller welcomed the Commission for the Arts. Commissioner Mesaros
announced her resignation from the Commission and left the meeting at 9:25 am.
2. REVIEW: 2005 ARTS GOALS
Arts Administrator Gilliam reviewed the Commission for the Arts goals from 2005 as
follows:
Community Grant Program

The intent was for the Commission to review the arts applicants for the Community
Grant Program, rank them and present the rankings to the Council. This goal was
accomplished.
Public Art Policy
The policy was re-written and approved by Council and it is currently being applied to
three projects. This goal was accomplished.
Envision Encinitas
The NEA awarded the City a grant to design a website with an arts and cultural tourism
element. An Encinitas firm has been approached to assist with web design. City
Manager Miller suggested it would be ideal if this project is completed within the next
fiscal year.
Public Art at the Community/Senior Center

A site has been selected immediately above the retaining wall at the corner of Balour
and Oak Crest Park Drive. A Request for Qualifications (RFQ)is being developed to
identify four qualified artists who will be given a stipend of approximately $500 to
produce a proposal. This has been funded in the FY06/07 budget. Once a proposal has
been selected the Commission will request funding forthe piece from Council. City
Manager Miller suggested that the Council would like to see this goal achieved sooner
rather than later.
Performing Arts Theater
Miracle theater productions are the lead candidates and are currently negotiating a
lease agreement with the City. This goal is an ongoing, long term goal.
3. DISCUSSION: COUNCIL GOALS

Mayor Guerin joined the workshop to discuss the Council's perspective on the arts and
the Commission. She saidthal having an arts staff person h-as helped with
communication between the Council and the Commission for the Arts. The Council
feels the Commission has been working well and is in the right direction. She
suggested the Commission should feel free to ask Arts Administrator Gilliam to bring
ideas to the Council.
4. GOAL SETTING
City Manager Miller asked the Commission to review their Mission Statement and the
following changes were made:
OLD
The mission of the City of Encinitas Commission for the Arts is to promote the arts for'
the community of Encinitas with the highest quality and widest variety of the arts
possible, through exposure, education, and advocacy, and to support the establishment
of arts facilities.
NEW
The mission of the City of Encinitas Commission for the Arts is'to promote the arts
within the community through exposure, education, and advocacy, and to support the
establishment of arts venues.
The following updates were made to existing goals including assignment of
Commissioners to Ad Hoc committees:
Community Grant Program
Commissioner Santuccio and Commissioner Stamp
Goal end date: January 1, 2007
Goal: To create a Community Grant Program performance evaluation component.
Envision Encinitas Website

Goal end date: January 1 , 2007
Goal: Complete the project.
Public Art at the Community Center

Goal: Council to select, fund and commission a piece of art.

Goal: Conduct market assessment and facility needs assessment and develop
'recommendations for lease agreement
The Commission created new goals as follows:
1. Facilitate and promote arts education for adult audiences

2. Review EIR for Hall Property and provide comments to staff

Goal end date: to be determined by due date for responses to EIR
3. Develop a long term plan for arts events, facilitateand enhance opportunities for
art group involvement, and incorporate art and ecology elements

There was consensus that the main element to be taken from the goal setting workshop
is the need for an assessment of arts organizations and events in Encinitas. The
Commission will create a comprehensive list to be presented in a professional manner.
This element touches on each of these goals that the Commission has set today.
City Manager Miller suggested that the Commission review the goal setting session at
their July meeting and present the results to the Council in August. The presentation
should include achievements made on last years goals and the goals set for the coming,
year.
