2006-09-11 CITY OF ENCINIT AS COMMISSION FOR THE ARTS MINUTES Meeting Date: Monday, September 11, 2006 1. Approval of Minutes for Regular Meeting on July 10, 2006 COMMISSIONER STAMP MOTIONED AND COMMISSIONER THUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING ON JULY 10, 2006. MOTION WAS APPROVED 4-0 5. ORAL COMMUNICATIONS None. 6. OLD BUSINESS A. Ad Hoc Committee Reports 1. Envision Encinitas Arts Administrator Gilliam gave a brief update on the Envision Encinitas project which is supported by a NEA grant and City. Lyon and Associates of Encinitas have been retained to assist with the project, have started working on the website and presented ideas for the logo. The ad hoc committee has requested changes and Arts Administrator Gilliam will meet with Lyon. 2. Public Art: Encinitas Senior and Community Center ., ) Arts Administrator Gilliam reported that he was observing the progress of the Encinitas Community Library Public Art Element Requestfor Qualifications and may review the applicant list to see if there is any talent that may be suitable for this project. 3. Theater at the Encinitas Ranch Town Center Arts Administrator Gilliam indicated that negotiation of a lease agreement for the 0.7 acre parcel of land was ongoing. Miracle Theatre has proposed a55 year lease at $1 per year. The proposal includes five performance spaces in 15000 square foot of space. 4. Christmas Concert .__~...Arts Administ[ator~Gilliam..reportedtbaUhe~Christmas=Goncertjs.scheduled for..DecembeL=.~~~c.- 2nd from 2:30 to 4:30 pm. Confirmed performers include the Westwind Brass and North Coast Singers. Arts Administrator Gilliam said he had also approached Capella Gloriana and Moxie Theater. The free event will have a community focus. 5. Public Art: Encinitas Child Art Administrator Gilliam presented a brief update on the project and noted that he met with artist Manuelita Brown and conveyed the Commissions comments on the project. 7. NEW BUSINESS A. Report on the ad hoc committee recommendations for Community Grant Program arts applications Arts Administrator Gilliam distributed a copy of the ad hoc committee recommendations to the full Commission for the Arts. The ad hoc committee made ranking recommendations which then become a part of the staff report presented to Council. There were five speakers on this item including Sally Dean (San Diego North Coast Singers), Rebecca Rayner (San Diego Opera), Victoria Eicher (La Jolla Symphony & Chorus), Kara Hwang (Lux Art Institute) and Laura Lowenstein (San Dieguito Art Guild). Arts Administrator Gilliam noted that there is $50,000 in Community Grant Program funding and the policy allows for up to 50% of the funding to be allocated to arts applicants. Chair Gagliardo encouraged applicants to attend the Council meeting on September 20th when Council would allocate the funds. COMMISSIONER THUM MOTIONED AND COMMISSIONER VAN HAITSMA SECONDED TO APPROVE THE AD HOC COMMITTEE COMMUNITY GRANT PROGRAM RANKING RECOMMENDATIONS. MOTION WAS APPROVED 4-0 B. Appoint Commissioner to serve on ad hoc committee for selection of artists for the Encinitas Community Library Public Art Opportunity Request for Qualifications process Arts Administrator Gilliam stated that a member of the Commission for the Arts would be appointed to serve on the Encinitas Community Library Public Art Opportunity RFQ selection committee with Council member Jerome Stocks, Assistant to the City Manager Richard Phillips, Arts Administrator Gilliam and the architect for the library, Manuel Oncina. Chair Gagliardo called for nominations. Vice Chair van Haitsma and Commissioner Thum said they would like to serve. A majority vote was not reached therefore the item was continued to the October meeting. C. Report on Operation Homecoming @ Encinitas ) J Arts Administrator Gilliam said 348 tickets, to date, have been reserved for the event on Friday September 22nd at 7:30 pm. It will be held in the Community Center auditorium which can hold 1000 people. The book will be released on September 12th and will premiere at the National Book Festival. Encinitas is the third stop on a 30 city national book tour. D. Review and Approve the 2006/07 Commission for the Arts Goals Discussion ensued. OPEN DISCUSSION Commissioner Thum informed the Commission of a performance of the Coastal Communities Concert Band on October 8, 2006. Arts Administrator Gilliam informed the commission that there are seven applicants for the three openings on the Commission. The appointments will be made at the September 20th meeting of the City Council. 9. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS Selection of Commission for the Arts representative on Library Public Art Opportunity RFQ selection committee 10.
